(including federal, state, local government, and private projects) as outlined in Section M.1 (b)(1). At least two (2) of the contracts/projects must have been performed by the prime contractor. Reference solicitation page 72, Section M.1, part (1) Technical
Experience Factor, paragraph (ii) which states, “At least two (2) of the contracts/projects listed in the
Technical Experience Summary must have been self-performed by the prime contractor and valued at or over $500,00.
Typically utility contractors will perfom utility work under contract to a General Contractor.
In order to provide the best possible proposal to NASA, we intend on developing a team with a qualified utility subcontractor that has self-performed the required tasks in water and wastewater improvements in the last five years. As General Contractor we will lead the team, providing the necessary construction project management, bonding, etc. that the utility contractor may not possess. Please confirm that our approach which utilizes our utility subcontractors past performance in the submission of our proposal will be acceptable to
NASA?
To be technically acceptable, the offeror must have performed as the prime contractor for the two projects valued at $500,000 or more. The experience of the offerors subcontractors will be evaluated as part of the offerors past performance per section M.1(b)(2) of the solicitation.

9 Volume 1, Sheet V-3, Note 36 " contractor is to provide temporary water during replacement.
How is this to be accomplished and what are the specific requirement? The intent of the design is to maintain potable water service to those affected by the pipeline replacement. The Contractor is to develop the means and methods to accomplish this while taking into account scheduling, sequence of construction, and coordination with NASA.
10 Volume 1, Sheet C-1 & C-20, Connection 1 This detail shows a tie-in with a 12" sleeve. There is no nearby isolation valve in the 12" line heading West. How is the tie-in to occur with a live line? In addition, how far is the nearest valve on the 12" line going West so that we may determine how much water must be pumped out of the line, if necessary?
Based on the previous phase addition there is a valve on the 12 inch line to the west approximately 80 feet.
11 Volume 2 Please clarify if there are any paint requirements for the 155 gallon storage tank and the fuel tank? If so, can sizing information be provided for estimating purposes.
The 155 gallon storage tanks are high-density cross-linked polyethylene and do not require painting. For diesel fuel tanks, see section 26 32 13.00 20
12 Volume 2-Sheet A-9, Note A states " Exposed painted metal deck." Sheet A-10, Room Finished
Schedule states that all ceilings to have EPX-1.
EPX-1 calls out "Exposed (No finish coating)."
Please clarify if the exposed ceiling deck/trusses are to be painted. If so, would the specification referenced MPI# 79 primer and dryfall topcoats be acceptable? If not, please clarify which of the metal coating systems should be used.
Refer to specification 05 30 00 part 2.1.2.
13 Volume 2- Sheet A-6 Note M states to have a clear water repellant at interior walls. Spec Section 9900, 2.2, Interior Products, calls for an acrylic latex. Spec Section 9900, 3.4.4, Interior Surfaces, calls for an epoxy coating for masonry. Spec Section 9900, 3.7.2, Interior Paint Schedule only references metal. Please clarify the coating system to be used for interior masonry walls. If water repellant, please provide a specification for the product to be used.

14 Volume 2 -A-10 Louver Schedule
Volume 2 -A-8 Section Cut at Trans-
Panels/Louvers Volume 2- A-4
Building Elevations with reference elevations above grade
Volume 2- A-11 West Elevation Louvers Details
Volume 2 - A-12 East Elevation Louver Details
Louver Type "A" on sheet A-10 Louver Schedule height should be 4'-0" not 6'-2" ( See A-8, A-4)? Louver Details noted as WEST Elevation details on sheet A-11 should be marked EAST Elevation Details?
Louver Details noted as EAST Elevation details on sheet A-12 should be marked WEST
Elevation Details?
The rough opening height for Mark A in the Louver Schedule should be 4’-0” nominal.
15 Volume 2 -S1 Design criteria Basic Wind Speed of 150mph per ASCE 7-10 is an ULTIMATE wind speed Volume
2-S-3 Components and Cladding Wind Pressure values shown are not delineated as ULT or ASD.
Our analysis indicates they are ULT pressures and per ASCE7 should be multiplied by a factor of .6 to arrive at a WORKING DESIGN PRESSURE or ASD. Are the wind pressure shown in the components and cladding chart ULT or ASD and accordingly if ULT can we use the ASCE7 factor of.6 to arrive at a WORKING DESIGN LOAD?
The wind pressures are the W in ASCE 7-10 load combinations, and shall be factored by 0.6 as applicable in allowable stress design combinations.
16 Volume 2- Sheet D-1, General Demolition Note
14 refers to a 4' high construction barrier at the site. Sheet C-1, Note
E refers to a temporary 8' chain link fence as needed.
Please clarify this apparent discrepancy. These two notes refer to different areas. One refers the demolition area surrounding the existing W-1 pump station and the second note first the area surrounding the new pump station location.

