About this file

This document is a NOFO (Notice of Funding Opportunity) application template for the Low Carbon Transportation Materials (LCTM) Program, a grant opportunity established by the Inflation Reduction Act to reimburse or provide incentives for the use of construction materials with substantially lower embodied greenhouse gas emissions compared to industry averages.

The NOFO outlines the program goals, which include increasing the use of low-carbon materials in transportation projects, facilitating the appropriate use of these materials, and promoting workforce development. Eligible applicants include units of local government, political subdivisions, territories, tribal governments, metropolitan planning organizations, and public authorities with transportation functions. Eligible materials are limited to concrete, asphalt mix, steel, and glass, as determined by EPA thresholds. The application template covers key details such as applicant information, federal funding requests, partnerships, proposed program descriptions, merit criteria, project risks, and alignment with administration priorities around safety, climate change, equity, and workforce development. The template also includes instructions for completing the application's technical, budget, and supporting documentation.
