The specification requires contractors to provide all labor, materials, services, tools, supervision, and technical expertise necessary to accomplish the work. All work must be performed by an authorized service facility of the liferaft manufacturer. The contractor is responsible for removing all ocean liferafts and associated hydraulic releases from ships to the contractor's facility for inspection and then reinstalling them in their original locations. Annual U.S. Coast Guard inspections must include renewal of all bands, clips, instruction labels, certifications, flashlight batteries, and repair kit cement, along with a detailed cost breakdown report for each liferaft and an inventory of all dated items with expiration dates. For special five-year inspections performed in addition to annual inspections, contractors must provide a CO2 recharge of the inflation cylinder with certification of the cylinder's weight prior to and after a two-week stand period. Contractors must also perform annual U.S. Coast Guard inspections on all hydraulic releases. The detail specification or other procurement documents will provide specific information regarding the quantity, capacity, and manufacturer of each liferaft and hydraulic release being serviced, as well as the servicing locations and types required.

STANDARD SPECIFICATION AMC-583-1B
GENERAL REQUIREMENTS FOR LIFERAFT INSPECTIONS
1. SCOPE. This specification contains the general requirements and procedures to be used for performing U.S. Coast Guard inspections on NOAA liferafts and hydraulic releases.
2. REFERENCE.
(a) Code of Federal Regulations Title 46, Part 160, section 151, "Inflatable Liferafts (SOLAS)"
(b) Code of Federal Regulations Title 46, Part 160, Section 062, "Releases. Lifesaving Equipment, Hydraulic, and Manual."
3. REQUIREMENTS.
3.1. General. The following requirements apply to all work.
3.1.1. Except as otherwise specified, the contractor shall
provide all labor, material, services, tools, supervision, and technical expertise needed to accomplish the work required by this specification.
3.1.2. All work shall be performed by an authorized service
facility of the liferaft manufacturer.
3.1.3. Provide and install parts and components during
servicing of the liferafts as required by this specification, the Detail Specification, and other procurement documents. Renewal of other parts and components determined to be needed, as a result of servicing the liferafts will be negotiated by the Contracting Officer as an additional cost to the purchase order or contract. Provide a list of renewal parts and components which have not reached their expiration date to the COTR for disposition.
3.1.4. The Contractor shall remove all the ocean liferafts and associated hydraulic releases from the ship to the contractors facility for inspection.
3.1.5. Service the liferaft in accordance with reference (a)
and this specification.
3.1.6. Stamp the metal inspection plate in accordance with
reference (a).
3.1.7. Reinstall all liferafts and hydraulic releases in their original locations.
3.2. Annual Inspection. Perform an annual U.S. Coast Guard
inspection on the required ocean liferafts in accordance with reference (a). Renew or provide the following items as part of the inspection:
3.2.1. All bands.
3.2.2. All clips.
3.2.3. All required instruction labels.
3.2.4. All certifications (including U.S. Coast Guard) for
inspected items.
3.2.5. Deleted.
3.2.6. All flashlight batteries.
3.2.7. All repair kit cement.
3.2.8. A report for each liferaft with a cost breakdown for
all renewed items and an inventory of all dated items with their expiration date.
3.3. Special Five-Year Inspection. In addition to the above
annual inspection, perform a five-year U.S. Coast Guard inspection on the required ocean liferafts in accordance with reference (a). In addition to all renewals identified in reference (a), provide a CO2 recharge of the inflation cylinder with certification of the cylinder’s weight prior to and after the two week stand period as part of the inspection.
3.4. Hydraulic Release Inspection. Perform an annual U.S. Coast Guard inspection on all hydraulic releases in accordance with reference (b).
4. NOTES.
4.1. The following information will be provided by the Detail Specification or other procurement document:
4.1.1. The quantity, capacity, and manufacturer of each
liferaft being serviced.
4.1.2. The location of each liferaft being services.
4.1.3. The type of servicing (annual inspection or special
five-year inspection) required for each of the liferafts being serviced.
4.1.4. The quantity and manufacturer of the hydraulic
releases being serviced.
