Introduction This Performance Work Statement (PWS) broadly defines the requirements for Engineering Services and Science Capability Augmentation (ESSCA) provided to the Marshall Space Flight Center (MSFC) by the Contractor in support of National Aeronautics and Space Administration (NASA) led activities. The ESSCA requirement is a follow-on to the current Engineering and Science Services and Skills Augmentation (ESSSA) contract. Services and skills are to be provided across a broad spectrum of engineering and science disciplines for the purposes of design, analysis, development and testing. Services and skills applied to hardware development will be primarily for the purpose of development and optimization of manufacturing and material processes.
The ESSCA contract will provide engineers, scientists, and engineering technicians in support of the MSFC Engineering Directorate (ED) as well as other programs and projects across the Center, both present and future. The contract also includes support for NASA activities and other reimbursable work for which MSFC has responsibility, including support to Department of Defense (DoD), other Government, commercial, or educational activities.
The Contractor’s work is controlled by means of Task Orders (TOs). The TOs range from general support for an organization to specific product oriented tasks. These TOs require the Contractor to coordinate with the Government. The dynamic nature of the work required by this PWS demands significant flexibility in the allocation of engineering, science, and technical resources. Since Government engineering and science resources will lead the implementation of work, frequent coordination between Contractor personnel and Government personnel is expected.
Scope The Contractor shall provide all necessary management, personnel, data requirement descriptions (DRDs) (as required by Attachment J-2, Data Procurement Document (DPD)) and equipment/supplies (not otherwise provided by the Government) required to perform the engineering and science services as defined in this PWS. Costs associated with these efforts shall be accounted for in the Contract Management Overhead (CMO) Rate. The Contractor shall provide necessary personnel, training, travel, and materials as specifically described in TOs issued by the Government in accordance with Clause I.9, 1852.216-80 Task Ordering Procedure, Clause I.10, Supplemental Task Ordering Procedures, and Attachment J-8, Automated Task Order Management System (ATOMS) Requirements and Processes. A graphical depiction of the task flow process can be found in Attachment J-8. The list of property, equipment, and services that will be provided by the Government is presented in Attachment J-5, Installation-Provided Property and Services. The Contractor shall comply with NASA and MSFC regulations, policies, directives, procedures, and standards when performing all work under this PWS in accordance with Attachment J-14, Applicable Regulations and Procedures.
The Government will not assign inherently governmental functions in accordance with FAR Subpart 7.5, Inherently Governmental Functions.
Contract Management and Control The Contractor shall provide the planning, coordination, technical direction, and surveillance of the activities necessary to assure disciplined performance of work and timely application of resources for the accomplishment of all TOs issued under the contract. The Contractor shall be responsible for maintaining communication with the Task Initiator and alerting the Contracting Officer’s Representative (COR) and Contracting Officer (CO) of any problems that would prevent meeting established objectives. The Contractor shall report and document this work and fulfill the requirements of associated Data Requirement Descriptions (DRDs) as outlined in Attachment J-2, Data Procurement Document (DPD).
Per FAR 52.219-9, the Contractor shall develop, submit, implement, and maintain a Small Business Subcontracting Plan, to provide small business and small disadvantaged business concerns the maximum practical opportunity to receive a fair portion of subcontract awards.
The Contractor shall develop, submit, implement, and maintain a Re-Procurement Data Package in accordance with DRD 1563MA-003.
Planning And Control The Contractor shall establish, implement, and maintain technical management and oversight of all work performed under this PWS. The Contractor shall assure the technical excellence, cost effectiveness, and timeliness of all required work and deliverable products. The Contractor shall provide necessary Human Resources (HR) such as recruiting, hiring, compensation administration, management of attrition, resolution of performance issues, and other HR required activities to provide a highly qualified workforce to perform the requirements of the Task Orders.
The Contractor shall provide the overall management effort required to integrate technical and programmatic functions necessary for achievement of the objectives of the contract. The Contractor shall develop, submit, implement and maintain a Management Plan in accordance with DRD 1563MA-001.
The Contractor shall develop, submit, implement, and maintain an Organizational Conflict of Interest (OCI) Plan in accordance with DRD 1563MA-004.
The Contractor shall develop, submit, implement, and maintain a Government Property Management Plan in accordance with DRD 1563LS-001.
The Contractor shall develop, submit, implement, and maintain an On-site Safety, Health, and Environmental (SHE) Plan in accordance with DRD 1563SA-001.
The Contractor shall report mishaps and safety statistics to the MSFC Industrial Safety Branch in accordance with the On-site Mishap and Safety Statistics Reports, DRD 1563SA-003.
