SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

NASA OPEN INNOVATION SUPPORT SERVICES:

INTERNAL COLLABORATION

PURPOSE

This Statement of Work (SOW) defines requirements for an Internal Collaboration support service.

Internal Collaboration: NASA requires the Internal Collaboration support platform to provide the capability for NASA employees to collaborate within and across the NASA organization. The Internal Collaboration support service provider will be an intermediary between the NASA challenge owner and the NASA solver community. Specifically, NASA is searching for an approach and methodology to promote internal collaboration and the identification of solutions to internal challenges.

Internal Collaboration Support Platform Requirements:

The Internal Collaboration support service provider shall supply full lifecycle support to NASA for an indefinite delivery and indefinite quantity (IDIQ) contract. The support services required under the IDIQ contract include: assistance with platform program management and organizational planning meetings, training, challenge drafting, execution and administration of posted challenges, and adherence with Information Technology (IT) security requirements.

The requirements for the Internal Collaboration Support Platform shall be as follows:

(1) Support Services: The contractor shall provide support services to NASA throughout the life of the contract. These services shall include:

(a) A point of contact from the contractor who shall be responsible for challenge updates to the NASA Project Coordinator/equivalent and/or individual NASA Center point(s) of contact.

(b) A software-as-a-service solution and the infrastructure to assist with management of the platform for NASA

(2) Organization Planning: The contractor, in collaboration with the NASA Project

Coordinator/equivalent and/or individual NASA Center point(s) of contact, will determine:

(a) Timeline for training of NASA participants consistent with initiation of the platform.

(b) An appropriate award and recognition system for solvers and contributors. This award and recognition system may be specific to each NASA Center.

(3) Training: The contractor shall provide a training program for selected NASA participants in all aspects of the Internal Collaboration Support Platform. These training sessions could include participants from all 10 NASA Centers and be located at any/all of the 10 NASA centers.

(4) Administration/Posting of Challenges: The selected challenges will have been chosen and assigned to the contractor’s Program Manager by the NASA project Coordinator / equivalent. This requirement will be as follows:

(a) The contractor shall assist with drafting challenge statements in coordination with the NASA’s Project Coordinator/equivalent and Center point(s) of contact.

(b) The contractor shall post the challenge and give notice to the NASA Contracting

Officer’s Representative (COR), Contracting Officer, and Project Coordinator of the posting status as “live” on the contractor’s electronic tool.

(c) Upon expiration of the standard contractor posting period, the contractor’s platform shall facilitate challenge closure and support the award evaluation process in coordination with the NASA’s Project Coordinator/equivalent and Center point(s) of contact).

(d) At the end of the evaluation period the contractor shall provide a means for NASA to provide feedback of acceptance or rejection to each solver regarding their solution submission.

(e) The contractor shall support regular requests for challenge-specific data downloads to assist the Project Coordinator/equivalent and Center point(s)of contact with usage assessments.

(f) The contractor shall provide a process for software changes and bug fixes that allow for timely government input and review of those changes and fixes. As part of this the contractor shall have a process for accepting and providing improved features such as gamification, active user profiles, and a robust metric and reporting capability.

(5) IT Requirements:

(a) The contractor shall protect the confidentiality, integrity, and availability of NASA

Electronic Information and IT resources. The contractor shall protect NASA Electronic Information from unauthorized disclosure equivalent to that required for a Federal Information Processing Standards (FIPS) 199 low determination and SP 800-53.

(b) The Contractor’s software-as-a-service platform shall have an authentication model capable of integrating with the NASA e-authentication system.

(c) The Contractor shall ensure that their service/product conforms to the Section 508 technical standards using the Voluntary Product Accessibility Template (VPAT) (Specifically, Section 1194.22 Web-based Internet Information and Applications) available at this web site:
