CONTRACT WORK BREAKDOWN STRUCTURE (CWBS)
This attachment shall be used to define the requirements of the Contract Work Breakdown Structure (CWBS), otherwise known as the task order number.
The CWBS for the ESSCA contract is intentionally structured to be skill based. The skill based structure focuses the Contractor on management of the skills across the MSFC organizational structure. Depending on the diversity of scope an organization has been requested to support, the organization may choose to have: more than one task order per skill, one task order for a given skill with multiple sub-tasks, or both.
The CWBS provides a coding structure that will work for the technical management of the effort and also matches the coding structure used by the MSFC financial community for cost accounting.
The Contractor shall develop, deliver, and maintain DRD 1563MA-007, Financial Management Report (533M), and DRD 1563MA-006, Task Order Activity Reports. The CWBS and financial Data Requirements Descriptions (DRDs) are written to allow the Government to calculate Earned Value Management (EVM) from the delivered data.
The Contractor shall develop, deliver, and maintain the Contract Work Breakdown Structure (CWBS) Crosswalk in accordance with DRD 1563MA-005.
The Contractor shall utilize the following CWBS decimal coding structure that indicates a minimum of six levels for identification of the task and financial tracking information:

In the above task order number or CWBS, the first three levels of the CWBS make up the Performing Organization, Skill, and Task ID (PSID) (Levels 1-3). The last three levels make up the Sub-Task—the Funding Source, Funding Sub-Source, and Activity (Levels 4-6).
Level 1
Code: “aaaa” (4-digit Alpha/Numeric)
Description: Identifies the Performing Organization (e.g., Branch, Division, Office, etc.) where the TO originates. Potential codes are listed in table below with “XX” denoting the number for the Branch, Division, Office, etc. This information will be provided by the Government to the Contractor.

This information will be provided by the Government to the Contractor.

This information will be provided by the Government to the Contractor. |

| Description: | Identifies an acronym or nomenclature for the Funding Source (e.g., SBOO – SLS Booster, ECLS – Environmental Control Life Support) that supplies the funds for the work to be performed on the TO. This information will be provided by the Government to the Contractor. |

| Code: | “eee” (3-digit Alpha/Numeric) |
| Description: | If utilized, identifies an acronym or nomenclature for the Funding Sub-Source (e.g., RSS – Range Safety, IDL – SEI Level I) which will track to a lower level of the Funding Source for the work to be performed on the TO. If not needed, the identifier will utilize “000,” “XXX,” or some other means to keep the placeholder in the CWBS coding structure. This information will be provided by the Government to the Contractor. |
Level 6
Code: “ff” (2-digit Numeric Only)
| Description: | If utilized, identifies a particular Activity (e.g., 01, 02, 03) number to keep track of different activities or events on the TO. If not needed, the identifier will utilize “00,” “XX,” or some other means to keep the placeholder in the CWBS coding structure. This information will be provided by the Government to the Contractor. |