The Contractor shall submit the Annual Green Purchasing Report, Waste Reduction Activity Report, Ozone Depleting Substances (ODS) Notifications, and Equipment Notifications in accordance with DRD 1563EE-001, Environmental Compliance Reports.
The Contractor shall develop, submit, implement, and maintain a Contractor Personnel Certification Plan in accordance with DRD 1563SA-002.
The Contractor shall provide technical information concerning any invention, discovery, improvement, or innovation made by the Contractor in the performance of work under this contract in accordance with Technology Reports DRD 1563CD-002.
In the limited circumstance a task requires security clearance, the Contractor shall complete DD254 Form, Department of Defense Contract Security Classification Specification, at http://www.dtic.mil/whs/directives/forms/dd/ddforms0001-0499.htm and submit the form to the COR.
The Contractor shall develop, submit, implement, and maintain a Weekly Contract Status Briefing in accordance with DRD 1563MA-008.
The Contractor shall develop, submit, implement, and maintain a Contract Work Breakdown Structure (CWBS) Crosswalk in accordance with DRD 1563MA-005.
Facilities Work delineated in this PWS shall be performed at MSFC-provided facilities and in other locations as approved in writing by the Contracting Officer. These facilities and locations will be identified as on-site. Government provided property and services, as identified in Attachment J-5, Installation-Provided Property and Services, will be made available to all on-site personnel necessary to accomplish this contract. Contract management that are indirectly charged to the contract shall be at an off-site Contractor’s facility. On an exception basis, the Government may authorize short-term or highly specialized tasks to be performed off-site if deemed advantageous to the Government.
The Contractor shall develop, submit, implement, and maintain an On-Site Employee Location Listing of all Contractor and subcontractor personnel working on-site at MSFC in accordance with DRD 1563CD-001.
Task Management The Contractor shall develop, implement, and maintain an electronic, automated task order management system (ATOMS) to plan, organize, direct, and control contract task activities per the requirements and process defined in Attachment J-8, Automated Task Order Management System (ATOMS) Requirements and Processes.
The Contractor shall develop, submit, implement, and maintain Task Order Activity Reports in accordance with DRD 1563MA-006.
Financial Management The Contractor shall submit Financial Management Report (533M) in accordance with DRD 1563MA-007.
The Contractor shall develop, implement, and maintain, as part of ATOMS, the financial requirements and process defined in Attachment J-8, Automated Task Order Management System (ATOMS) Requirements and Processes.
Contractor Procurements With the exception of the property listed in Clause G.5 1852.245-71, Installation-Accountable Government Property, the Contractor shall procure non-quality sensitive materials as defined in MPR 8730.1, Inspection and Testing, necessary for the accomplishment of this PWS. Total acquisition cost of an individual procurement shall not exceed $150,000 unless approved by the Government. The Contractor shall not purchase the IT products specified in Attachment J-5, Installation-Provided Property and Services as Desktop Services and Software. The Contractor shall only purchase items needed to meet the requirements of the TOs. The Contractor shall not purchase quality sensitive items as defined in MPR 8730.1, Inspection and Testing.
Technology, Innovations, and Process Improvements The Contractor shall become familiar with the Agency technology development roadmaps (http://www.nasa.gov/offices/oct/home/roadmaps/index.html) and shall identify and promote technology, innovations, and process improvements that improve engineering and science products, processes and operations. The Contractor shall consult with Engineering management to assure that technology improvements are aligned with focused areas for technology development. The Contractor shall develop, submit, implement, and maintain a Technology, Innovations, and Process Improvement Plan (TIPI) in accordance with DRD 1563MA-002. The Contractor shall report any significant accomplishments of technology, innovation, and process improvement activities. Reporting shall be in accordance with DRD 1563MA-008, Weekly Contract Status Reporting.
Education and Outreach The Contractor shall plan and implement educational and outreach activities to communicate and promote MSFC supported events, programs, projects, missions, and goals via public and educational outreach. This may include timely and comprehensive media releases concerning key achievements and their importance towards success of the programs; effective participation in national, regional, and community events; support to NASA’s Space Flight Awareness Program; and active support to school and collegiate (undergraduate and graduate levels) science and aerospace-related events. Reporting shall be in accordance with DRD 1563MA-008, Weekly Contract Status Reporting.
