Funding priorities are ranked as follows: preservation of assisted housing units (Priority 1), rehabilitation of existing rental units (Priority 2), and creation of new rental units through construction or rehabilitation (Priority 3). Applications within each priority will be ranked separately based on affordability period length, income levels served, percentage of very low and low-income tenants served, with the lowest SHIP per-unit cost serving as a tiebreaker across all priorities.
