About this file

This file contains Frequently Asked Questions (FAQs) addressing submission requirements for the Department of State Bureau of Democracy, Human Rights, and Labor (DRL) funding opportunities. Key clarifications include: a separate detailed budget document beyond the SF424A and Budget Justification Narrative is strongly encouraged but not required for technical eligibility; the Monitoring and Evaluation Plan is excluded from the proposal page limit, while the Proposal Summary, Introduction to Organization, Problem Statement, Project Goals and Objectives, Project Activities, Project Methods and Design, Proposed Project Schedule and Timeline, Key Personnel, and Future Funding or Sustainability sections are included in the page limit; and proposals must be formatted in single-spaced, 12-point Times New Roman font. The FAQs note that instructions in the Notice of Funding Opportunity take precedence over the Proposal Submission Instructions.

The related federal grant opportunity seeks applications from organizations to strengthen accountability for human rights abuses committed by organized crime groups in Colombia, Ecuador, or Mexico under the International Programs to Support Democracy, Human Rights and Labor program (CFDA 19.345). This grant program, administered by the Department of State's Bureau of Democracy, Human Rights, and Labor, has obligated $4.25 billion across 743 awards since 2009, with recent awards typically ranging from $500,000 to $2 million for individual projects. The portfolio encompasses civil society strengthening, transitional justice, independent media support, gender-based violence response, and documentation of human rights violations for accountability purposes.