Contract Major Skill Categories The Contractor shall provide the services described in this section as required by the issuance of indiviual TOs. The services are organized into major skill categories. Each major skill type as described will envelope various skills that may be required to produce deliverables and products per TOs issued under this contract. Inherent to the skills and capabilities described is a familiarity and expertise with software packages such as ProE, Nastran, MATLAB, etc. The description is not intended to cover all skills or products required in this contract, instead it is intended to broadly define what types of skills and products may be required over the life of the contract. The actual skills required for this contract are dependent upon the content of the TOs.
Aero-Science Design, Development, and Test The Contractor shall provide flight mechanics, Guidance, Navigation, and Control (GN&C), atmospheric and natural environments, and aero-science skills to support the design, development, analysis, integration simulation, modeling, and testing of space systems, propulsion systems, space transportation systems, scientific research experiments, ground support equipment, and special equipment for current and future programs or projects. The Contractor shall deliver products associated with areas of aero-acoustics, aerodynamic flight control components, trajectory design, mission analysis, navigation design, separation systems analysis, orbital mechanics, guidance design, vehicle dynamics, control systems design, stability analysis and propulsion dynamics. The Contractor shall also deliver products in areas such as atmospheric science, including: influence on launch vehicles and spacecraft, influence on operations, modeling and programming, space environment characterization, space environment modeling and programming, spacecraft charging and plasma environment, meteoroid environment physics, meteoroid environment modeling and programming, meteoroid impact analysis. These products shall include design, development, analysis, integration, analytical tool development, simulation modeling, requirements definition, trade studies, and test analysis.
The Contractor shall provide support for and generate products associated with research and new technology development for flight mechanics, GN&C, mission analysis, atmospheric and natural environments, and aero-science design and analysis areas.
Avionics & Electrical Systems Design, Analysis, and Test The Contractor shall provide avionics and electrical skills to support the design, development, analysis, and testing of space systems, propulsion systems, space transportation systems, scientific experiments, ground support equipment, and special equipment for current and future programs or projects, including real-time support for investigation of flight system anomalies, as required. The Contractor shall deliver products associated with areas such as: electronic circuitry including power, analog signal, digital, and Field-Programmable Gate Array (FPGA); electrical design and integration including batteries, solar arrays, fuel cells, cable design, cable interconnect diagrams, and electrical system schematics; electrical, electronic and electromechanical parts (EEE Parts) including electrical/electronic failure analysis, electromagnetic environmental effects (i.e., electromagnetic interference (EMI)/electromagnetic compatibility (EMC)) including lightning, electrostatic discharge, EMI testing, and power quality testing; radio frequency (RF) systems including communication, global positioning system (GPS) and range safety; hardware for guidance, navigation, and control (GN&C), including both inertial and optical sensor systems and associated test facilities; audio and video electronics; sensors and instrumentation; sensors, wireless sensor micro-fabrication, harsh environment sensor research, structural health monitoring research; systems health management; avionics fault management; avionics emulators (real-time & non real-time); electro-optics; printed circuit board design and construction, including surface mount and thru-hole component installation; electro-mechanical packaging design, analysis and assembly; electronic test equipment and test software; and avionics and software systems integration. Example products include the design, development, assembly, test, analysis, modeling and/or simulation of the following: development hardware, prototype hardware, flight hardware, ground hardware, payloads, subsystems, science investigations, exploration initiatives, and analytical tools.
The Contractor shall provide support for and generate products associated with research and new technology development for avionics and electrical design, analysis and test areas.
Flight Software and Ground Test Design, Analysis, and Test The Contractor shall provide skills to develop launch vehicle, spacecraft, and space systems’ software requirements, design, code, and test. The Contractor shall perform integration, qualification testing/certification, and configuration control of this software. The Contractor shall produce flight software for embedded systems intended to operate launch vehicles and spacecraft as well as for other non-embedded in-space software applications for research & technology space applications.
The Contractor shall provide hardware and hardware/software integration engineering and technical skills for ground test systems to support the real-time modeling and simulation design, development, integration, test, and evaluation of real-time hardware-in-the-loop facilities such as the SLS System Integration Laboratory (SIL) or System Integration Test Facility (SITF). The Contractor shall provide products such as: system integration of lab automation tools and displays, avionics and avionics software models; cable interconnect diagrams; cable harness drawings; grounding diagrams/analysis; avionics emulators and associated breakout boxes for both data and power; integrated engineering analysis for voltage drop and grounding systems (anchoring of model to flight data); hardware integration analysis; design integration; analytical tool development; and simulation and modeling.
The Contractor shall support and maintain Capability Maturity Model Integration (CMMI) maturity level ratings of 2 and 3 for certain ongoing and future flight and ground software development projects.
The Contractor shall provide support for and generate products associated with research and new technology development for flight software and ground test systems design, analysis, and test.
