ENGINEERING SERVICES AND SCIENCE CAPABILITY AUGMENTATION (ESSCA)
Attachment L-1 Sample Task 1
SAMPLE TASK 1
NOTE: This task is hypothetical and not intended to reflect any actual program or project currently known. However, the apparoach to this task will provide insight into the Offeror’s methodologies for project staffing estimation, including technical understanding and capabilities.
In-space Magnetic-Field Power Generation Project (MPG)
Background:
NASA/MSFC is investigating the concept of using a long conducting tether hanging from a satellite to generate power as it travels through the earth’s magnetic field in low earth orbit. A project has been formed to perform an in-flight demonstration of this concept. The plan is to develop a satellite system comprised of two station keeping satellites connected by a long (several miles) tether between them when it is deployed. The tether will generate current as it cuts through the magnetic field. The electrical circuit is completed through Earth’s ionosphere. An unmanned launch vehicle will deliver the satellite to orbit. All aspects of the delivery, to include deployment, of the satellite will be handled by KSC launch services.
The project office is diagramed in the organizational structure below. The office also has a contractor (Big Widgets, Inc.) who will be providing all of the hardware manufacturing, assembly, and test. The design, development, analysis, and management of the effort falls under the specific duties of the project office. The MSFC Engineering Directorate personnel will staff all of the engineering functions under the following offices: SE&I, Satellite Hardware, and Avionics & Software. Each of these offices are led by a MSFC civil servant. A Science Team, under the office of the Chief Scientist, will gather and process the data generated from the demonstration.
Major project milestones are:
System Requirements Review – 3 months after Authority to Proceed (ATP) Preliminary Design Review – 9 months after ATP Critical Design Review – 15 months after ATP Physical/Functional Configuration Audit – 30 months after ATP Operational Readiness Review – 35 Months after ATP Launch – 36 months after ATP
MSFC Needs:
MSFC’s Engineering Directorate requires the ESSCA support services contract to augment their workforce by providing all of the personnel required to staff the SE&I, Satellite Hardware, and Avionics & Software offices. The ESSCA workforce will be required to perform design, development, and analysis of the satellite system, and integration to the launch vehicle. This effort could result in multiple TOs dependent upon skills required, per Attachment J-9, Contract Work Breakdown Structure (CWBS). ESSCA support is not required for the Science Team, Business Office,SMA, Procurement or KSC launch services. The ESSCA TO requirements would include:
0. Attend technical interchange, project planning, design review and other appropriate meetings to discuss and exchange ideas for design, requirements, issues, action items, and resolution activities. Identify issues, pursue resolutions, and provide supporting analyses.
Assist in the development and/or review of system or component design requirements and objectives.
Prepare schematics, sketches, documentation, and released drawings.
Perform or review analyses, studies, and evaluations as required for maturing the design.
Develop requirements, architectures, and designs in accordance with specified NASA and project requirements.
Provide verification and validation of requirements.
Document and deliver results.
The period of performance will cover all major project milestones noted above.
