About this file
This justification document approves the use of other than full and open competition to award a contract for two Liftmaster Swing Operators (CSW24UL) and accessories for a proposed parking lot gate at Bandelier National Monument in New Mexico. The Department of Transportation Federal Highway Administration requires the common Liftmaster operator to avoid stocking multiple spare parts, ensure consistency in operations and maintenance, and simplify gate functions within the Monument. The total estimated value for the two operators is $7,600. While the specific operator model is specified, competition will be allowed for gate installation as a sub-contracted service. This solicitation seeks construction of a 35,200 square foot parking lot with 38 car spaces and facilities at Tsankawi unit, and expansion of the existing Frey Trailhead lot at Juniper Campground by 40 spaces. The estimated price range is $2-5 million. The anticipated solicitation date is early October 2022 with construction starting in April 2023. Significant items include roadway excavation, asphalt paving, aggregate, clearing and grubbing, colored concrete curb. This opportunity will be set aside for HUBZone competition.
