( R335 )
CARGO HANDLING SYSTEMS
SOLICITATION NO. NMAN7200-19-00705
ITEM NO. 588
CATEGORY "A"
08Mar2019 Deck Crane Upgrade
NOAA
1.0 ABSTRACT: NOAA purchased a new deck crane from North Pacific Crane Company. During installation by an industrial contractor, it was determined the new crane did not have the load sensor/system or the anti-two-bock system required for ABS approval. This statement of work outlines the requirements for North Pacific Crane Company to upgrade the crane to achieve ABS approval.

5.0 NOTES
5.1 This work is to start April 13 on board the vessel.
5.2 The vessel is located at the NOAA facility on Ford Island, Honolulu, HI.
5.3 The crane has been installed per Reference 2.4 and the installation has been reviewed/approved by ABS Survey.
5.4 North Pacific Crane Company was contracted under separate contract with PSI (Crane installing contractor) to come out during initial operation of the crane. This time will be well-suited for a “ship-check” to ensure everything is in line to execute the below requirements.
5.5 120 VAC and 12 VDC is available at the crane control location which can be used to power the load sensing unit.
5.6 Load testing will be conducted by NOAA with NOAA equipment or will be subcontracted under separate contract.
5.7 Point of contact on the vessel is the Port Engineer Kenn Asato (kenn.asato@noaa.gov) who can be reached at 1-808-388-0897.
6.0 QUALITY ASSURANCE REQUIREMENTS
6.1 The Contractor shall establish, document, and maintain an effective quality assurance system to ensure and verify that the material, processes, and procedures used comply with the requirements.
7.0 STATEMENT OF WORK
7.1 Confirm with ABS that once the load sensor system and the anti-two-block system are installed, the crane will achieve ABS approval in accordance with Reference 2.9. Refer to Reference 2.10 for discussion regarding ABS approval.
7.2 Remove the existing 2-sheave crane head and install the new 3-sheave crane head per OEM requirements.
7.2.1 Interface with ABS Surveyor to ensure ABS is present during required checkpoints during installation.
7.2.2 Conduct NDT of completed weld in the presence of NOAA COR and ABS Surveyor.
7.3 Remove the existing winch, wire rope, and hook assembly and install new ABS-approved winch, wire rope, and hook assembly.
7.4 Fabricate and install load sensing system and associated display which satisfies the requirements of Reference 2.9.
7.5 Purchase and install an anti-two-block system which satisfies the requirements of Reference 2.9.
7.6 Purchase and install the required solenoids, angle indicators, and associated appurtenances required for the load sensing and anti-two-block systems.
7.7 Integrate load sensing and anti-two-block systems into the crane and demonstrate proper functionality in conjunction with the crane in an unloaded condition.
7.8 Conduct a no-load operational test and operate through the crane’s full range of motion.
7.9 Witness a dynamic load test to the satisfaction of the COR and ABS Surveyor:
7.9.1 Following a successful operational test, the weight shall be increased to the full-extension SWL (2,100 lbs) and the equipment shall be operated through its full range of motion for a minimum of 3 complete cycles at full boom extension and any other positions required by the ABS Surveyor.
7.9.2 Following dynamic load test, visually inspect structure, fittings, paint, and appurtenances for deformation, excessive wear, corrosion, damage, fractures, or abnormalities as necessary to the satisfaction of the COR and ABS Surveyor.
7.10 Witness a static load test to the satisfaction of the COR and ABS Surveyor:
7.10.1 Following a successful dynamic load test, the equipment shall be positioned in accordance with ABS Surveyor’s desired position within a radius of 10 feet and increase weight to 125% of the rated SWL (1.25* 20,000 lbs. = 25,000 lbs.) and hold for a minimum of 2 minutes.
7.10.2 Following static load test, visually inspect structure, fittings, paint, and appurtenances for deformation, excessive wear, corrosion, damage fractures, or abnormalities as necessary to the satisfaction of the ABS Surveyor.
8.0 GENERAL REQUIREMENTS
8.1 All new fasteners shall be stainless steel.
8.2 Anti-two-block and load-indicating systems shall be from the same manufacturer.
8.3 All electrical equipment shall be NEMA rated for use at sea in the weather.
8.4 Provide the following deliverables:
8.4.1 Any document referenced in Section 2.0 which are updated as a result of this effort.
8.4.2 ABS approved drawings updated as a result of this effort.
8.4.3 Tech manuals for the installed anti-two-block and load-sensing systems.
8.5 Paint all new and disturbed surfaces to match existing.
