1) what is the due date for the response? (The RFP list 7/29 as the cutoff date for questions and the due date of the RFP);
a. Solicitation has been amended to reflect 7/29 cutoff date for questions and
8/15 deadline for quote.
2) is this a small biz set aside or an 8a set aside?
a. Solicitation has been amended to reflect total small business set-aside.
3) please provide square footage of each structure;
a. See Attachment 5.
4) will there be an opportunity to visit the site to prepare our estimates?
a. No there will not.
5) will the structures be occupied during the survey time?
a. Yes.
6) is there a time window (ie after hours only) to conduct the work?
a. During normal duty hours.
7) can we obtain the historical data during the bid phase as it will greatly assist in bid preparation?
a. No.
8) Is it a small business set-aside or just for 8(a)s?
a. See Question 2.
9) If buildings that are being inspected as part of this project were previously inspected, would the prior inspections be available to the current vendor in order to keep the cost of these inspection as low as possible?
a. No.
10) The area I am requesting assistance with is what you are requiring from us in a submittal to determine our understanding of the SOW, how to format the proposed cost in a way that reflects the needs of the project and further information on data. I understand that there is sampling information that is available that will require on site confirmation to determine the relevance to the current site conditions prior to utilization as accurate documentation. There is information lacking to properly provide a quote that can be compared in a streamlined manner with other submittals. Are you looking for a per sample, per hour, per report (time and materials) quote, an estimate per building a total project estimate?
a. RFQ stipulates single quote for project.
11) The SOW for the subject has a list of buildings to be surveyed for asbestos and lead. The information provided is insufficient to provide a competitive bid. Is it possible to provide the area of the structure and the approximate age ( date of construction) of the buildings?
a. See attachment 5.
12) Will there be a bid walk?
a. See Question 2.
13) Will the government provide a site plan and floor plans with square footage to estimate required resources (field time and number of samples)?
a. See attachments 4 and 5.
14) Will non-building structure components include paint striping, fencing, safety bollards, etc. be tested for lead based paint? Will the government provide the numbers of substrates and colors to be tested?
a. Yes, the non-building components will be sampled. No, the government will not provide the numbers of substrates or colors.
15) Do any buildings have multiple floors?
a. No
16) What is the function of each building (i.e. office, storage)?
a. See Attachment 5
17) Will the contractor be provided a desk on-site?
a. Yes, if one is requested.
18) Are there any security clearance requirements?
a. See Attachment 7. Contractor will be required to access Edwards AFB subject to suitability determination by NASA Security. There are otherwise no security clearance requirements.
19) Are drawings available for the buildings?
a. Yes.
20) How many photos of each homogenous material?
a. One will suffice but needs to be taken from a location where the homogeneous material is identifiable from the photo.
21) Section 1.4 Reporting - if facility diagrams are not available, will the contractor be responsible for producing building diagrams?
a. No
22) We would like to inquire, under the right to know act, if there are any other hazards or hazardous materials that might be encountered during the course of performing the building surveys? Will Cadmium, Beryllium or any other light weight metals be encountered? Volatile Organics?
a. No other hazardous materials are expected to be encountered. If any suspicious material is encountered, notify the contracting officer immediately.
23) Identify which buildings will be occupied during the inspections/surveys,
a. 4850, 4990, T-20, 4803, 4806, 4807, 4808,4809, 4832, 4824, and 4870 Either will be occupied or might be occupied
24) Wanted to verify Copies of historical information will be available for review prior to the surveys.
a. Any historical information we have, which may not be much, will be made available to the winning contractor at the start of the project.
25) All known ACM and Pb identified prior and verified during the inspection walkthrough can be incorporated into the final report and DO NOT require additional samples to be collected.
a. We have not identified the lead or asbestos in these facilities. That’s what we need the contractor to do. Samples will need to be collected by the contractor and tested for their lead or asbestos content. The results will need to be shown in the report.
26) Under 1.7 Access, within the Statement of Work – It requires the consultant to provide all equipment to accomplish the surveys. Are there any areas which will require equipment rental (lifts) in order to access areas to be surveyed (high ceilings, no roof access, exterior pipe chase or other tall equipment)?
a. All high areas should be able to be accessed by extension ladder or A-frame ladder if no roof access is available. If the contractor believes a lift will be required, it needs to be included in the proposal.
