Question No. Question Response
1 Is this requirement similar to any work performed currently or in the past, or will this be a new requirement? This is a new requirement.
2 Will you accept an antibody test? Or only a PCR acceptable? Only PCR; antibody screening is not required.
3 Is it the NP (Naso) or OP (Oro) sample screening? Will accept NP or OP, if sensitivity is 98% 4 Would there be Antibody screening as well? If so, how many? No antibody screening is required.
Are you expecting a turn-key solution or various component, such as:
a) Scheduling of participants - who will coordinate/manage the scheduling of the employees, calendar, timing, etc.?
b) Who will setup screening stations (starts 6:30 AM for 7:00 AM screening start)?
c) What ordering system will be there? Who is responsible for it?
d) Online or paperwork
e) Who is going to vet/verify the patient/employee?
f) Individual requisition/order (either electronic or paper) along with specimen sent to the lab?
a) Responses may include logistical management, but OMAO is not requiring that.
b) If there is a local lab already established, that is the preferred method. The preferred solutions are in descending order as follows: (1) Have employees report to a local facility/lab with 48 hour result turnaround or (2) PCR kits available shipped to OMAO site where federal medical personnel could sample employees then have a currier pickup with 48 hour result turnaround.
c and e) OMAO will provide an authorized list of employees that need testing within the issued task order against this vehicle
d) Online records preferred (federal approved IT security compliant) and accessible history of organizational testing
f) Responses should include the most efficient method possible, with minimal efforts required by NOAA personnel.
6 Is local laboratory a requirement or a central lab acceptable? If local laboratory, what is the definition of the local lab?
NOAA prefers a local testing capability;
however, the lab can be located centrally if turnaround time, sensitivity and specificity can be met. In addition, a local lab is considered to be within a 20-mile distance of the indicate site location within each Task Order.
7 Is the 48 Hours test reporting time window after the sample specimen collection or after the lab receives the sample?
48 hours from the time samples are picked up/shipped out.
How does the physical screening venue setup looks like?
a) Who is responsible for setting up the screening station?
b) Electric connection provided?
Electricity can be provide; however, onsite internet connection (if needed) on a federal network would have to be evaluated/monitored and coordinated with NOAA IT personnel on-site.
What is the expectation for the 100 tests per day?
a) Will these be 4 hours or 8 hours event?
b) Will they be spread over multiple days?
c) Will they be at various sites within the same location?
100 people maximum per site, but will typically be much less (50-60). Some days may only require testing for 10 people. NOAA prefers testing be completed in one (1) 8-hour work day;
however, vendors are to provide their intended solution.
Who will be ordering/authorizing these tests?
a) Is it contractor’s responsibility or Customer’s Medical Director or a third party?
b) Medical authorization/ordering for the testing to be done has to be in place prior for test kits supplier to enable physical screening to take place and lab results to be made available.
NOAA will take responsibility for all ordering of PCR tests. NOAA has 15 Uniformed Service Medical Officers that are capable of authorizing all testing (if that is required). However, this is not the preferred method, given the limited availability and impact on other federal responsibilities.
Who will be receiving the results?
a) Will employee get the results or just the employer?
b) How are the results disseminated to the constituents?
a) Both the employee and NOAA should receive the results of the tested individuals.
b) The employer needs immediate access and the employee should be notified ASAP to ensure they keep themselves and others safe.
What is the remediation for the COVID positive participants?
a) Who will follow-up containment, contact tracing, testing (at home or quarantine areas)?
Workplace containment and contact tracing will be done by NOAA. The testing lab should notify the local health department per federal guidelines.
Is there a schedule for the 4000 yearly screenings across the 10 locations?
a) Monthly or weekly events?
Not at the IDIQ vehicle level. We are an operational organization that has many scheduling shifts and responds to natural events such as hurricanes. We will attempt to give as many days of lead time as possible. However, these specifics will be designated to every extent practicable within subsequent task orders under this IDIQ vehicle.
