About this file

This is a Presolicitation (Notice of Intent) document issued by the National Institutes of Health for a non-competitive contract award. The National Institutes of Health (NIH), specifically the Office of Logistics and Operations (OALM), intends to award a contract to WiCell Research Institute, Inc., located in Madison, Wisconsin, for scientific support services related to karyotyping of 94 Induced Pluripotent Stem Cells (iPSC) lines with varying sex chromosome dosage. The work will confirm maintenance of original karyotypes in derived iPSCs and requires completion and reporting of karyotyping analyses. The sole source justification stems from the need to maintain continuity with specific protocols uniquely implemented by previous WiCell contracts to ensure consistency and validity of the work.

The procurement is classified under NAICS code 541990 with a size standard of $19.5 million and will be conducted under FAR Part 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold of $350,000. All responses must be received by September 5, 2026, at 9:00 AM Eastern time and should be submitted electronically to Mr. Michael Falzone, Contracting Officer, at Michael.falzone@nih.gov, with reference to solicitation number 75N98026Q01088. Interested parties must include a technical proposal, cost-price proposal, period of performance, Unique Entity ID (UEI), Taxpayer Identification Number (TIN), and business size certification, along with proof of active registration in the System for Award Management (SAM). The Government reserves discretion to determine whether to proceed on a non-competitive basis or conduct a competitive procurement based on responses received.

GENERAL INFORMATION

1. Title: Karyotyping of Induced Pluripotent Stem Cells (iPSC) lines with Varying Sex Chromosome Dosage

2. Background Information: The purpose of this acquisition is to acquire scientific support services for completion and reporting of karyotyping for 94 Induced Pluripotent Stem Cells (iPSC) lines with varying sex chromosome dosage. The “Sole Source” nature of this acquisition stems from the need to have all samples processed according to the specific chain of protocols that was uniquely implemented by the previous WiCell contracts to ensure consistency with the work conducted. The required work will confirm maintenance of the original karyotype in the derived iPSCs. The continuity is absolutely essential for the validity of our work and has to be in place for us to address the key scientific questions for this project.