Materials Research, Analysis, Testing, Process, and Hardware Development The Contractor shall furnish technical skills in support of product delivery in the following five areas: materials research, materials analysis, materials testing, materials process development, and hardware development. Delivered products support the design, analysis and testing of metallic and non-metallic materials used in space flight experiments, launch vehicles, spacecraft, scientific instruments, ground based test articles, ground support equipment, specialized test equipment and specialized hardware development tooling.
For Materials Research, the Contractor shall provide support for and generate products associated with advanced materials research and microgravity research.
Advanced Materials Research – The Contractor shall provide support for and generate products associated with research into advanced materials including hybrid composites, polymeric/elastomeric materials, metallic and non-metallic structural materials, protective coatings, lubrication systems, high temperature thermal protection materials, and cryogenic thermal protection materials.
Microgravity Research – The Contractor shall provide support for and generate products associated with the design, construction, and maintenance of scientific equipment that will be utilized for microgravity materials science experiments on the Earth and on the International Space Station.
For Materials Analysis, the Contractor shall provide support for and generate products associated with multiple analytical disciplines applied to aerospace materials and materials processing.
Analytical Chemistry – The Contractor shall provide support for and generate products associated with analytical chemistry techniques and equipment to provide relevant chemical data relating to aerospace hardware and materials.
Damage Tolerance Analysis – The Contractor shall provide support for and generate products associated with the determination of a material’s tolerance to damage, fracture, and fatigue in order to predict service life in the expected operational environment. The Contractor shall develop damage tolerance and fracture control techniques and perform fracture control reviews for programmatic insight support and materials reviews.
Data Management – The Contractor shall provide support for and generate products associated with the management, reduction, and dissemination of analytical data that will be utilized for making engineering decisions relating to materials processing and hardware development.
Failure Analysis – The Contractor shall provide support for and generate products associated with the analysis of failed flight, ground support, development, and test hardware to determine contributory causes to the failure.
Materials Diagnostics – The Contractor shall provide support for and generate products associated with materials diagnostics and evaluation of microstructures using microscopy, and microhardness techniques.
Materials Selection Analysis - The Contractor shall provide support for and generate products associated with materials selection analysis that includes review of specification requirements, verification of materials processing, review of properties allowables, and review of performance data in operational environments.
Metallography – The Contractor shall provide support for and generate products associated with metallography of materials including cross sectioning, mounting and polishing of materials for microstructural analysis.
Metallurgical Analysis – The Contractor shall provide support for and generate products associated with metallurgical analysis of metallic materials, their microstructures, and the relationship between properties and microstructure.
Non-Destructive Evaluation (NDE) – The Contractor shall provide support for and generate products associated with the development of NDE techniques and processes, such as x-ray, ultrasonics, structured light scanning and photogrammetry for the detection of defects, flaws, and cracks in flight, development, and prototype test hardware.
Sustainability, Risk, and Obsolescence Analysis – The Contractor shall provide support for and generate products associated with evaluations of environmental impact, safety, and health regulations on the sustainability, risk and obsolescence of specific materials and processes.
For Materials Testing, the Contractor shall provide support for and generate products associated with multiple types of materials testing.
Corrosion Testing – The Contractor shall provide support for and generate products associated with corrosion testing, characterization of materials degradation in damaging environments, and evaluation of corrosion mitigation variables.
Mechanical Testing – The Contractor shall provide support for and generate products associated with mechanical testing of materials at room temperature and in simulated operational environments to characterize performance in expected aerospace environments. The Contractor shall also generate products associated with the collection of materials properties supporting the generation of design allowables for materials process development and prototype hardware designs.
Environmental Effects Testing – The Contractor shall provide support for and generate products associated with testing environmental effects on aerospace materials including vacuum, atomic oxygen, ultraviolet and ionizing radiation, plasma, fluid systems, contamination, and foreign object debris.
For Materials Process Development, the Contractor shall provide support for and generate products associated with the development and optimization of additive manufacturing processes, composites processes, heat treatment processes, and metal joining processes.
Additive Manufacturing Process Development – The Contractor shall provide support for and generate products associated with the development of metallic and non-metallic additive manufacturing processes including equipment testing and modification, build model generation, and post build analysis and verification.
Composites Process Development – The Contractor shall provide support for and generate products associated with the development of advanced composites processing.
Heat Treatment Development – The Contractor shall provide support for and generate products associated with the development of heat treatment processes to maximize relevant material properties such as strength, hardness, and fracture toughness.
