About this opportunity

Monroe County, Florida is accepting applications for SHIP (State Housing Initiatives Partnership) funding for affordable multifamily rental development and rehabilitation, with applications due October 29, 2026 at 3:00 PM EST and an application period opening August 10, 2026. Monroe County is making $255,000 in SHIP funding available with a maximum award of $40,000 per unit for eligible entities developing or rehabilitating rental housing serving very low-income, low-income, moderate-income, and households up to 140 percent of Area Median Income throughout Monroe County.

Funding is structured as deferred payment loans secured by recorded promissory notes, mortgages, rental monitoring agreements, and Land Use Regulation Agreements with a fifteen-year loan term. For not-for-profit entities, the full loan amount will be forgiven at maturity; for for-profit entities, the full loan amount is due at maturity.

Funding priorities are ranked in order: preservation of assisted housing units (Priority 1), rehabilitation of existing rental units (Priority 2), and creation of new rental units through construction or rehabilitation (Priority 3). Applications within each priority will be ranked separately based on affordability period length, income levels served, percentage of very low and low-income tenants served, with the lowest SHIP per-unit cost serving as a tiebreaker across all priorities. Applications must be submitted through the Monroe County Bonfire electronic bidding platform at https://monroecounty-fl.bonfirehub.com. Questions are due October 9, 2026 at 5:00 PM EST, with responses provided by October 16, 2026 at 5:00 PM EST. Per the Local Housing Assistance Plan, SHIP funding opportunities must be advertised for a minimum of thirty days prior to application opening; accordingly, applications submitted before August 10, 2026 will be processed as received on August 10, 2026 with no advantage given to earlier submission. Technical assistance is available from Monroe County SHIP Administrator Cathy Crane at 305-292-4408 during business hours.
