Continuation of Block 14:
The following are additional questions and Government answers (25-
25. Question: The GSA SF330 Fillable PDF Form is highly restrictive and will not allow the flexibility for us to present our qualification in easily understandable format to meet your requirements. For example:
- Section E – Resumes: specifies five projects must be used without having flexibility to use fewer projects with more detail because the cells are limited in size.
- Section F – Example Projects: The form limits each project description to a single page. Given that the evaluation criteria of Section F is weighted at 50% of the total, we prepared the SF330 project description at greater length than one page to effectively convey our relevant experience on complex projects.
- Section H – Additional Information: By using the SF330 fillable PDF form this section would be presented in two different formats. The first page (in the PDF form) will be Arial 10 pt. and the remaining pages (attached pages) would be Times New Roman 12 pt. To facilitate ease of review, we suggest using Times New Roman, 12 pt., with 1-inch margins for all parts of the SF330.
Answer: Per FAR 53.103:
Agencies shall not—
(a) Alter a standard form prescribed by this regulation; or
(b) Use for the same purpose any form other than the standard form prescribed by this regulation without receiving in advance an exception to the form.
Accordingly the Standard Form 330 (SF330) shall not be altered to allow for additional space by modification of the cell sizes. Note: Information provided in an altered SF330 falling outside the dimensions provided on a customary SF330 may be disregarded.
Section H of the SF330 allows offerors to provide additional information specifically requested by the agency or to address selection criteria that are not covered by the information provided in Sections A-G. Section H also provides for additional attached sheets. The additional sheets fall outside of the SF330 guidelines and may be formatted/edited in MS Word within the Times New Roman 12 pt. font and 1-inch margin guidelines.

26. Question: In past SF330 submittals to NASA for similar solicitations, our firm has used formatting/style to convey our information in a concise format—instead of the plain text offered by the form—to make evaluation easier for the reviewers. We would like the option to submit the SF330 as we have in the past.
Answer: Please see response to question 25.
27. Question: Given the date of Q&A response (one week prior to submission deadline) and the fact that the original solicitation did not specifically limit the A/E firms to using only the SF330-fillable PDF forms when preparing their submittal, we ask NASA to re-consider allowing firms to use Word-based SF330s for their qualifications. Word-based SF330s that follow the same structure as the PDF template have been accepted by NASA in the past, are routinely accepted by other federal agencies, and continue to be the industry standard. We note the SF330 fillable PDF will not support tables, graphics, and photographs, and the rigid nature of the form prevents responders from conveying critical A/E capabilities within the current page limit.
