Synopsis NNK17615783R Amendment 01
Continuation of Number 14:
The following are the questions and the Government answers (1 through 24):
1. Question: Please confirm that it is acceptable to convert the SF330 template into Microsoft Word format for ease of use while preparing our proposal, as long as the final document included with the electronic submittal (on CD) is in searchable PDF format.
Answer: A fillable version of the SF330 (Rev. 8/2016) may be downloaded from the GSA Forms Library at: https://www.gsa.gov/portal/forms/download/116486. The form natively uses Arial font with 10-point type and the font/type should not be changed. Converting the SF330 into Word format is not acceptable.
2. Question: Is it acceptable to add minor formatting/styles (colors, tables, photos, etc.) to the SF330 template, as long as the basic structure, content, and layout of the SF330 remain consistent with the original SF330 PDF template, and we are compliant with all formatting requirements (1-inch margins, 12-pt font, etc.)?
Answer: No. See answer to question 1.
3. Question: We would like to know if this request is the result of the Sources Sought that we submitted in March of last year, NNK l 6KMG001, or whether NASA is going to release another similar RFP that is a small business set-aide?
Answer: The requirements contemplated under this acquisition were previously described in Sources Sought Synopsis NNK16KMG001, Professional Environmental Remediation Services, posted on February 25, 2016. After evaluating information received in response to the Sources Sought, NASA/KSC determined the acquisition would be procured on a full and open basis.
The NAICS Code was changed from 562910 (Remediation Services) to 541620 (Environmental Consulting services) to more accurately reflect the majority of the scope of work being procured, which are actions requiring an Architect-Engineering firm’s services.
NASA/KSC will not be releasing a small business set-aside acquisition for Architect- Engineering Professional Environmental Remediation Services.
4. Question: Who are the current contract holders (incumbents) for the subject request from NASA (Environmental Remediation Services NNK l 7615783R)?
Answer: The incumbents are:

5. Question: The NASA Acquisition forecast https://www.hq.nasa.gov/office/procurement/forecast/ lists the following upcoming procurements. The solicitation's NAICS code is listed as 562910. Is this the current solicitation NNKl7615783R If so, was the solicitation issued with the incorrect NAICS code?
Answer: See answer to question 3.
6. Question: A Sources Sought request was issued in February 2016 (NNK16KMG001) for the same services and value of the subject solicitation. That sources sought was issued under NAICS code 562910, Environmental Remediation Services which has a Small Business size threshold of 750 employees. This RFP was issued with a different NACIS Code 541620, Environmental Consulting Services, with a small business size threshold of $15M average annual revenue. Can the Government please confirm whether this RFP is a result of that sources sought request?
Answer: See answer to question 3.
7. Question: As a Small Business, who had been intending to submit a proposal as a prime contractor, based on the information in the sources sought, we respectfully request confirmation that the RFP was intentionally changed from a Small Business Set Aside under NAICS 562910 (750 employees) to a full and open unrestricted RFP with a different NAICS Code 541620, Environmental Consulting Services.
Answer: See answer to question 3.
8. Question: The subject solicitation, which requires remedial action and operations and maintenance as part of its scope of work has been issued under NAICS code 541620, Environmental Consulting Services. The previous contract issued under the same title as the subject solicitation - A and E Professional Environmental Remediation Services to Investigate Design and Implement Remedial Actions at Kennedy Space Center and Cape Canaveral Air Force Station Florida (February 2011) - was issued under NAICS code 562910, Environmental Remediation Services. Can the Government please provide clarification on the change in NAICS code as it impacts the Small Business size standard?
Answer: See answer to question 3.
9. Question: Is there an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
Answer: See answer to question 4.
10. Question: Section VII. SUBMISSION PAGE LIMITATIONS states sheets formatted by the A-E firm shall be Times New Roman at 12-point font and with one-inch margins. To our understanding the entire submittal is the SF 330 format which is exempt from these specifications. So it seems the only other document this could be referring to is the cover or transmittal letter, correct?
Answer: Section H permits the addition of additional pages. Any pages formatted by the A-E firm must use Times New Roman font, 12-point type, and one-inch margins.
11. Question: A lot of our work is subject to confidentiality. What happens if one (or more) of the projects we submit, our contact is not able to fill out a past performance questionnaire (PPQ) for us because they are not allowed to? Will that project be disregarded?
Answer: The Government's assessment of past performance is not limited to projects with PPQs. See Synopsis Section IV, Selection Criteria.
12. Question: Is it okay to include other project work in section H. ADDITIONAL
INFORMATION?
Answer: No. A-E firms are limited to no more than 10 projects. See Synopsis Section IV, Selection Criteria. Per the SF330 instructions, “Complete one Section F for each project.”
