About this file
This document is a Notice of Interest to Participate (NOIP) for NASA's Sustainable Land Imaging (SLI) Mission Alternatives Analysis Team (MAAT) Industry Event. NASA is seeking industry solutions to continue the Landsat satellite program's legacy of global land surface imaging, with a focus on developing a more affordable mission architecture. The event will be held on August 4th, 2025, at NASA Headquarters in Washington, DC, with follow-up one-on-one meetings on August 5-6th. Interested organizations must submit a Notice of Interest to Participate by July 31st, 2025.
NASA anticipates funding of $70-130.2 million annually from FY26-FY30 for this initiative, with the goal of having a solution available by 2031 that can operate continuously for at least 5 years. The mission requirements will be based on Landsat 9's performance and are detailed in an attachment on SAM.gov. Participants are restricted by SEC. 526 of the Consolidated Appropriations Act, which prohibits bilateral relationships with China. The primary point of contact is Michael Calaway, with secondary contacts Ben Kim and Nima Pahlevan, all from NASA's Earth Science Division, Science Mission Directorate.

Short Email Title: Register by July 31 for a Sustainable Land Imaging Industry Event on Aug 4, 2025
NASA Sustainable Land Imaging (SLI) Mission Alternatives Analysis Team
(MAAT)
Industry Event -- August 4th, 2025
NASA Headquarters, Webb Auditorium, Washington, DC
Notice Number: NNH25ZDA012L Advance Notice of Interest to Participate (NOIP) Required: July 31, 2025 11:59 PM Eastern Time Event Information, NOIP, and Registration Website: https://www.eventbrite.com/e/industry-event-for-sustainable-land-imaging-of-earths-surface-tickets-1489648521829 Event Questions and Correspondence Email: HQ-ESD-SLI-EVENT2025@mail.nasa.gov
NASA’s Science Mission Directorate (SMD) is seeking information from potential sources to supply capabilities that meet or substantially contribute to the minimum observational capabilities of the existing Landsat-9 mission. Landsat satellites have continuously acquired multispectral images of the global land surface since the launch of Landsat 1 in 1972. The Landsat data archive constitutes the longest continuous moderate-resolution record of the global land surface as viewed from space. The Sustainable Land Imaging (SLI) mission objective is to continue the ability to detect and quantitatively characterize changes on the global land surface, and the aim of the ensuing Landsat project is to continue this legacy.
The NASA FY26 Budget Tech Supplement calls for restructuring the Landsat Next mission to support a more affordable architecture while achieving continuity of the current Landsat program performance on pages SCMD-4, SCMD-5, ES-7, ES-26/27. As such, NASA is engaging industry to leverage capabilities and best practices to assess alternative architectures and implementation approaches that could substantially reduce cost to meet the goals of the Administration.
NASA’s Science Mission Directorate (SMD) has stood up the Mission Alternatives Assessment Team (MAAT) as an independent body to provide analyses and findings to NASA on options to be responsive to the President’s Budget Request for the Fiscal Year 2026.
Over the next five years, NASA anticipates having the following resources to apply to achieving continuity for the Landsat observations:
Table 1: Anticipated Resources
Year FY26 FY27 FY28 FY29 FY30 FY31+ Funding ($M) 70 89 110.1 129.7 130.2 Sustained funding anticipated at a TBD level in these years.
The SLI mission requirements will be based on Landsat 9 on-orbit performance and provided in Attachment A: Sustainable Land Imaging (SLI) Mission Objectives and Requirements. This https://www.eventbrite.com/e/industry-event-for-sustainable-land-imaging-of-earths-surface-tickets-1489648521829 https://www.eventbrite.com/e/industry-event-for-sustainable-land-imaging-of-earths-surface-tickets-1489648521829 mailto:HQ-ESD-SLI-EVENT2025@mail.nasa.gov https://www.nasa.gov/wp-content/uploads/2025/05/fy-2026-budget-technical-supplement-002.pdf market research is to solicit vendors having the capabilities necessary to meet or exceed some or all stated requirements as documented in Attachment A.
In addition to meeting the requirements of Attachment A, the solution should target being available no later than 2031 and able to operate continuously for a minimum of 5 years.
NOTE: Attachment A may be found on SAM.gov by searching on the number:
“NNH25ZDA012L”. NASA is seeking solutions that can meet these requirements cost-effectively and aligned with the anticipated resources noted above in Table 1.
NASA is holding a SLI MAAT Industry Event at NASA Headquarters Webb Auditorium, Washington D.C. on August 4th, 2025, to engage with interested organizations. One-on-one conference room meetings with invited industry participants will be scheduled on August 5th through August 6th, 2025. These one-on-one meetings are intended for open discussions to further explain the problem, constraints, and discuss capabilities as well as an opportunity to provide feedback on the Government’s preliminary requirements and the planned acquisition approach. This email does not constitute a commitment, implied or otherwise, that NASA will take action in this matter.
Industry providers, technology and product developers, service providers, or other interested organizations are invited to apply to showcase their interest as well as Flight Element architectures and implementation approaches. Notices of interest to participate (NOIP) should be submitted by Thursday July 31st, 2025, at Registration Page. NOTE: The Eventbrite registration calls the NOIP a “ticket”. Tickets to participate, in-person, virtually, or both, are limited, issued on a first-to-register basis, and may “sell out”. Issued tickets are subject to cancellation without notice.
It is not NASA's intent to disclose publicly participant’s proprietary information obtained in response to this event. Mark all appropriate documentation accordingly as "Proprietary or Confidential". NASA intends to comply with Freedom of Information Act (FOIA) and other laws and regulations.
All invitations and participation are subject to the restrictions placed on NASA by SEC. 526 of the ‘‘Consolidated Appropriations Act, 2022’’ that prohibits bilateral relationships with China. Find details of the restriction on NASA at:
