Amendment 0003 for the NOFO # MCC-16-RFA-0002 NOFO Name: “MCC-PEPFAR Tanzania Data Collaborative (Co-Lab) Project”
Subject: responses to questions
The purpose of this Amendment 0003 is to provide responses to the questions received:
1. Do you have a stance (any opinion) on the participation of Tanzanian national institutions – either as part of a consortium or as external partners (e.g. national statistics organization)?
If the “Tanzanian national institutions” referred to above is a part of, funded or affiliated with the national government, then it is excluded and would not be eligible to be the prime (lead) organization per 2 CFR 200.69, unless the institution could be considered an institution of higher education as defined in 2 CFR 200.55.
A national Tanzanian institution could potentially be eligible to be a consortium member at the pre-award phase, or for a subaward later on during the program implementation depending upon how the eligibility provisions for later subgrants are drafted in the SubGrants Manual.
2. Are public institutions involved in the production of official statistics allowed to express interest for this funding opportunity?
A – Please see Section C Eligibility criteria. It is unclear what is meant by “public institution” in this question as it was received. 2 CFR 200.47 allows for “public organizations”, but if this organization is a part of or affiliated with the national government, then it is excluded and would not be eligible to be the prime (lead) organization) per 2 CFR 200.69. An exception to this would be if the institution could be considered an institution of higher education as defined in 2 CFR 200.155. Also see response to related question 1 above.
3. Is the DUNS number required for all members of a consortium for phase I?
A – Please see response regarding the DUNS number in the Amendment 0002 to NOFO, including the Fact Sheet Provided. DUNS numbers are not required for Phase I, but please indicate the DUNS number if available in the application.
4. Are the eligibility criteria applicable to all members of a consortium, lead organization and partners alike?
A – Section C Eligibility criteria applicable only to the prime (lead) organization of the consortium (if developed). See also responses in Amendment 0002.
5. Is it possible to change the consortium structure between phase I and phase II?
A – Yes. Phase I will focus on selecting the prime (lead) partner who meet the eligibility criteria. As part of phase I, applicants should indicate if they intend to partner (and/or list the partners with whom they have already made an agreement). Consortia can continue forming throughout the phase II application process – and agreements between the prime and sub or sub-partner do not need to be exclusive. Please also see responses included in Amendment 0002.
End of Amendment 0003.
