Design and Installation of Nadir Research Portals in a NASA Gulfstream C-20B Aircraft
Statement of Work
August 17, 2017
Background
A former U.S. Air Force Gulfstream C-20B (Gulfstream Model G-1159A) aircraft (serial number (S/N) 478) is a NASA Langley Research Center (LaRC) public-use aircraft, which will be utilized for research missions. Scientists at NASA LaRC have developed a suite of active (lidar) and passive (optical radiometric) sensors to be flown on a flight platform in a research configuration in support of NASA and other Federally-sponsored initiatives.
Project Scope
The vendor shall provide a design for two nadir research portals in NASA LaRC’s C-20B aircraft. The vendor shall provide copies of the appropriate documentation as listed in Item 6 of the Meeting/Deliverables/Documentation Requirements section of this SOW.
The vendor shall secure approval for the specific aircraft modifications via a Federal Aviation Administration (FAA) Designated Engineering Representative (DER) using FAA Form 8110-3. However, formal FAA approvals for the work performed under this SOW are not required. In preparation for the installation of the research packages, a design for two nadir research portals is required with options to install one or both structural nadir research portals along with several other modifications as described in this Statement of Work (SOW).
Task 1: Design of Two Nadir Portals
1. The vendor shall provide a design for the two nadir portals with aluminum blanks and structural floor plugs as described below:
a. The nadir portals shall have a minimum acceptable circular dimension of 18-
in. diameter. Rectangular openings are acceptable only if they can accommodate an 18-in. diameter portal within their boundary.
b. The perimeter of each nadir portal shall incorporate a fastener pattern to allow for the installation of an aluminum sealing blank or a subsequent glass adapter plate.
c. The second nadir portal shall be located a minimum of six ft aft of the forward nadir portal.
d. Both nadir portals shall be located within the pressurized portion of the passenger cabin.
e. The second nadir portal shall be identical to the first nadir portal.
2. The vendor shall design an aluminum blank for each nadir portal which shall be installed in lieu of optical glass.
3. The vendor shall provide a design which incorporates a geometrically corresponding opening in the cabin floor around each nadir portal. The floor opening shall be rectangular with a minimum footprint of 25 x 25 in., centered over each nadir opening.
4. The vendor shall provide a design which provides a structural floor plug for each portal that can be installed to close the cabin floor openings. The floor plugs shall restore the floor to its original strength and also provide seat tracks matching the original layout. Upon installation, the structural plug shall enable the aircraft cabin to be used when scientific instruments are not utilizing the nadir portals.
5. The vendor shall design an externally-mounted Foreign Object Damage (FOD) shutter to cover each nadir research portal during takeoffs and landings. The FOD shutters shall be electrically driven with positive indication of position (e.g.
open/closed limit switches) and cockpit control switches with corresponding indicator lights.
6. The vendor shall incorporate in the design the relocation of those antennas or beacons that must be relocated in order to install the two nadir research portals.
7. The vendor shall incorporate in the design the rerouting/relocation of those hydraulic lines, electrical cables, and control cables that interfere with the installation of the nadir research portals.
8. The vendor shall incorporate in the design aircraft attachment provisions for a rectangular pressure dome (“dog house”) for the aft portal with the following specific features:
a. The design shall incorporate a pressure-sealing aircraft interface around the second nadir portal.
b. The sealing interface at the aircraft outer mold line (OML)/skin shall be rectangular with a minimum footprint of 25 x 25 in., centered over the nadir opening.
c. The perimeter of the pressure-sealing interface shall be fit with a fastener pattern to allow the installation of a rectangular pressure dome.
Note: The Contractor is not responsible for the design and fabrication of the pressure dome (“dog house”). This effort will be performed by NASA at a later date.
9. The vendor shall present design information and status at the Preliminary Design
Review (PDR) and Critical Design Review (CDR) design points via teleconferencing or at face-to-face meetings, as stated in the Schedule of
Requirements as stated below. The Terms of Reference for the PDR and CDR are given in NASA LaRC document number RSD-FLT-008 (Attachment 1).
10. The vendor shall provide copies of all documentation generated as a consequence of Task 1, including all installation and removal documentation, drawings, and approvals of task modifications, all substantiation analyses, and all quality-assurance approvals at the conclusion of this Task (see Schedule of Requirements and Item 6 of the Meeting/Deliverables/Documentation Requirements section of this SOW).
Task 2: Fabricate and install the forward nadir portal (optional task)

g. Rerouting/relocation of those hydraulic lines, electrical cables, and control cables that interfere with the installation of the nadir research portals as described in Task 1.7.
2. As a result of the installation, the vendor shall provide the revised and updated engineering designs and analyses required to document the as-delivered modifications to the aircraft in accordance with the Schedule of Requirements section of this SOW. The contractor shall participate in the iterative exchange between the engineers and the fabricators once actual fabrication and installation commences. Therefore, the final design of Task 1 may have to be modified during accomplishment of Task 2. The fabrication/engineering interactions are typically documented with design updates, corresponding analyses updates (if any), redlined drawings, and revised drawings with redlines incorporated, which shall be delivered to the Government.
3. The vendor shall provide all materials associated with the completion of Task 2 to include, but not limited to, structural materials, fasteners and other components required for fabrication and installation.
4. The vendor shall install the structural floor plug and perform a ground pressurization check.
