During construction will NASA allow one bascule leaf to remain fixed in a closed position continuously for the duration of repairs to the specific leaf until repairs are complete, unable to open? With the same process to the opposite leaf once the first leaf becomes operable.

Contractor shall comply with USCG 33 CFR 117. The coast guard provided the following additional information: The bridge can remain on single-leaf operations for the length of the repair project as long as the contractor provide for double-leaf openings on an advance notice, such as a two hour notice for a double-leaf opening.

For purposes of bid, allow for a minimum 2 hour notice.

During construction will NASA allow approx. 1/2 of the haulover river to be blocked with a work barge underneath the closed portion of the specific leaf being repaired until complete? With the same process to the opposite leaf once the first leaf is complete.

Yes, see PPI #3 - #10 for further clarification.

What is the maximum size of barge (length, width and depth) that will be permitted for work on the bridge?

Contractor shall comply with USCG 33 CFR 117. The coast guard provided the following additional information: Since the contractor is planning on placing the barge under the down span allowing only single-leaf operations then the barge should be no wider than 35 to 40 ft. as one leaf in the down position from the fender is 45 feet.

Will the contractor be required to coordinate with the Government and Coast Guard on a daily basis while field work is underway? If so, please provide contact information.

Please see Amendment 0004.

Shall the contractor provide temporary contact phone to the Government for real time waterway traffic coordination?

Yes

What is the longest period of time permitted to close the waterway to barge and boat traffic?

Approval and coordination with the coast guard is required. Contractor shall comply with USCG 33

CFR 117. The coast guard provided the following additional information: The longest period of time permitted to close the waterway to barge and boat traffic is 4 hours, except if the contractor is planning night work. The coast guard may consider allowing longer closure periods during nighttime work as there is very little vessel traffic through this area at night.

7 What is the longest period of time permitted to keep one bridge leaf closed?

Contractor shall comply with USCG 33 CFR 117. The coast guard provided the following information: The bridge can remain on single-leaf operations for the length of the repair project as long as they provide for double-leaf openings on an advance notice, such as a two hour notice for a double-leaf opening.

For purposes of bid, allow for a minimum 2 hour notice.

Will extended work hours beyond daylight be permitted if contractor provides temporary lighting and complies with Safety requirements for night operations?

Yes. Please see Amendment 0004

During work hours, what is the time limit required to clear the channel in the event of a waterway user request?

Contractor shall comply with USCG 33 CFR 117. The coast guard provided the following additional information: One leaf openings should be available at all times, the Coast Guard may allow up to a 2 to 4 hour advance notice for a double-leaf opening depending on the needs of the contractor.

For purposes of bid, allow for a minimum 2 hour notice.

Need specific definition of work window coordination with maintenance of traffic so that contractors can estimate impacts of waterway operations and associated outages.

Contractor shall comply with USCG 33 CFR 117. The coast guard provided the following additional information: It is recommended that the contractor does not work on weekends or Federal holidays as there is an increase in recreational traffic during these time periods which will interfere with both the contractor and vessel traffic.
