About this file

This document is a Frequently Asked Questions (FAQ) for NASA's Sustainable Land Imaging (SLI) Mission Alternatives Assessment Team (MAAT) Request for Information (RFI), Notice ID: NNH25ZDA013L, dated August 26, 2025. The RFI seeks responses exclusively from U.S. entities, including industry, universities, non-profit organizations, NASA centers, and other U.S. government agencies, with international team members permitted only as part of U.S.-led science teams. Respondents can submit multiple 5-page concept submissions through email, with the response deadline set for August 29, 2025, at 11:59 PM EDT.

Key details include specific guidance on submission requirements, such as file formatting (preferring MS Word or PowerPoint before converting to PDF), eligibility criteria (entities must be organized under U.S. laws and more than 50% owned by U.S. nationals), and technical considerations related to the Landsat Next Instrument Suite (LandIS). NASA emphasizes that respondents should focus on concepts meeting the on-orbit radiometric performance of Landsat-9 in reflective bands, with specific signal-to-noise ratio (SNR) expectations. The agency will not schedule individual meetings with potential respondents before the submission deadline and directs interested parties to the full RFI details on SAM.gov.

August 26, 2025

1) Where can I find the correct RFI notice and the document outlining the requirements?

Answer 1:

a. Goto this website page:

https://sam.gov/workspace/contract/opp/0f3e474a2278459da4dccacc64e4fc50/vi ew

b. Click on “Full Text of the RFI.pdf” and download the file. Please note the screen shot below is not clickable.

2) Where do we find detailed information regarding the LandIS instruments (payloads) currently being developed by Raytheon; including Size, Weight, and Power (SWAP) specifications and Interface Control Documents (ICDs)?

Answer 2:

In the SLI MAAT RFI: SAM.gov; see the “Full Text of the RFI.pdf”, page 2, section 3, number

2. There is a URL link to the “Landsat Next Instrument Suite (LandIS) eLibrary”:

https://sam.gov/workspace/contract/opp/2092a76204944d2d9bdab6cb49e8ca11/view

3) What format should the respondent use for the 5-page response PDF?

Answer 3:

The format for the response is the respondent’s preference. For example, MS Word, MS PowerPoint, etc. are acceptable before creating the PDF for submission.

4) Can our company submit more than one concept/response?

Answer 4:

Yes, respondents can submit multiple submissions, and each concept has a 5-page limit per RFI. References and the cover page do not count toward the 5-page limit. Please be sure your file names are different from each other.

5) Can each concept submission be a separate 5-page limit PDF?

Answer 5:

Yes, respondents can submit multiple submissions, and each concept has a 5-page limit per RFI. References and the cover page do not count toward the 5-page limit.

6) When is the response deadline for the RFI?

Answer 6:

The response date for this RFI is August 29, 2025 11:59 PM EDT. We will not be accepting any submissions after this time.

7) Could you provide a copy of the SLI MAAT industry Event slide deck that was presented on August 4, 2025?

Answer 7:

Unfortunately, we will not be providing this slide deck. The SLI MAAT RFI has the most up-to-date information here: SAM.gov.

8) Regarding the SLI MAAT Industry Event notice NNH25ZDA012L on sam.gov, our company is seeking clarification on whether the notice indicates that interested companies can still submit information as NASA seeks "capabilities that meet or substantially contribute to the minimum observational capabilities of the existing Landsat-9 mission" as outlined in Attachment A of the Industry Event notice?

Answer 8:

NASA will not be collecting any further information for the SLI MAAT Industry Event special notice NNH25ZDA012L on sam.gov. However, SLI MAAT Industry Event was used to prepare for this RFI. NASA has issued the “Sustainable Land Imaging (SLI) Mission Alternatives Assessment Team (MAAT): Request for Information (RFI)” Notice ID: NNH25ZDA013L here:

SAM.gov. The response date for this RFI is August 29, 2025 11:59 PM EDT. Please use the requirements as outlined in the “Full Text of the RFI.pdf” on this RFI page.

9) My company is based in Europe, but we have an office in the United States, are we eligible to respond to this RFI?

Answer 9:

As stated in the first paragraph of the RFI: “Responses are sought from only United States persons; e.g., only U.S. industry, universities, non-profit organizations, NASA centers, other U.S. government agencies, and individual researchers may respond to this RFI by submitting through email following the instructions provided. International team members, i.e., entities or individuals outside the U.S., only are permitted as part of RFI responses from U.S.-led science teams.” To be eligible for consideration under this RFI, an entity must be organized under the laws of the United States or of a State and be more than 50 percent owned by United States nationals.

10) What is considered a U.S. entity for the purpose of this RFI?

Answer 10:

To be eligible for consideration under this RFI, an entity must be organized under the laws of the United States or of a State and be more than 50 percent owned by United States nationals.

11) Could our company schedule a meeting to discuss our concept and technology related to this RFI?

Answer 11:

We will not be scheduling any meeting with potential respondents to the RFI before the submission deadline. As of the date of this FAQ document, NASA does not have plans to schedule one-on-one meetings with any respondents.

12) Our company has a product that would be useful to Landsat and this RFI. We will be in the Washington, D.C. area and would like to schedule a meeting to discuss this RFI opportunity?

We will not be scheduling any meeting with potential respondents to the RFI before the submission deadline. As of the date of this FAQ document, NASA does not have plans to schedule one-on-one meetings with any respondents.

14) Could you clarify whether the desired signal-to-noise ratios (SNR) for this RFI is expected to be met at ‘typical’ radiances?

Answer 14:

Yes, the published SNRs correspond to the typical radiances shown.

15) There is also the ‘Saturation Radiance,’ does this correspond to the desired SNR?

Answer 15:

No, that is the radiance the system is expected to measure accurately before it becomes saturated. Note that the RFI requests concepts that meet on-orbit radiometric performance of Landsat-9 in the reflective bands.
