Project Description and Findings:
This memorandum provides the pavement recommendations for the NM FAA DEM(1) Deming Access Road project in Dona Ana County, New Mexico. The project includes the repair of the steep 0.6 mile long “incline” section of the paved County Road D012, approximately 16 miles north of Interstate 10 between the New Mexico cities of Las Cruces and Deming. The 14.5 mile long road provides access to the Deming (DMN) New Mexico Air Route Surveillance Radar (ARSR) on top of Magdalena Peak (Milepost 14.5). The Federal Aviation Administration (FAA) is responsible for maintaining the road which transverses the Bureau of Land Management (BLM) land.
The FAA improved and paved the road in the mid 1990s with minimal maintenance since that time. The road’s “incline” section is located between Stations 467+00 and 500+00 from the 1992 FAA construction drawings (between Mileposts 8.9 and 9.5).
On September 28, 2021, a scoping site visit was conducted for the project. The existing double chip seal pavement was found to be in fair condition and has performed well over the past 30 years. The existing pavement exhibits transverse, longitudinal, block, and edge cracking that comes with an old age hardened pavement but with minimal subgrade issues. Some of the cracking is the result of stormwater erosion/overtopping during flooding events and slope movement. The 1992 FAA construction drawings show a pavement section consisting of a double chip seal over 6 inches of aggregate base over a geotextile fabric. This pavement section was confirmed during the scoping site visit. In 2016, the FAA installed a 170 foot length of PCC pavement toward the middle of the steep “incline” section, in addition to, concrete ditch lining downhill of the PCC pavement (repairs for stormwater erosion/overtopping). Soils at the site are generally clayey sand and gravel. The soils are suitable for road building purposes but may be corrosive. Based upon the site visit, the average daily traffic (ADT) along the road is estimated to be less than 100 with minimal truck traffic.
The project proposes the installation of corrugated metal pipe (CMP) culverts for the
0.3 mile road segment uphill of the existing PCC pavement.
Pavement Recommendations:
After evaluating alternatives, the following pavement improvements are recommended for the project.
Asphalt Patching for Culvert Installation
Install a Type 1 Full Depth Patch with 2 inches of Asphalt Concrete Pavement over 6 inches of Existing Salvaged Crushed Aggregate Base
0.3 Mile Road Segment Uphill of Existing PCC Pavement
Apply Fog Seal to Existing Chip Seal Pavement including Asphalt Patches
0.3 Mile Road Segment Downhill of Existing PCC Pavement
Apply Herbicide to Existing Vegetation between Existing Chip Seal and PCC Remove Existing Vegetation between Existing Chip Seal and PCC Blowout Joint between Existing Chip Seal and PCC with Air Lance Fill Joint between Existing Chip Seal and PCC with Hot Applied Sealant Apply Fog Seal to Existing Chip Seal Pavement
To address the corrosive soils, it is recommended that corrugated metal pipe (CMP) have a 14 gage minimum wall thickness. CFLHD standard SCRs related to pavement and materials are expected to be used apart from a 414 SCR to incorporate herbicide treatment into crack and joint sealing and a 602 SCR to specify the 14 gage minimum CMP wall thickness. Additional SCRs may be developed as needed.