Metal Joining Process Development – The Contractor shall provide support for and generate products associated with metal joining process development including fusion welding, friction stir welding, friction plug welding, brazing, and soldering.
For Hardware Development, the Contractor shall provide support for and generate products associated with the development of new aerospace hardware including prototype hardware and the integration of multiple materials engineering disciplines.
Hardware Prototyping – The Contractor shall provide support for and generate products associated with multi-discipline engineering development of prototype aerospace hardware. The Contractor shall operate and maintain associated tooling, instrumentation, and facilities used in the construction of prototype test hardware and prototype flight hardware. The Contractor shall also provide products supporting the development, integration, verification, and validation of metallic and non-metallic manufacturing processes, tooling designs, and manufacturing process standards needed to move from prototype to production environments.
Integrated Materials Engineering – The Contractor shall provide support for and generate products associated with integrated materials engineering support for multi-discipline hardware development programs relating to metallic and non-metallic materials, materials processing, thermal protection systems, interface materials, protective coatings, and the performance of classes of materials pertinent to mission profile environments.
Hardware Design Analysis – The Contractor shall provide support for and generate products associated with the generation, evaluation and assessment of materials and processes specifications, standards, material control plans, and engineering change proposals relating to hardware manufacturing. The Contractor shall also provide support for and generate products associated with program documentation reviews, design reviews, Material Usage Agreements (MUA), Materials Application and Evaluation Board (MAEB) participation, Materials and Processes Working Group participation, and generation of Materials Identification and Usage Lists (MIULs).
The Contractor shall provide support for and generate products associated with research and new technology development for materials research, analysis, testing, process, and hardware development
Operability Design, Analysis, and Test The Contractor shall provide operability skills to support the design and analysis of space systems, propulsion systems, space transportation systems, scientific experiments and instruments, ground support equipment, and special equipment for current and future programs or projects. The Contractor shall deliver products in areas such as ground operations integration and implementation; ground support equipment integration and implementation; ground support systems development; logistics planning and analysis; and test integration and implementation. These products include Ground Operations Plan, Ground Operations Requirements Document, Ground Support Equipment (GSE) Plan, GSE Mechanical and Electrical Design Specifications, Support Equipment Management Database, Integrated Logistics Plan, Supportability Analysis, Availability Analysis, Vehicle Operations Analysis, Verification Planning and Implementation, Functional Objective Development, Ground Processing Timelines and Detailed Technical Operations Based Cost Assessment.
The Contractor shall provide support for and generate products associated with research and new technology development for operability design and analysis areas.
Optics Design, Analysis, and Test The Contractor shall provide optics skills to support the design, analysis, and testing of space systems, propulsion, space transportation systems, scientific instrument components, ground support equipment, and special equipment for current and future programs or projects. The Contractor shall provide skills to support on-going flight hardware for advanced optical systems and initiatives for advancing state-of-the-art optics design and manufacturing technologies (e.g., manufacturing of x-ray mandrels and free-standing optics) for experimental and prototype ground, aircraft, and space instruments in the visible, ultraviolet, infrared, and x-ray spectrums. The Contractor shall provide skills that include expertise in optical and opto-mechanical design and analysis, camera design, optical inspection devises, lasers, lenses, medical imaging devices, navigation equipment, safety monitoring devices, satellites, telescopes and video hardware to provide optical products such as design, analysis, hardware fabrication, optical sensor research and testing of high-quality optics. The Contractor shall deliver products in areas such as advanced optical systems development; reflective and diffractive optics, electroformed and vacuum-deposited coatings, and surface metrology; optical design, analysis and fabrication; camera and video systems; optical test and manufacturing.
The Contractor shall provide skills and deliver products to support the fabrication, cleaning, integration, installation, and operation of special test equipment and facilities in support of cryogenic optical testing at the X-Ray & Cryogenic Facility (XRCF).
The Contractor shall provide support for and generate products associated with research and new technology development for optics design, analysis and test areas.
