this RFP are satisfied (i.e. SOW element versus Offeror's proposal page numbers)." Please clarify whether the Government expects all PWS elements to be discussed in the Mission Suitability volume or only those corresponding with Section L and M instructions.
Government Response:
The offeror shall include a matrix showing where in their proposal the technical requirements outlined in Section L.12 of the RFP are satisfied.
The Government response to Question 7, which makes no mention of a requirement for the compliance matrix to address all SOW/PWS paragraphs, combined with the Amendment 4 removal of the paragraph to structure our Mission Suitability response in accordance with the WBS, leads us to conclude that the Government intends that RFP Section L.14 be the guideline for the structure and content of the Mission Suitability volume response.
However, Amendment 4 did not change the requirement in RFP Section L.11(a)(5) to align with this new direction. Thus, the RFP instruction to provide a matrix showing where the technical requirements of the SOW (i.e. 2.0 to 50.0) remains an official requirement that offerors still must address or risk being non-compliant.
Because this issue presents a such a significant change in the required structure and content of Volume II Mission Suitability, would the Government clarify their intentions by either officially removing this requirement from RFP Section 11(a)(5)? Alternatively, if the
