Notice of Contract Action (NOCA) 12 December 2024, Air Force Life Cycle Management Center (AFLCMC), Hanscom Air Force Base, MA Operational Contracting Division (PZIB).
T This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to Eleven Peppers Studios LLC.
The Air Force Weather Systems Branch (AFLCMC/WBAW) is seeking a contractor to develop a modern visual identity and template-based digital marketing materials that effectively communicate the Branch’s efforts, services, and long-term strategy. The project will focus on three key areas: Research, Strategy, and Execution. Research will involve analyzing current Weather Branch strategy documents, the Program of Record Plan of Action and Milestones (POAM), and identifying branding opportunities. Strategy will address both high-level and tactical stakeholder needs, focusing on visual concepts for marketing materials and demonstrations, while also refining key messaging to ensure alignment with the Branch's goals. Execution will involve creating the final products, including new templates (e.g., fact sheets, newsletters), a clear implementation plan, and website design. The outcome will be a cohesive suite of materials that enhance communication and support the Branch’s strategic vision.
The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit unclassified responses (capability statement) to this notice by email to the Contracting Officer Mr. Paul R. Pollard III at paul.pollard.1@us.af.mil and Contract Specialist Jenny Desaulniers at jenny.desaulniers.2@us.af.mil no later than 12:00 Noon EST on 17 December 2024. No other communications will be entertained.