Propulsion Systems Design, Analysis, and Test The Contractor shall provide propulsion system design, analysis and testing skills to support and deliver products in areas such as components, subsystems, and systems for liquid (cryogenic, storable, monopropellant, bipropellant, and dual mode), gas, solid, and advanced propulsion systems for both launch vehicle, in-space, lander vehicles, and in-situ applications. Examples of these products shall include design, analysis, development, evaluation, integration, and verification of systems such as liquid main propulsion, pump-fed engine, pressure fed engine, orbital maneuvering, roll control, reaction control, de-orbit propulsion, solid motor, booster tumble, booster deceleration, upper stage settling, launch abort, jettison, altitude control, thrust vector control, nuclear power, nuclear fission propulsion, nuclear fusion propulsion, antimatter, electric propulsion, solar thermal propulsion, solar electric, solar power, solar sail, tether, aero-capture, advanced chemical propulsion, pressurization, propellant storage, valves, lines, ducts, advanced cryogenic fluid management, advanced in-space non-chemical, electric and plasma based propulsion and propellant delivery. Other products shall include the design, analysis, development, evaluation, integration, verification of thrust vector control systems and/or verification of propulsion system trade studies, solid propellant grain designs, solid motor igniters, solid motor nozzles, ground testing of propulsion system hardware, advanced propellants, green propellants, solid motor ballistics, ground testing of system hardware, analytical tools and techniques used to model engine and main propulsion systems, and cryogenic fluid management approaches.
The Contractor shall provide skills for Turbomachinery engineering support for the design, analysis, manufacturing, and test of advanced liquid propulsion components on the individual components of turbomachinery consisting of turbines, pump inducers, pump impellers, pump diffusers, bearings, rotating and static seals, and housings. Integrates the work of various disciplines including stress, thermal, structural dynamics, unsteady flows, rotordynamics, mechanical design, tribology, computational fluid dynamics, and component and subcomponent (cold-flow) test into the design and development of turbomachinery. The Contractor shall provide engineering expertise for the definition and derivation of turbopump and turbopump component requirements and their integration into system-level requirements. The Contractor shall conduct specific analysis in areas including mean-line design of pumps and turbines, and turbopump internal flows and axial thrust balance. The Contractor shall respond directly to customers requiring turbomachinery technology maturation, development, and anomaly resolution in support of the Propulsion System’s programs and projects.
The Contractor shall provide skills for combustion devices engineering support for the design, analysis, manufacturing, and test of advanced liquid propulsion components such as injectors, gas generators, small thrusters, combustion chambers, igniters, nozzles, nozzle extensions. This will include evaluation of combustion performance, stability, thermal analysis, hardware health and life, coatings, materials, manufacturing methods, component performance, etc. required to design, develop, manufacture and test combustion devices in support of the Propulsion System’s programs and projects.
The Contractor shall provide skills in design, analysis, development, and testing of valves, actuators, lines, ducts, flex-joints, flex-lines, miscellaneous fluid components, systems hardware, and fluid systems. The Contractor shall also provide skills in design, analysis, development, and test activities include mechanical design, fluid flow analysis, component sizing and selection (valves, pipe fittings, regulators, connectors, flanges, instrumentation, component supports, etc.), manufacturing assessments or plans, stress analysis, material selection, requirements development, specification development, test plan development, test procedure development, test conduction, test data analysis, authoring technical reports and memos, drawing production, building computer models, and performing trade studies.
The Contractor shall provide skills to deliver products in areas such as design of propulsion components/systems with interface to their structures, mechanical devices, ground support equipment, special test equipment, tooling, mechanisms, composite designs, along with computer-aided design (CAD) standards and processes.
The Contractor shall provide support for and generate products associated with research and new technology development for main propulsion and solid propulsion system design, analysis and testing areas.
Scientific Disciplines Design, Analysis, and Test The Contractor shall provide engineering and physical science skills to support the design, development, analysis, integration simulation, modeling, and testing of space systems and payload instruments for scientific research and experiments, ground support, special equipment and in flight/on orbit anomaly resolution for current and future programs or projects.
The Contractor shall provide skills and products in areas such as program, project and portfolio formulation and implementation consisting of concepts and requirements definition; technology assessment and development; reviews; analytical integration; test operations; hardware development, maintenance, refurbishment, and certification; systems integration and mission operations.
The Contractor shall provide support for and generate products associated with research and new technology development for scientific discipline areas.
