1.0 Description of Services: The Contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to accomplish sampling, analysis, inventory, and reporting to identify the locations and quantity of asbestos containing materials (ACM) and lead based paint (LBP) in accordance with all applicable local, state, and federal laws at the NASA Armstrong Flight Research Center (AFRC) on Edwards Air Force Base, California. This contract is to aid in collecting missing asbestos containing material data to comply with National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements. This will be accomplished by verifying the presence or absence of asbestos and lead in suspect building materials and documenting areas where no ACM or Lead is present. This mission will be accomplished by completing an inventory which documents all ACM and lead in each facility on the list below. These facilities are planned for demolition in the near future.

1.1 Qualifications: The contractor accomplishing the survey will be a Certified Asbestos Consultant (CAC) with a minimum of 3 years experience with the type of work specified in this contract. If the contractor intends to use a site technician in lieu of a CAC to perfonn the inspections, the site technician must be a licensed California Site Surveillance Teclmician and

Page 3 of7 have at least 5 years experience with the type of work specified in this contract. The lead inspector must be a California Licensed Lead Inspector/Risk Assessor.

1.2 Inspection/Survey: The contractor shall perform a comprehensive inspection of facilities for ACM based on Asbestos Hazard Emergency Response Act (AHERA) protocol. The materials to be tested for ACM will include but not be limited to the following:

o . 9x9 floor tile o Fire doors based on fire rating o Transite o Lagging o Ceiling tiles o Sink mastic o Flooring mastics o Sheetrock o Stucco o Fireproofing o Carpet mastic o NC mastic o Surfacing materials o 12xl2floortiles o Ceramic flooring caulking o Window caulking o Roofing mastic/materials o Cove base mastic o Joint compound o Concrete masonry units (CMU)- core to sample for presence of vermiculite o Sheet vinyl

a. Any other materials believed by the contractor to be ACM, and not require sampling, will be approved by the Government prior to presumption.

b. The goal is to positively identifY all asbestos containing materials and lead.

c. Inspection will be sufficient to comply with NESHAP demolition activities.

d. Sampling will be done in inconspicuous locations, especially in occupied buildings, and patching shall be done as soon as sampling is completed with materials that best match the area sunounding the sample locations, to include roofing materials.

e. Number of samples for homogenous surfacing material areas will be as follows:

<1 ,000 ft2 minimum of three samples 1,000 - 5,000 ft2 minimum of five samples 5,001-10,000 ft2 minimum of seven samples > 10,000 ft2 minimum of one additional sample for each additional

2,000 ft2 or patt thereof

f. When determining the number of samples, different pipe sizes, and/or shapes will be considered different homogenous material. The contractor will stop testing of additional samples

Page 4 of7 from a homogeneous mate1ial after the first positive test for Asbestos.

g. Any items suspected of containing lead shall also be tested, reported and location recorded. Quantification of Lead containing building materials shall be accomplished through the use of an X-Ray Fluorescence (XRF) gun. If paint chip samples are collected, rationale for why an XRF was not sufficient shall be provided.

h. Rationale will be provided for all materials not sampled.

1.2.1 Areas for inspection will consist of all areas of the building (structural system, mechanical system, plumbing systems, etc) . Areas that can possibly be accessed will be inspected (e.g., crawl spaces, attics, above drop ceilings, pipe runs, maintenance closets, roofs, exterior faces, exterior piping, etc.).

1.3 Sampling: "Destructive" sampling (e.g., coring, grab, bulk, etc.) must be accomplished as unobtrusively as possible while maintaining quality of data if the building is occupied and sample areas will be patched. Sampling areas that are visible in occupied spaces shall be patched to match surrounding areas as closely as possible.

1.4 Reporting:

a. The report must include the following information (by facility/equipment):

1. Signed and dated inspection rep01i including all accreditation information

2. Description of sampling strategy

3. A list of everything that was sampled

4. Photo of each homogenous material (may be digital)

5. A list of everything that was not sampled (minus the obvious: glass window panes, metal grid work, light fixtures, etc.)

6. All analysis results (positive and negative)

7. Location of where samples were taken in each space/room both in text and on a facility diagram

8. Location of all ACM and lead both in text and on a facility diagram

9. Chain of custody record

10. Reasonable estimated amount of asbestos containing material by type

11. Description of material

12. Estimated cost of removal ofboth ACM and lead, broken down by type and separate! y estimated

13. Locations and quantities oflead in text and on a facility diagram

14. Asbestos and Lead abatement plan where applicable

15. Any other infonnation the contractor considers valuable in making management decisions

NOTE: All samples and recommendations for abatement will be compliant with the Califomia Code of Regulations for Lead and Asbestos.

Page 5 of7

b. The report will be submitted in Microsoft Word format and consist of, at a minimum, the following main sections:

o Executive Summary o List of Buildings/Equipment Inspected o Methods o Results

1.5 Other Submittals:

a. Certification/license of individual(s) accomplishing the survey and overseeing contract activities initially, as they are renewed, and as new individuals are brought on board.

b. Site-Specific Safety Plan

c. Progress Schedule

d. Work Plan - Detailed schedule of all inspections by facility number, draft report submittal date, and final report submittal. See paragraph 1.7 below for details as the contractor may need the government's assistance gaining access to some facilities.

e. Schedule ofValues

f. Quality Control Plan

g. Handout briefly explaining ACM and Lead inspection for occupants

1.6 Historical Information: The contractor will work with the assigned Contracting Officer's Representative (COR) to obtain available as-built drawings. The contractor will be supplied or given access to any available existing inspections/surveys and removal records (paper files).

Sampling data fi·om previous inspections may be used only after a physical verification check at the building to insure the data is accurate and sufficient.

1.7 Access: The contractor will provide all the appropriate equipment to accomplish the necessary surveys (ladders, flashlights, sampling equipment, etc.). A detailed schedule wi ll be developed and submitted to the contracting officer. This will be used as a management tool by the government to help the contractor gain access to all the facilities to be inspected, in particular any controlled access areas. The inspector will be expected to work diligently with each facility manager to gain access to all locations, keeping the government apprised of all efforts so the COR can choose to intervene if it appears the inspector is being unsuccessful in their attempts.

1.8 Safety and Cleanliness: The contractor will protect the safety of building occupants at all times. The contractor will be responsible for cleanup of asbestos contamination they cause. If a release should occur, the contractor shall immediately cordon off the area and notify the Contracting Officer and the COR for further instructions. The contractor shall make available a handout briefly explaining ACM and lead inspection for occupants. The contractor should be open and forthright with regard to any questions posed by building occupants.
