1.1 Scope
1. 1 Services of a single vessel for Pilotage through British Columbia Inside Passage
1.2 Introduction
US Government Research Vessel, NOAA Ship Fairweather, intends to transit the BC pilotage waters from Puget Sound to the Canada / US boarder during an upcoming project on/about 8-10 April 2023
1.3 Estimated Value
All personnel, fuel and provisioning costs for this one-way transit, as well as all fees attributable to this type of service, such as carriage license fees and pilotage fees and insurance costs for Pacific Pilotage authority
1.4 Objectives of the Requirement
NOAA Ship Fairweather requires a one-time, one-way Pilotage, to transit the Canadian Inside Passage Puget Sound to the Canada / US boarder during an upcoming project on/about 8-10 April 2023 This Pilotage service is required because the ship has limited experience in that area due to a large turnover in crew. The vessel will conclude the transit in Ketchikan, AK, but will only need pilotage for the Canadian part of the transit.
1.5 Minimum Requirements
At minimum, contractors shall include the following standards
· Two pilots
· Required sea time as defined below:
· A minimum of 700 days as a Master on the B.C. coast; or
· 365 days as a Master on the B.C. coast and 547 additional days in the region while holding a Watchkeeping Mate’s certificate; or
· 1,000 days on the B.C. coast while holding a Watchkeeping Mate’s certificate.
Contracting Officer:
The Contracting Officer is the sole person authorized to make or approve any changes in any of the requirements of this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
Coordination:
Close coordination is required with NOAA Ship Fairweather personnel to ensure correct timelines, billings and last minute updates. All room assignments, check-ins and check-outs must be coordinated through the NOAA Ship’s Point-of-Contact (POCs), not the Contracting Officer or Contracts Branch.
The recommended POCs are as follows:
Primary LT Michael Card (ops.fairweather@noaa.gov)
Secondary: CDR Megan McGovern (co.fairweather@noaa.gov)
