About this file
This document is a Notice of Funding Opportunity (NOFO) for the Low Carbon Transportation Materials (LCTM) Program, which is administered by the Department of Transportation Federal Highway Administration (FHWA) under the Federal-aid Highway Program (CFDA 20.205).
The LCTM Program provides up to $800 million in funding to eligible recipients, excluding state DOTs, for the use of construction materials and products with substantially lower levels of embodied greenhouse gas emissions compared to industry averages. Eligible materials include concrete, glass, asphalt mix, and steel, as identified by the EPA. Recipients may also be reimbursed for activities to identify eligible materials and determine their appropriateness for use on Federal-aid construction projects. The program aims to increase the use of low-carbon materials, facilitate their adoption, promote technology transfer, and support workforce development. Applicants are encouraged to address the administration's priorities of safety, climate change, sustainability, equity, environmental justice, workforce development, job quality, and wealth creation. The NOFO provides details on eligible applicants, application requirements, selection criteria, and deadlines.
