About this file
This is a NOAA Standard Specification document defining temporary services requirements for contract work performed on NOAA vessels at contractor facilities.
The specification establishes comprehensive requirements for supporting NOAA vessels during their time at a contractor's facility. All temporary services must be provided within two hours of ship arrival, with restoration of services within one hour after interruptions. Access requirements include two OSHA-compliant gangways (one forward and one aft) with appropriate lighting, fendering to prevent hull damage, and ice/snow removal without salt-based deicers. Utility services encompass uncontaminated potable water via new hoses (with Safe Drinking Water Act compliance verification), clean regulated electrical power per ANSI and IEEE standards, sanitary and cooling water supplies, pressure-tested fire water with hose trees and independent backup power, and steam supply (if required by the Contracting Officer Representative). Environmental services include sewage and turbid water disposal, garbage and recycling container provision with daily cleaning, and fire alarm system installation per NFPA 72 standards with daily testing near the aft gangway. Personnel support services require at least two toilet facilities (minimum one male and one female, or one per 25 personnel if ship facilities are unavailable), private-line telephones with local and long-distance access (if required), and secure broadband internet with minimum 25/5 Mbps speeds. Additional services include reserved marked NOAA parking as close as reasonably possible to the vessel, a general-purpose golf cart or utility vehicle with daily fuel/charging capability (if requested), equipped and climate-controlled dockside office space with toilets, and security guards on a COR-designated schedule.
