PERFORMANCE WORK STATEMENT
NAVSUP LEADERSHIP DEVELOPMENT PROGRAM TIER 2
PERFORMANCE WORK STATEMENT
1.0 BACKGROUND
The Naval Supply Systems Command (NAVSUP) Workforce Development Branch administers, manages and facilitates the NAVSUP Leadership Development Program (NLDP) Tier 2. NLDP Tier 2 is NAVSUP’s premier leadership development program designed to encourage and facilitate development of NAVSUP employees to their full potential and to cultivate NAVSUP’s future leaders. The program also prepares the workforce for succession planning.
The primary purpose of the NLDP Tier 2 is to develop leaders who will enable NAVSUP to operate as a high performing organization that delivers combat capability through logistics. While NLDP Tier 2 participants remain in their current positions, they are expected to participate in wide-ranging, career-broadening work experiences and training opportunities.
Developmental requirements for NLDP Tier 2 participants center on successful completion of all NLDP Tier 2 core program components. These components include the following: orientation, a two week Leadership Training course, a 90-day developmental rotation assignment, an executive shadowing assignment with a NAVSUP senior leader, executive interviews, team project, attending the NAVSUP Academy, and a Fleet Orientation during their 12 months in the program.
2.0 OBJECTIVE
The objective of this requirement is to provide high quality training and development services in support of NAVSUP’s Leadership Development Program.
3.0 SCOPE
As a part of the NLDP Tier 2 program requirement, the Leadership Training course is a vital component to the program curriculum as it hones significant leadership competency skills and molds the members into future effective leaders. The course shall convey leadership development through a combination of lectures, team activities, and case studies in an effort to interactively engage participants making the learning experiences as meaningful as possible.
The curriculum shall provide leadership training to a small group of 12 participants during each program year and shall be built on the Office of Personnel Management (OPM)’s Executive Core Qualification (ECQs), discussing OPM’s ECQs at length, tying lessons back to specific ECQs.

5.0 CONTRACTOR REQUIREMENTS
The contractor shall perform the following tasks:
5.1 360⁰ Feedback
At least two weeks prior to the two-week Leadership training course, the contractor shall initiate the 360⁰ Feedback Assessment by emailing the link to the 360⁰ Feedback assessment to each of the participants. The 360⁰ Assessment must map to OPM’s ECQs. It is the participants’ responsibility to send the link to the people who will be anonymously providing the 360⁰ feedback. The contractor shall evaluate the feedback received, provide a written report to each participant clearly defining the participant’s strengths, weaknesses, and areas to be improved with actionable/clearly defined growth areas, discuss the feedback with each of the participants individually no later than the first day of the second week of the Leadership Development Training, and provide an overall class report to the NLDP Tier 2 Program Manager.
An acceptable equivalent assessment to 360⁰ Feedback will be the 363 DiSC Assessment. No other equivalent assessments shall be considered technically acceptable for this requirement.
5.2 Leadership Training
The contractor shall conduct a two consecutive week intensive Leadership Training Course in a classroom setting at the Pentagon, Washington D.C.
The contractor shall conduct training on the topics further discussed in the paragraph 5.2.1. The contractor is expected to provide this training through a variety of methodologies, including lectures, classroom discussions, case studies, and experiential team activities. The training delivery shall mirror an academic graduate level session with engaging, challenging, and thought provoking discussions and exercises.
It is the contractor’s responsibility to have adequate staff to perform the contract requirements. However, the contractor shall provide a minimum of two (2) qualified instructors are required for the Leadership training course at all times. See Section 8.0 herein for contractor personnel qualifications.
At the end of the two-week course, the contractor shall provide training completion certificates to the students that successfully completed the course.
Within five business days after the completion of the two-week course, the contractor shall provide a survey to the participants to complete. The contractor shall review the survey with the Program Manager prior to distributing to cohort members to ensure actionable, meaningful data is collected.
5.2.1 Leadership Training Curriculum
(a) 360⁰ Feedback Assessment.
The contractor shall complete the tasks described in paragraph 5.1.
(b) Leadership Development Plan (LDP):
The Leadership Development Plan (LDP) is a “living document” that strategically assesses and plans the NLDP Tier 2 participant’s development roadmap during the entire development program.
NAVSUP will provide the Leadership Development Plan template to the contractor, who shall provide it to the participants.