Structural and Mechanical Design and Analysis The Contractor shall provide structural and mechanical skills and services to support work related to the design of space flight, test, experimental research and technology development hardware as well as ground support equipment and special test equipment. Support includes interfacing with all disciplines associated with and required to fully scope and utilize a finished design. Additionally, support requires documentation and integration for testing (including development and qualification tests) as well as hardware verification and validation. Support is applicable to all lifecycle phases of the associated hardware and equipment from initial research and concept development, to production, testing and verification, and through sustaining activities. The Contractor shall provide products utilized in rendering the aforementioned support including but not limited to presentations, mechanical drawings, 3D models, electrical cable and tubing routing diagrams, specifications, fabrication requests, equipment manuals and usage logs. Hardware, equipment and support include but is not limited to the following: Structures – Primary/Secondary/Tertiary Applications (Thrust Structures, Helium-cooled Enclosures, Tooling, Composites), Mechanical System Maintenance/Management (Vehicle Health, Pressure System Management), Fluid/Pressure Systems and Components, Tanks (Propellant, Oxidizer, Pressurized Media Storage), Propulsion Systems and Components (Engines, Turbomachinery, Combustion Devices), Space Transportation (Space Vehicles, Satellites, Cubesats, Deep Space Habitats), Ground Support (Lifting and Handling, Transportation), Special Test (Support Stands, Precision Alignment Devices, Access Platforms, Thrust Measurement, Vacuum Systems, Load Application/Reaction), Layout and Routing (Piping, Electrical), Mechanisms (Stage and Payload Separation, Pyrotechnics, Deployables, Translation), Opto-Mechanics (Optical Mounting and Integration, Mirror Design), Mechatronics and Controls, Instruments and Payloads (Scientific Experiment, Space Station, Secondary Launch Payloads), Standards and Process Improvement, Thermal Systems and Components, Environmental Control and Life Support System (ECLSS) and ECLSS Upgrades, Systems Design and Integration (Due Diligence, Requirements Development), Design Sizing Both Initial and Detailed (Hand Calculations, Analytical Models – Patran, Nastran, matrix laboratory (MATLAB), Fortran, Hypersizer, etc. – Fastener Selection, Tolerance Stack-Up, Piping Flexibility and Pressure Containment).
The Contractor shall provide structural and mechanical analysis skills to support the structural design and verification of space systems, including but not limited to space vehicle structures, thrust structures, propellant and oxidizer tanks, secondary structures, test articles, stage and payload separation systems, pyrotechnics systems, rocket engines, propulsion systems and components, space transportation systems, scientific experiments, scientific instruments, ground support equipment, special test equipment, manufacturing tooling equipment, optical systems, and propulsion high-speed dynamic data acquisition and analysis.
The Contractor shall deliver products such as stress and stability analysis, fatigue and fracture analysis, component loads analysis, vehicle coupled loads analysis, linear and nonlinear static and dynamic analyses, vibro-acoustic analysis, microgravity analysis, shock, payload isolation analysis, analytical models, analysis reports and results, analytical tools, as well as review of analytical products. Analysis activities shall support all phases of the hardware lifecycle from initial research and concept development, to production, testing and verification, and through sustaining activities. The Contractor shall provide integration support to project elements and customers covering delivered products as desired. Products delivered shall support verification activities such as test criteria and requirements, instrumentation locations, pre-test predictions, and post-test data correlation.
The Contractor shall provide support for and generate products associated with research and new technology development in the areas of stress, loads, and dynamic analysis.
Systems Engineering and Management The Contractor shall provide systems engineering and technical management skills in support of programs, projects and activities to manage, assess, and perform systems engineering life cycle processes. The Contractor shall provide expert support and develop and use products/tools associated with the following areas: stakeholders expectations definition, technical requirements definition, logical decomposition, design solution definition, implementation, integration, verification, validation, transition, technical planning, requirements management, interface management, technical risk management, technical assessment, decision analysis, support of technical data, structural environment design and integration, and vehicle health and fault management. Products include, but are not limited to, the documentation and other materials generated during support of technical implementation and management, technical risk analysis review, technical problem identification, technical problem resolution review, and technology identification, development, and assessment. Support shall include technology assessment and planning, advanced concepts definition, preliminary design, systems analysis support, analysis and innovative strategies to facilitate utilization of Center technical capabilities. Systems analysis support includes the establishment of technical mission objectives, mission planning, development of concept and configuration alternatives, human factors analysis, system modeling and simulations, optimization and trade studies involving technical, cost, schedule, and their associated risks with safety, affordability, reliability, needs-assessment, and metrics reporting. These programs and projects may require expertise with various systems engineering software tools.
The Contractor shall provide technical experts in the areas of technical management and systems management as needed to support evaluation of MSFC programs and projects. This shall include support to the management and integration of requirements and functionality for developing/upgrading systems management tools to support the management and systems engineering functions; definition and facilitation of systems management processes; systems management guidance to program/projects; and membership on technical evaluation teams to assess the program’s/project’s progress toward meeting established technical commitments.
The Contractor shall provide support for and generate products associated with new technology development in the area of systems engineering and management.
