Responses are limited to 5 pages and must be submitted electronically. All businesses working with BIE must maintain active SAM registration. The BIE reserves the right to conduct follow-up capabilities briefings and will determine whether to pursue a set-aside procurement or full and open competition based on responses received. This notice does not constitute a solicitation or commitment to award a contract, and no funds are available to compensate respondents for their submissions. Indian-owned businesses are encouraged to respond as prime or subcontractors.

OR INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL
NOT BE CONSTRUED AS A COMMITMENT BY BIE.
Project Name: Family & Child Education (FACE) Vendor Services for Digital Platform Access

Description of Services: The Bureau of Indian Education (BIE) Family and Child Education (FACE) program requires to procure the services of a vendor. The Vendor’s suite of services will be customized specifically for the BIE FACE program to address the unique needs of Adult Education and Family Enrichment components, enhancing literacy, career readiness, and personal growth for adult participants.
The BIE FACE Program seeks to enhance family engagement and early learning outcomes by integrating evidence-based, high-quality resources that support parents as their child's first and most influential teacher. To achieve this objective, the FACE Program will collaborate with a vendor for a comprehensive parenting curriculum, to provide accessible, culturally relevant, and engaging learning experiences for families.

SUBMISSION REQUIREMENTS:
Respondents shall include the following information in response to this Sources Sought:
1) Name of Prime Contractor (include name of subcontractors if applicable and include the percentage and type of work that will be self-performed on this project)
2) Company Address
3) Unique Entity Identifier SAM (ueiSAM) Number
4) Socioeconomic category (Indian-owned, Woman-owned, 8(a), HUBZone, Service Disabled
Veteran, etc)
5) Point of Contact (include direct telephone number and email address)
6) Capabilities and experience that describes recent and RELEVANT past performance for these types of services.
The Government reserves the right to schedule select follow-up capabilities briefings with firms who respond.
Note: All Businesses working with the BIE MUST have an active registration in the System for Award Management (SAM) Database. The purpose of this market research is to survey prospective vendors in order to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, BIE will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. Indian owned businesses are encouraged to respond as a prime or subcontractor.
BIE is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary.
Only electronic mail will be acceptable for vendor’s submissions. No feedback or evaluations will be provided regarding such submissions.
RESPONSES ARE DUE NO LATER THAN April 2, 2025, at 1600pm Central Time.
Responses to this notice shall not exceed 5 pages and shall be sent via electronic mail to michelle.nahlee@bie.edu.