The contractor shall discuss how to develop and maintain a meaningful LDP. From this discussion, the participants will be creating, maintaining, and making adjustments to their own LDP. As such, the LDP will become a “living document”.
(c) Benchmarking:
The contractor shall have a discussion and provide exercises, as appropriate, on the following:
- best practices in benchmarking
- internal benchmarking
- steps in benchmarking
- customer service activity
(d) Teamwork:
The contractor shall have discussions and provide exercises, as appropriate, on team formation, development, and resolving team conflict.
(e) Team Project:
The details of the team project requirement are explained in the NLDP Tier 2 handbook that was provided to each participant during the orientation.
The contractor shall provide guidance and assist to each team (and team members) with the process of selecting a team project topic, team formulation process, briefing skills, and any other team work inquiries the NLDP Tier 2 participants may have. Formation of Teams shall be complete by the end of the first week of leadership training. Project discussions/proposals shall start by the end of the first week of leadership training.
The number of teams will be determined by the Program Manager based on number of participants in program. It could be two or as many as four participants assigned per team.
(f) Mentorship:
The contractor is required to provide a discussion on what to look for when selecting a mentor, and how to develop the mentor/mentee relationship.
(g) Leadership:
The contractor shall provide discussions on OPM’s Executive Core Qualifications:

The contractor shall have a discussion on the book “Start with Why…How Great Leaders Inspire Everyone to Take Action” by Simon Sinek-integrated into the training course and the course objectives as outlined in 5.2.1.
(h) Coaching:
The contractor shall coach/provide assistance to the NLDP Tier 2 participants with their team project requirements from the beginning of team formation to the final presentation of the team project to NAVSUP senior personnel.
The contractor shall assist with the process of establishing a mentor/mentee relationship within the NAVSUP organization.
The contractor shall provide advisory/executive coaching services, as needed, pertaining to the participant’s competency development as defined in the 360⁰ assessments (or 363 DiSC assessments).
The participants must be the one to approach the contractor regarding individual or team coaching.
The person providing the coaching may be the same person as the instructor, however, must be a Certified Executive Coach as recognized by coaching/mentoring industry organizations such as
- International Coach Federation (ICF)
- Worldwide Association of Business Coaches (WABC)
- European Mentoring & Coaching Council (EMCC)

The contractor shall provide discussions and exercises, as appropriate, on the following topics:
- Communication/Emotional IQ
- Verbal and non-verbal
- Business Writing and Presentation
- Giving and receiving feedback
- Active listening/direct expressions
(j) Public Speaking
The contractor shall provide discussions and exercises, as appropriate, on public speaking, including the following topics:
- Know your audience
- Avoiding common pitfalls
- Innovative delivery techniques
(k) Generational Differences in the Workplace
The contractor shall provide a discussion on generational differences in the workplace.
(l) Workplace Communication
The contractor shall provide a discussion on Workplace Communication in the workplace.
5.3 Advisory Services/Executive Coaching
After the two week Leadership course, the contractor shall continue providing the following executive coaching and advisory services:
• Utilize the individual reports, map and link them to OPM’s ECQs
• Provide customized personal coaching agenda appropriate to the participant’s developmental needs
• Provide coaching/advisory services, as needed and requested by the participant, pertaining to the participant’s competency development as defined in the 360⁰ assessments/363⁰ DiSC assessments
• Provide coaching/advisement/guidance to the NLDP Tier 2 participant regarding their competency development, if requested by participant
• Provide individual/personal coaching/advisement/guidance with the team project requirement, if requested by the team.
• Assist with establishing and/or furthering a mentor/mentee relationship within the NAVSUP organization, if requested by the participant.
5.4 Scheduling of Personal and Team Coaching Session:
The NLDP Tier 2 participant and/or team shall be the one that initiates the coaching session(s).
The time and date of the coaching services (personal or team) shall be coordinated and mutually agreed upon between the participants and the contractor based on their availability (weekends and holidays included at no additional cost to the government). The coaching schedule whether individual or team will be communicated to and approved by the NLDP Tier 2 Program Manager in advance of the sessions.
6.0 Definition of Billable Hour
Coaching shall be provided in 1 hour increments. A billable hour is defined as continued advisory/coaching service provided directly to the participants and does not include time spent on preparation. A billable hour is completed with an individual or a team. Team coaching sessions shall be billed as one hour, not as the number of team members times the number of hours.