Test Design and Operations The Contractor shall provide skills necessary to perform the following test disciplines: Propulsion (solid, liquid), (LOX/LH2, LOX/CH4, LOX/RP); Environmental (materials environment, thermal/vacuum, aerodynamic) fluid dynamics (pumps, inducers); Structural Strength (Structural and Cryogenic pressure) and Structural Dynamics testing including vibration, acoustic, shock and modal. The Contractor shall provide test skills needed to support areas such as flight vehicles, spacecraft, and associated subsystems; ground support equipment; ground test systems, control test systems, propulsion systems and components; structural test articles; payload systems and space experiments/environments; maintenance and repair of cryogenic and vacuum systems; and experimental evaluation of technology and research investigations as well as any other commercial or governmental requested tests that may not be related to aerospace technology. The Contractor shall provide skills necessary to deliver products such as test design, plans, procedures, testing schedules, coordination, facility adaptation and activation, test conduction, data acquisition, data recording, data evaluation, and test reporting. The Contractor shall also provide support for areas such as design, analysis, fabrication oversight, integration, and operation of fluid systems (including high pressure gases, hazardous propellants, cryogenics, and hydraulics), equipment (including valves, actuators, pumps, vessels, sensor signal conditioning electronics, data acquisition components, and hardware control electronics), fixtures, specific tooling, test instrumentation systems (including sensor specifications and installation, validation, and usage approaches), automation and control (including remote operation, closed loop control, man-machine interfaces, real-time sequences and interlocks, power supplies, relays, conversion, protection and control and electrical power distribution), and data acquisition (including recording, viewing, calibration, verification, and feedback).
The Contractor shall provide pressure systems management engineering and integral inspection technician “certification team” skills to support the inspection analysis and certification maintenance for pressure systems at MSFC. In order to accomplish initial certifications and to maintain the certification status of existing systems, the Contractor shall perform various specific tasks and provide specific products such as inspection and certification reports and design analysis for pressure systems per applicable national consensus standards (e.g., SME/ANSI, DOT, API, NBIC) periodic inspections and non-destructive test and evaluation; re-evaluation of certification status when pressure system changes occur and maintenance of certification data packages as official quality records.
The Contractor shall have the ability to develop program logic using LabVIEW software that performs specified control tasks, program Programmable Logic Controllers (PLCs) to perform these tasks, install instrumentation control wiring and components, and build-up of unique data acquisition and/or control systems.
The Contractor shall provide software development and hardware integration for real-time health management systems, high-speed data acquisition systems, and advanced signal analysis software tools to support liquid engine and propulsion component hardware testing.
The Contractor shall provide test skills related to: hardware and hardware/software integration and testing; design, development, test and evaluation of flight systems requiring software and hardware integration and associated test skills to support mechanical components. The Contractor shall provide skills related to products such as: system verification and validation; test plan, procedure, and report documentation; development of test scripts; review of program and project documents; testing of development and flight hardware; development and use of data reduction and manipulation tools; data acquisition, software loading/configuration; data archiving and data analysis; evaluation of test data and investigation of potential anomalies.
The Contractor shall provide hardware and hardware/software integration and test skills to support mechanical components. The Contractor shall provide skills necessary to deliver products such as: development and implementation of test procedures; vacuum and pressure leak and proof testing; mechanical fabrication; mechanical assembly; tubing fabrication; flare and compression fittings; data acquisition systems; operation of helium mass spectrometers; proof and leak tests with test articles under cryogenic cooling; and cryogen handling, piping and flow.
The Contractor shall provide support for and generate products associated with research and new technology development for test design and operations.
Thermal and Fluids Design, Analysis, and Test The Contractor shall provide the thermal and fluids design, analysis and testing skills required to support areas such as components, subsystems, and systems for instruments, payloads, launch vehicles, space transportation vehicles, and propulsion systems for both launch vehicle and in-space applications. The Contractor shall provide analytical and testing skills in the fields of computational fluid dynamics, coupled system dynamics, gas dynamics, thermochemical modeling, ablation modeling, thermal modeling, heat transfer, active and passive thermal control, and conjugate fluid flow analysis. The Contractor shall provide design and analysis skills in the areas of physical and chemical processes to include distillation, absorption, catalytic reaction, filtration, phase separation, electrochemical processes and ion exchange used in life support flight systems and new technologies. The Contractor shall provide design and analysis support for physical and chemical laboratory for environmental control and life support system processes. The Contractor shall provide products such as thermal analyses of launch environments, separation environments, plume-induced environments, space environments, and vacuum test environments. The Contractor shall also provide analyses of thermal characteristics, flow dynamics, and/or acoustics of: liquid, solid, and gas engines; main propulsion systems; propellant and pressurization systems; tanks; ducts; valves; turbopump components; manifolds; reacting flows in injectors, chambers, and nozzles.
