About this file
This document contains the government's responses to questions asked by vendors during a System Integrator Industry Day for the Traffic Coordination System for Space (TraCSS) program. TraCSS is an enterprise solution being developed by the National Oceanic and Atmospheric Administration (NOAA) to ingest, process, and disseminate space situational awareness data and products. The government clarified that providing data to the Joint Capabilities Office does not create a conflict of interest for serving as the TraCSS System Integrator. A CMMC certification is not required, but the Integrator must ensure TraCSS complies with federal security requirements. The government plans to release additional information on potential organizational conflicts of interest in a future request for information. The System Integrator has a key role as the Chief Architect, with input from other stakeholders. The current System Integrator contract expires in March 2026, and the follow-on contract will focus on migrating additional services to TraCSS. The government is currently conducting market research to determine the acquisition strategy for the next System Integrator contract.

TraCSS System Integrator Industry Day Government Responses to the Vendors’ Questions
October 25, 2024
SN Question Government Response
If we are providing data to the JCO, do we have a conflict of interest in serving as the TraCSS SI?
No, providing data to the JCO does not create a conflict of interest in serving in the TraCSS System Integrator role.
Does a company need a CMMC L1/L2 certification?
No, a company does not need a Cybersecurity Maturity Model Certification (CMMC) to serve as a TraCSS System Integrator. However, the System Integrator will have to ensure that TraCSS complies with all Federal security requirements so a familiarity with the FEDRAMP, FISMA and NIST requirements is necessary.
Please make a list of anticipated SSA data and services TraCSS will acquire so that a vendor may determine if they have a potential conflict between being an SSA provider or competing for the SI role.
The TraCSS program is still evaluating the near-term SSA data and services that will be acquired.
The list provided below serves as an example, and is not meant to be exhaustive. In addition, as technology advances and TraCSS evolves, additional SSA data and services will be added. In general, “SSA data or services” is defined as any data or service that is directly related to the technical delivery of the space situational awareness or space traffic coordination mission (not the underlying infrastructure) of TraCSS.
▪ Data Quality Monitoring Services
▪ Data from commercial SSA sensors
▪ Orbit Determination/Ephemeris Generation
Services
▪ Conjunction Assessment Services
▪ Risk Assessment Services
The TraCSS program continues to consider potential organizational conflicts of interest (OCIs) and will provide additional information on potential OCI in a future Request for Information that will be posted to SAM.gov.
Who acts as overall Chief Architect of the system with respect to service definitions and overall software approach?
While the government is serving as the Prime Integrator (across the multiple contracts that compromise the system- Cloud, SI, Presentation Layer, SSA Data and Services), the System Integrator has a strong role as the Chief Architect driving the system architecture and technology choices. Additional input is provided by FFRDC and SETA contractors and system users.
How much of the Phase 1 End Configuration will be complete by the end of the current contract? Is this acquisition aligned with Phase 2?
The current System Integrator contract expires in March 2026. Phase 1 will be completed by the end of FY25. Once Phase 1 activities are complete, the team will begin to focus on the migration of additional services from DoD to TraCSS related to the launch and re-entry timeframes, with launch being the priority. The follow-on System Integrator contract will be completing the migration of launch related services, completing the migration of re-entry services and then executing regular capability updates per the agile release schedule.
Does NOAA expect that the system requirements (data/interfaces) will evolve over time as the system is used and integrated?
Yes.
Given a System Integrator is already in place; how will NOAA facilitate external competition?
The Government is currently conducting market research to determine the acquisition strategy.
Please provide a list of participants to the virtual industry day to assist companies in teaming.
The list of organizations attended October 1, 2024 Industry Day is included in attachment #1.
9 Please provide a list of current SSA providers.
TraCSS has not contracted with any SSA providers for the operational system to date.
10 Please provide contract information on the incumbent.
The System Integration and Cloud Management is implemented by the Parsons Government Services Inc., contract no. 1305M424F0026.
Please provide a high level schedule for the other acquisitions discussed during industry day (below) and any other acquisitions associated with/adjacent to this requirement. Given the OCI associated with many of these, having an understanding of timing will help make more informed teaming/priming decisions.
a. Presentation Layer/Services
b. SETA
c. Data Quality Monitoring
a. The Presentation Layer contract is currently in acquisition.
b. The SETA contract award was made in
September 2024.
12 Please explain what data will be accessible by the public.
The TraCSS data policy is currently being developed but the driving philosophy is data transparency and public access to the greatest extent possible.