7.0 Deliverables
The contractor shall provide the following deliverables to the NLDP Tier 2 Program Manager:
• Course Attendance Roster: The contractor shall submit a completed course attendance roster within seven days of the course completion to the NLDP Tier 2 Program Manager.
• Completed Survey Report Compilation: The contractor shall provide a report compiling the results of the completed surveys at the end of the two week leadership course to the NLDP Tier 2 Program Manager no later than 15 business days after the completion of the course.
The contractor shall provide a monthly personal and team coaching summary report to the NLDP Tier 2 Program Manager through a MS Word document, MS Excel spreadsheet, or a combination of both platforms. The monthly report shall provide top level information only, not divulging confidential details and specifics about the participant or the nature of the discussions. Additionally, monthly coaching summary report shall include (but not limited to) the following data:
• Number of hours and participants coached that month
• Progress of the students, individually and as a team
• Requests for any guidance the contractor may need from HQ
• Any other pertinent issues that may adversely affect the successful completion of the program’s objectives
8.0 Personnel Qualifications
The contractor shall provide personnel that will successfully accomplish the requirements of the solicitation. The nature of the NLDP Tier 2 engagement requires instructor(s) who are human capital experts with exceptional organizational consulting experience, and certified executive coaches. The contractor shall maintain the highest professional, personal, and ethical standards of competency and integrity appropriate to the caliber of this program.
The following are minimum qualifications applicable to the contractor or all contractor personnel designated to perform the coaching services in support of this effort.
The following are minimum qualifications:
• PhD or EdD in Organizational Behavior, Leadership, Industrial Organizational Psychology, Human Development. The PhD or EdD shall be from an academically recognized institution through the US Department of Education.
• 10 years of experience consulting and coaching clients in areas of motivation, communication, negotiation, conflict resolution, and leadership
• 10 years of experience of providing management consulting, mentoring, and team processes in organizations
• Demonstrated experience delivering leadership development curriculum to executive level audiences.
• Demonstrated experience delivering high performance coaching (individual and/or teams) to executive level audiences.
• Coaching Certification(s) as recognized by coaching/mentoring industry organizations such as
- International Coach Federation (ICF)
- Worldwide Association of Business Coaches (WABC)
- European Mentoring & Coaching Council (EMCC)
9.0 PERSONNEL SUBSTITUTIONS
After contract award, substitution of contractor personnel (in support of this contract) is not permitted without the express written authorization from the NLDP Tier 2 Program Manager and concurrence from the Contracting Officer.
10.0 Government Furnished Workspace
The Government will provide the contractor with fully equipped training room with projecting equipment. Any other necessary equipment/materials must be furnished by the contractor. A government point-of-contact will be provided.
11.0 Contractor Furnished Equipment
The contractor shall provide all training materials as necessary to ensure a professional training environment. At a minimum, the contractor shall provide the following items for each class as appropriate: Texts, Worksheets, Paper, Pens, Pencils, Markers, Binders and Flip Charts. If internet connection is required, the contractor shall provide the internet hot spot.

CONTRACTOR UNCLASSIFIED ACCESS TO FEDERALLY CONTROLLED FACILITIES, SENSITIVE
INFORMATION, INFORMATION TECHNOLOGY (IT) SYSTEMS OR PROTECTED HEALTH
INFORMATION (JULY 2013)
Homeland Security Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The Deputy Secretary of Defense Directive-Type Memorandum (DTM) 08-006 - "DoD Implementation of Homeland Security Presidential Directive
- 12 (HSPD-12)" dated November 26, 2008 (or its subsequent DoD instruction) directs implementation of HSPD-
12. This clause is in accordance with HSPD-12 and its implementing directives.
APPLICABILITY
This clause applies to contractor employees requiring physical access to any area of a federally controlled base, facility or activity and/or requiring access to a DoN or DoD computer/network/system to perform certain unclassified sensitive duties. This clause also applies to contractor employees who access Privacy Act and Protected Health Information, provide support associated with fiduciary duties, or perform duties that have been identified by DON as National Security Position, as advised by the command security manager. It is the responsibility of the responsible security officer of the command/facility where the work is performed to ensure compliance.
Each contractor employee providing services at a Navy Command under this contract is required to obtain a Department of Defense Common Access Card (DoD CAC). Additionally, depending on the level of computer/network access, the contract employee will require a successful investigation as detailed below.
