About this file

This is a Statement of Need (SON) for the purchase of NMR and Q-Band Electron Paramagnetic Resonance (EPR) equipment upgrades at the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) Laboratory of Chemical Physics (LCP).

The LCP conducts advanced research in biomolecular structure and conformational dynamics using NMR spectroscopy and EPR spectroscopy. The base acquisition requires two current-generation cryoplatform units equivalent to or newer than Bruker Biospin CCU05, fully compatible with existing Bruker Neo 600-MHz spectrometers, with equivalent or improved cooling performance relative to current end-of-life CCU04 systems. Additionally, the government requires a 100-W solid-state amplifier and associated Q-band loop resonator to replace a failing 300-W traveling wave tube amplifier on the existing Bruker Excelsys E580 34 GHz EPR spectrometer. The vendor must provide a 600-MHz cryoprobe with 1H/13C/15N/19F/31P capability meeting stringent performance specifications including ¹H sensitivity greater than 1000:1, sucrose sensitivity greater than 200:1, and ¹³C sensitivity greater than 60:1, along with specified pulse width and gradient performance metrics. All equipment must integrate seamlessly without modification to existing magnets, consoles, cryoprobes, or laboratory infrastructure and be supported by manufacturer service and parts availability. Optional equipment includes one Q-band pulsed EPR spectrometer with cryogen-free cryomagnet and Double Electron-Electron Resonance (DEER) capability, and four additional current-generation cryoplatforms for NMR spectrometers at various field strengths. The vendor shall deliver and install equipment at the NIH main campus in Bethesda, Maryland, remove all packing materials, and coordinate with the LCP. No training is required as end users are experienced in NMR and pulsed EPR instrumentation operation.