17 Volume 2- Sheet A-1, Note 12 states " Contractor shall "design" perform and complete the work…….
What design efforts is the contractor required to perform? The contract requires the Contractor to perform any individual and specific design which may be required to complete this work and provide a full and working system. These may include but are not limited to structural, mechanical or other systems as may be required based upon materials and equipment provided.
18 Volume 3- Sheet V-2, Note 25 states that no work is to be performed until the FDEP permits are issued.
Relative to the construction schedule for this project, what is the status of the FDEP permits and the approval?
The FDEP permits will be applied for at the time of award. Staged scheduling, as indicated in the scheduling section for KARS Park I, takes this time into account.
19 Volume 3- Sheets EN-1, General Note 1 states that "dewatering shall be containerized and sampled through the PWQ/TRP process to determine if it can be discharged to grade or if it requires treatment before being discharged.
For bidding purposes, there is no way to know what levels of contamination might exist in the groundwater or what type of treatment might be necessary. Are we to assume that any contaminated groundwater will be treated as a differing site condition to the contract?
In areas of known contamination (see drawings), the Contractor shall submit a dewatering plan 14 days prior that provides depth & method of dewatering, discharge location, and gallons-per-minute to be discharged. If directed by NASA Remediation project manager to containerize dewatering effluent, NASA will sample and determine how to discharge, treat, or dispose of. If water is determined to be non-hazardous, contractor can discharge to grade using approved methods
(discharge to upland location to allow percolation). If determined to be hazardous NASA will either treat or dispose of hazardous material.
Treatment, if required, is to be considered as a differing site condition to the contract.
20 Volume 1, Sheet V-3. Notes 8 and 37 reference underground utility conflicts. Specifically, Note
37 states "Additional utility conflicts may not be indicated on the drawings. Contractor is responsible for maintaining separation requirements at no additional cost to the
Government."
This note is in direct conflict with FAR and the differing site condition clause. It is impossible for any bidding contractor to estimate and price something that cannot be quantified, viewed, or confirmed within the boundaries of the bidding process. Please clarify the intent of this note and provide clear instructions as to how this note is to be priced within the proposal.
The Contractor is responsible for maintaining separation requirements of utilities. Every attempt has been made to identify the existing utilities which may conflict with the new construction. Should conflicts arise it is anticipated that any deviations, or changes in alignment in order to maintain separation would be minor and not financially burdensome. Should an unforeseen condition cause an extraordinary expense beyond the scope of this contract, the Contractor shall give written notice and be addressed in accordance with the terms of the contract.
21 The Davis Bacon wage rates provided for this solicitation indicates a wage of $24.80/hour for
"pipelayer" and $50.38/hour for an industrial
"pipefitter."
We are aware of Section H- Special Clauses, Paragraph H.7, Special Enclave, but we understand that on previous contracts of this type at KSC that there has been a number of disputes, claims, and legal action taken over the issue of underground utilities being installed under the "pipelayer" classification versus "pipefitter." Can information be provided as to how this determination has applied on pervious contracts so that, along with information from DOL, the labor cost of this project can be properly estimated without the future potential of a labor dispute?
No, additional information cannot be provided by KSC. It is the contractors obligation to discuss the appropriate wage determinations with the DOL and local Union representatives. Please also refer to

30 Drawings – Volume 1 Water Mains – Sheet 3
General Notes
General notes #33 and #46 indicate contractor is required to calculate and provide CO volume of soil displaced within SWMU & contractor is required to coordinate disposal of contaminated media with NASA. Do these references indicate NASA will remove and dispose of contaminated media at no cost to the contractor prior to conducting work in each
SWMU?
Soil within a SWMU is preferred to be left onsite within the project boundary whenever possible. If this is not possible, following the
PWQ/TRP process, NASA would dispose of contaminated media, if required.
