SIMPLIFIED ACQUISITION
BRAND NAME JUSTIFICATION FAR 13.106-1(b)
($3k to $150K)
Purchase Request (PR): 4200-58-9187
NASA requires a 1 each Traffic Alert Collision Avoidance System (TCAS) Transmitter for the DC-8 aircraft. This TCAS is used for situational awareness of impending traffic conflicts with the DC-8 aircraft while inflight. The plane will not be eligible for FAA airworthiness until TCAS part number 822-1294-032 is installed. Market research indicates that there are no substitutes for part number 822-1294-032. Moreover this part number is an integrated part of the Rockwell Collins TCAS-4000 System already installed on the plane.
Other companies’ similar products, or products lack the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
As the Contracting Officer, I have determined that purchasing TCAS Transmitter brand name item is justifiable under FAR 13.106-1(b).