13. Question: The synopsis states, "A page is defined as one side of an 8'' x 11" sheet of paper, with at least a one-inch margin on all sides, using Times New Roman font with a type-size no smaller than 12-point font. The one-inch margin and 12-point font limits are applicable to pages formatted by the A-E firm. The SF 330 form has its own instructions and is exempt from the margin and character size limits." Please confirm that the 12-point font restriction is only applicable to pages produced outside the SF330 form.

14. Question: Please confirm that text entered within the SF330 is not restricted to 12 point.
Answer: See answer to question 1.
15. Question: We respectfully request that Part II of the SF330 be excluded from the page count. Part IIs are required for each office proposed and including Part IIs in the page count could severely limit the number of pages available to present important proposal information.
Answer: Per Synopsis Section VII, Submission Page Limitations, the A-E firm’s submission, including the SF330 Parts I and II, shall not exceed 50 pages.
16. Question: The synopsis states, "If a completed Contractor Performance Assessment Reporting System (CPARS)/Architect-Engineer Contract Administration Support System (ACASS) evaluation is available for a project identified in Section F of the SF 330, it shall be submitted along with the completed SF 330 package." Please confirm that a "completed" CPARS evaluation is a "final" not an "interim" CPARS evaluation.
Answer: The “completed” CPARS evaluation is the most recent evaluation in the system and can be an interim or final evaluation.
17. Question: Would the Government consider removing Part II of the SF330 from the 50 page limitation? As you know there are several firms that have staff from multiple offices that will be providing key technical support and providing Part Ifs for each staff office could put those firms at a disadvantage by limiting the number of pages of qualifications they could present.
Answer: See answer to question 15.
18. Question: As indicated in Section VII, second paragraph, "The SF330 form has its own instructions and is exempt from the margin and character size limits". Our review indicates that the most current SF330 instructions do not specify font size or other formatting requirements - would the government consider:
Accepting a smaller than 12 pt. Times New Roman Font for Graphics and Tables that are presented on the SF330 forms?
Accepting a smaller than 12 pt. Times New Roman Font for Sections E, F and H that are submitted on the SF330 forms?
Answer: See answer to question 1.
19. Question: Under professional qualifications: Can you clarify if responders are required to include one for each engineering discipline listed (Civil, Chemical, Environmental, and Geotechnical Engineer) or is just a minimum of one discipline of our choice that is registered in FL?
Answer: Per the synopsis, firms must include at least one engineer registered in the state of Florida (specifically from the Civil, Chemical, Environmental, or Geotechnical disciplines) and at least one Professional Geologist registered in the state of Florida. Other professionals may be registered anywhere in the U.S.
20. Question: SF330 Section F - Projects: Can we include multiple delivery orders / task orders completed under a larger contract as one project?
Answer: Per the synopsis, a task order on an IDIQ contract, an order off a basic agreement, an order off a basic ordering agreement, and non-general engineering contracts are considered
"projects." General engineering contracts, IDIQ contracts, basic agreements, and basic ordering agreements are not considered “projects."
21. Question: SF330 Section F - Projects: Can a site be listed as a confidential client if they are willing to complete the PPQ?
Answer: Yes
22. Question: Please clarify if we can re-use a PPQ that was recently completed for projects in Section F or if we are required to obtain a new PPQ for each project in Section F.
Answer: PPQs are to be specific to this Synopsis, will not be accepted directly from the A-E firm, and may not be recycled from a different acquisition. See Attachment 1 to the Synopsis for the required PPQ.
23. Question: If a PPQ is not attainable, would a current or final ACASS, CCASS or CPARS in lieu be considered to meet the selection requirements?
Answer: Per Synopsis Section V, Past Performance Questionnaires, firms shall provide PPQs to each past performance customer contact identified in Section F of the SF 330. See also answer to question 11.
24. Question: The solicitation states under IV. Selection Criteria, Evaluation Factor 2, that "Basis for evaluation will be the information provided in Section E of the SF 330" and "Firms must use at least one analytical laboratory having a state of Florida-approved Quality Assurance Project Plan and all drillers shall be licensed in the state of Florida". If information for laboratory and drillers are provided in Section H will that information be included in the evaluation of Factor 2? If the information for the laboratory and drillers must be provided in Section E, what is the required format to demonstrate acceptable qualifications for a laboratory with an approved Quality Assurance Project Plan and a licensed driller in the state of Florida?
Answer: Information regarding analytical laboratory and drillers shall be included in Section H and will be included as part of the evaluation for Factor 2. The government has no required format to demonstrate acceptable laboratory qualifications or for licensed drillers. See also, answers to questions 1 and 10.