ACCESS TO FEDERAL FACILITIES
Per HSPD-12 and implementing guidance, all contractor employees working at a federally controlled base, facility or activity under this clause will require a DoD CAC. When access to a base, facility or activity is required contractor employees shall in-process with the Navy Command's Security Manager upon arrival to the Navy Command and shall out-process prior to their departure at the completion of the individual's performance under the contract.
ACCESS TO DOD IT SYSTEMS
In accordance with SECNAV M-5510.30, contractor employees who require access to DoN or DoD networks are categorized as IT-I, IT-II, or IT-III. The IT-II level, defined in detail in SECNAV M-5510.30, includes positions which require access to information protected under the Privacy Act, to include Protected Health Information (PHI).
All contractor employees under this contract who require access to Privacy Act protected information are therefore categorized no lower than IT-II. IT Levels are determined by the requiring activity's Command Information Assurance Manager. Contractor employees requiring privileged or IT-I level access, (when specified by the terms of the contract) require a Single Scope Background Investigation (SSBI) which is a higher level investigation than the National Agency Check with Law and Credit (NACLC) described below. Due to the privileged system access, a SSBI suitable for High Risk public trusts positions is required. Individuals who have access to system control, monitoring, or administration functions (e.g. system administrator, database administrator) require training and certification to Information Assurance Technical Level 1, and must be trained and certified on the Operating System or Computing Environment they are required to maintain.
Access to sensitive IT systems is contingent upon a favorably adjudicated background investigation. When access to IT systems is required for performance of the contractor employee's duties, such employees shall in-process with the Navy Command's Security Manager and Information Assurance Manager upon arrival to the Navy command and shall out-process prior to their departure at the completion of the individual's performance under the contract.
Completion and approval of a System Authorization Access Request Navy (SAAR-N) form is required for all individuals accessing Navy Information Technology resources.
The decision to authorize access to a government IT system/network is inherently governmental. The contractor supervisor is not authorized to sign the SAAR-Ni therefore, the government employee with knowledge of the system/network access required or the COR shall sign the SAAR-N as the "supervisor".
The SAAR-N shall be forwarded to the Navy Command's Security Manager at least 30 days prior to the individual's start date. Failure to provide the required documentation at least 30 days prior to the individual's start date may result in delaying the individual's start date.
When required to maintain access to required IT systems or networks, the contractor shall ensure that all employees requiring access complete annual Information Assurance (IA) training, and maintain a current requisite background investigation. The Contractor's Security Representative shall contact the Command Security Manager for guidance when reinvestigations are required.
INTERIM ACCESS
The Navy Command's Security Manager may authorize issuance of a DoD CAC and interim access to a DoN or DoD unclassified computer/network upon a favorable review of the investigative questionnaire and advance favorable fingerprint results. When the results of the investigation are received and a favorable determination is not made, the contractor employee working on the contract under interim access will be denied access to the computer network and this denial will not relieve the contractor of his/her responsibility to perform.
DENIAL OR TERMINATION OF ACCESS
The potential consequences of any requirement under this clause including denial or termination of physical or system access in no way relieves the contractor from the requirement to execute performance under the contract within the timeframes specified in the contract. Contractors shall plan ahead in processing their employees and subcontractor employees. The contractor shall insert this clause in all subcontracts when the subcontractor is permitted to have unclassified access to a federally controlled facility, federally-controlled information system/network and/or to government information, meaning information not authorized for public release.
CONTRACTOR'S SECURITY REPRESENTATIVE
The contractor shall designate an employee to serve as the Contractor's Security Representative. Within three work days after contract award, the contractor shall provide to the requiring activity's Security Manager and the Contracting Officer, in writing, the name, title, address and phone number for the Contractor's Security Representative. The Contractor's Security Representative shall be the primary point of contact on any security matter. The Contractor's Security Representative shall not be replaced or removed without prior notice to the Contracting Officer and Command Security Manager.
BACKGROUND INVESTIGATION REQUIREMENTS AND SECURITY APPROVAL PROCESS FOR
CONTRACTORS ASSIGNED TO NATIONAL SECURITY POSITIONS OR PERFORMING SENSITIVE
DUTIES
Navy security policy requires that all positions be given a sensitivity value based on level of risk factors to ensure appropriate protective measures are applied. Navy recognizes contractor employees under this contract as Non- Critical Sensitive [ADP/IT-II] when the contract scope of work require physical access to a federally controlled base, facility or activity and/or requiring access to a DoD computer/network, to perform unclassified sensitive duties. This designation is also applied to contractor employees who access Privacy Act and Protected Health Information (PHI), provide support associated with fiduciary duties, or perform duties that have been identified by DON as National Security Positions. At a minimum, each contractor employee must be a US citizen and have a favorably completed NACLC to obtain a favorable determination for assignment to a non-critical sensitive or IT-II position.
