(AUTHORITY: FAR 13.106-1(b)(1))

NM-AN2150-23-00829

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and

Aviation Operations, Acquisition, Analysis, and Accountability Branch

2. Description of supplies or services required to meet agency needs (including the estimated value). Maritime Sea Pilot Services for transit of the NOAA research vessel Fairweather through the Canadian Inside Passage (The Hecate Strait).

3. Identification of the single source or the brand name to be solicited.

Pacific Pilotage Authority 211 Dallas Road Victoria, BC V8V 1A1 Canada

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Other - Only one source is capable This requirement covers Maritime Pilotage service for a NOAA vessel while transiting Hecate Strait between Haida Gwaii and mainland British Columbia (Canadian Inside Passage). Local certified maritime pilots maintain specialized knowledge and certifications. Maritime Pilots are hired through specific pilot associations – in this case, the Pacific Pilotage Authority, based in Victoria, British Columbia. Pacific Pilotage Authority is the exclusive maritime pilot authority for the British Columbia coast. They certify and employ Marine Master Pilots for waterways on the British Columbia coastline, including Queen Charlotte Sound, Hecate Strait, and the Dixon Entrance. There is no other source for hiring certified maritime pilots for these waterways.

5. Market Research.

Prior acquisitions were reviewed for Maritime Pilotage along the British Columbia coast – in each case, certified Maritime Pilots from Pacific Pilotage Authority were hired exclusively.

Internet searches revealed no other source for Maritime Pilot Service for the British Columbia coastline.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
