SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NMAN7200-19-00705
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value).
The small boat launch crane aboard the NOAA Ship Oscar Elton Sette was replaced with North Pacific Crane model MCKT-1250 and received ABS Approval January 9, 2019. The contract for replacement of the crane was awarded with the assumption NOAA would be installing safety systems post installation. The safety systems must be designed, installed, and tested by North Pacific Crane in order to maintain ABS certification.
3. Identification of the single source or the brand name to be solicited.
North Pacific Crane Company 10734 Lake City Way NE Seattle, WA 98125 Joshua Roy Tel: (206) 361-7064 Fax: (206) 361-7065 engineering@northpacificcrane.com www.northpacificcrane.com
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
X Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required.
The crane is sold an ABS approved system. Based on proprietary technology regarding calculations and origin design, the only source capable of incorporating the safety systems is the OEM, North Pacific Crane, while maintaining the ABS certification. The vessel is scheduled to be on mission March 15, 2019. Should the crane not have the required safety systems in place the vessel with not be able to perform its mission. Safety systems to be installed include:
o Load sensors o Anti-two block systems o Movement sensors o Cut off switches
