As also noted, partnerships between prime applicants and sub-partners are not expected to be exclusive.

2. During the Phase 2 application review, the degree to which partnership have been formalized will be an important consideration during selection. Similarly, the degree to which partnerships between the prime Applicant and sub-partners have been tested (i.e.

prior experience working together) should be noted and will be viewed favorably.

3. The degree to which the prime and partners are presenting an integrated approach, clear roles and responsibilities that identify and leverage respective strengths will be viewed favorably. Applications should include an organigram.

4. The degree to which Applicants will help to brand program and connect it to the Data Collaboratives for Local Impact (DCLI) program and program logic, MCC-PEPFAR objectives and stakeholders, will be assessed. In this regard, it is important to recall that the DCLI program is intended to enhance use of data for decision making in order to contribute to local impact.

5. For applicants (especially the primes) whose primary experience in not aligned with the focus and nature of this work, it will be important to ensure that this applicant demonstrate how it will acquire the necessary expertise (e.g. partnerships with experts and/or organizations that bring this expertise) to complete the work.
