About this file
This document includes bidder questions and responses related to a federal solicitation for the NM FAA DEM(1) Deming Access Road project. The project involves reconstructing two damaged sections of an access road totaling 2 miles, including installing 350 linear feet of 24-inch diameter culverts, placing 450 cubic yards of riprap, reconditioning 1500 linear feet of ditches, sealing 4500 linear feet of cracks, and replacing 2600 linear feet of guardrail system. Weathering agent will only be applied to exposed galvanized metal surfaces like culvert pipes and gabion baskets, not to riprap or natural surfaces. The estimated cost range for the proposed project is between $700,000 and $2,000,000. Construction is anticipated to occur from May 2023 to September 2023.

Bidder’s Questions No. 1
Date: March 30, 2023
Solicitation Number: 6982A23B000013
Project Name: Deming Access Road
1) In the SCRs, Section 152.05 (m) – Centerline verification and staking, the last sentence says, “Use this recorded information to control the proposed roadway width and reestablish striping.” We do not see any roadway striping as being required in the contract plans. Nor are there any line items for striping in the Bid Schedule, nor are there any existing stripes on the roadway.
Is roadway striping required on this project?
No roadway striping is included in this project.
2) In the SCRs, Section 563.10A – Weathering Agents, it says “Apply weathering agent to the required galvanized surfaces at the manufacturer’s facility. After application, cure the treated guardrail materials to develop the full coloration according to the manufacturer’s recommendation.” We do not see any callout notes requiring anything to be treated with a Weathering Agent.
Do all galvanized steel components of the guardrail need a Weathering Agent applied?
No guardrail components require application of a Weathering Agent.
Do the exposed ends of the drainpipes need a Weathering Agent applied?
The exposed ends of culverts require a Weathering Agent to be applied.
Do the wire baskets of the gabion wall need a Weathering Agent applied?
The exposed face of gabion wall is to have a Weathering Agent applied.
3) In the SCRs, Section 563.10A – Weathering Agents, it says “Apply weathering agent to slopes, wall faces, placed boulders, and riprap as directed by the CO. Prepare surfaces and apply weathering agents using the manufacturer’s recommendations.”
For quantification purposes, should we expect all riprap and gabion wall surfaces to be weather agent coated? Should earth and rock cut slopes have a weathering agent applied? If so, this will be quite expensive.
The Weathering agent is only to be applied to galvanized metal surfaces (exposed culvert pipes and gabion baskets). The Weathering agent will not be applied to any riprap or natural surfaces (earth and rock cut slopes).