The NACLC consists of a standard NAC and a FBI fingerprint check plus law enforcement checks and credit check.
Each contractor employee filling a non-critical sensitive or IT-II position is required to complete:
• SF-86 Questionnaire for National Security Positions (or equivalent OPM investigative product)
• Two FD-258 Applicant Fingerprint Cards (or an electronic fingerprint submission)
• Original Signed Release Statements
Failure to provide the required documentation at least 30 days prior to the individual's start date shall result in delaying the individual's start date. Background investigations shall be reinitiated as required to ensure investigations remain current (not older than 10 years) throughout the contract performance period. The Contractor's Security Representative shall contact the Command Security Manager for guidance when reinvestigations are required.
Regardless of their duties or IT access requirements ALL contractor employees shall in-process with the Navy Command's Security Manager upon arrival to the Navy command and shall out- process prior to their departure at the completion of the individual's performance under the contract. Employees requiring IT access shall also check-in and check-out with the Navy Command's Information Assurance Manager. Completion and approval of a System Authorization Access Request Navy (SAAR-N) form is required for all individuals accessing Navy Information Technology resources. The SAAR-N shall be forwarded to the Navy Command's Security Manager at least 30 days prior to the individual's start date. Failure to provide the required documentation at least 30 days prior to the individual's start date shall result in delaying the individual's start date.
The contractor shall ensure that each contract employee requiring access to IT systems or networks complete annual Information Assurance (IA) training, and maintain a current requisite background investigation. Contractor employees shall accurately complete the required investigative forms prior to submission to the Navy Command Security Manager. The Navy Command's Security Manager will review the submitted documentation for completeness prior to submitting it to the Office of Personnel Management (OPM). Suitability/security issues identified by the Navy may render the contractor employee ineligible for the assignment. An unfavorable determination made by the Navy is final (subject to SF-86 appeal procedures) and such a determination does not relieve the contractor from meeting any contractual obligation under the contract. The Navy Command's Security Manager will forward the required forms to OPM for processing. Once the investigation is complete, the results will be forwarded by OPM to the DON Central Adjudication Facility (CAF) for a determination.
If the contractor employee already possesses a current favorably adjudicated investigation, the contractor shall submit a Visit Authorization Request (VAR) via the Joint Personnel Adjudication System (JPAS) or a hard copy VAR directly from the contractor's Security Representative. Although the contractor will take JPAS "Owning" role over the contractor employee, the Navy Command will take JPAS "Servicing" role over the contractor employee during the hiring process and for the duration of assignment under that contract. The contractor shall include the IT Position Category per SECNAV M-5510.30 for each employee designated on a VAR. The VAR requires annual renewal for the duration of the employee's performance under the contract.
BACKGROUND INVESTIGATION REQUIREMENTS AND SECURITY APPROVAL PROCESS FOR
CONTRACTORS ASSIGNED TO OR PERFORMING NON-SENSITIVE DUTIES
Contractor employee whose work is unclassified and non-sensitive (e.g., performing certain duties such as lawn maintenance, vendor services, etc. ...) and who require physical access to publicly accessible areas to perform those duties shall meet the following minimum requirements:
• Must be either a US citizen or a US permanent resident with a minimum of 3 years legal residency in the United States (as required by The Deputy Secretary of Defense DTM 08-006 or its subsequent DoD instruction) and
• Must have a favorably completed National Agency Check with Written Inquiries (NACI) including a FBI fingerprint check prior to installation access.
To be considered for a favorable trustworthiness determination, the Contractor's Security Representative must submit for all employees each of the following:
• SF-85 Questionnaire for Non-Sensitive Positions
• Two FD-258 Applicant Fingerprint Cards (or an electronic fingerprint submission)
• Original Signed Release Statements
The contractor shall ensure each individual employee has a current favorably completed National Agency Check with Written Inquiries (NACI) or ensure successful FBI fingerprint results have been gained and investigation has been processed with OPM
Failure to provide the required documentation at least 30 days prior to the individual's start date may result in delaying the individual's start date.
* Consult with your Command Security Manager and Information Assurance Manager for local policy when IT-III (non-sensitive) access is required for non-US citizens outside the United States.
