The project involves improvements to Route 10 at the intersections with Eisenhower Parkway (CR 609) and CR 508 (West Northfield Avenue), commonly known as Livingston Circle, located in Livingston Township, Essex County. The work scope includes developing a partial circle configuration with four signalized intersections, controlled access improvements, removal of two existing U-turn ramps, tightened and signal-controlled right-turn movements, roadway widening along the north side of Route 10 bridge over Willow Meadow Brook with installation of a MASH-compliant parapet, and targeted pedestrian and ADA improvements including enhanced sidewalk connectivity and consistent 8-foot-wide shoulders for bicycle accommodation. The solicitation employs a one-step technical proposal procurement process with one selection to be made. The solicitation was posted on September 21, 2026, with a closing date of October 26, 2026. The last date to submit questions is October 19, 2026, and the anticipated selection date is December 2026. Technical proposals must be uploaded to Bid Express by 10:00 AM on the closing date. Only prequalified firms in Highway Design (H-1 Level A) and Traffic Engineering (T-1 Level A) disciplines are eligible to submit, and each firm may submit only one proposal unless otherwise noted.

The contract is structured as a Project Specific Agreement with a Cost Plus Fixed Fee arrangement. The scope of work is divided into three phases: Preliminary Engineering (PE), Final Design (FD), and Construction Engineering Services (CES), with the initial agreement limited to Preliminary Engineering only, and Final Design and Construction Engineering Services to be initiated as Extra Work at the sole discretion of the State. Federal funding from the Highway Safety Improvement Program (HSIP) supports the project. The preliminary engineering phase includes topographic surveys, traffic engineering design, pavement recommendations, environmental documentation, hydraulics and hydrology analysis, lighting warrant analysis, utility coordination, right-of-way preparation, cost estimation, structure design, and public involvement activities. Significant project challenges include cultural resources coordination requiring Section 106 consultation with SHPO, utility relocations, partial right-of-way acquisitions and easements from forty-one properties, construction staging without feasible detours, and various design exceptions requiring justification. Subconsultants must obtain cost basis approval from NJDOT by 10:00 AM on the closing date, and all bidders must comply with affirmative action requirements, business registration, ownership disclosure, and certifications regarding prohibited investment activities in Iran, Russia, and Belarus.

PROJECT DESCRIPTION

This project was initiated to improve safety and enhance operations at the intersections of Route 10 with Eisenhower Parkway (CR 609) and CR 508 (West Northfield Avenue) in Livingston Township, Essex County. This intersection is also known as Livingston Circle. In addition, at the request of Livingston Township, the project also includes pedestrian safety improvement, accessibility, and connectivity along the Route 10 up to Okner Parkway intersection which serves as a major regional arterial connecting adjacent residential neighborhoods to commercial land uses, transit stops, and community destinations. The project will address pedestrian needs by closing gaps in the sidewalk network and enhancing accessibility in compliance with the American with Disabilities Act (ADA).

PURPOSE AND NEED

Purpose of the project is to Enhance operation at Rt 10, Okner Parkway to CR 508 (W Northfield Ave) intersection (Livingston Circle) as high-priority safety and operational concern at the Livingston Circle due to complex geometry, high traffic volumes, and crash history. There is a presence of worn pedestrian path and new K-8 private school at Okner Intersection, which requires improved, continuous, and safe pedestrian facilities to accommodate existing and future pedestrian demand.

PM 1-Step Federal 1-2026 2

PRELIMINARY PREFERRED ALTERNATIVE (PPA):

The scope of work for the project includes partial circle configuration with four signalized intersections and permits direct left -turn movements from Eisenhower Parkway, thereby eliminating the need for U-turn movements and simplifying traffic operations. Two (2) existing ramps that currently function as U-turn movements will be removed, with left turn movements accommodated at Eisenhower Parkway. These changes improve safety and driver expectancy by reducing conflict points while accommodating future traffic demands.

The scope of work also includes controlled access improvements to address safety concerns. The southbound Eisenhower Parkway channelized right-turn movement onto Route 10 westbound will be tightened and signal-controlled, eliminating the existing free-flow movement that has experienced a high number of crashes. Similarly, the West Northfield Avenue channelized right-turn movement onto Route 10 eastbound will be tightened and converted to a controlled movement, improving operational consistency and safety. In addition, the roadway approach will be widened along the north side of route 10 bridge over Willow Meadow Brook (structure no. 0709-150), to accommodate the westbound merging taper and a new MASH compliant parapet will be installed, protected by a controlled release terminal (CRT).

The scope of work further includes targeted pedestrian and ADA improvements, enhanced sidewalk connectivity between Okner Parkway and Livingston Circle via the shared user path, consistent 8-foot-wide shoulders to improve bicycle accommodation, and improved bus stop access with pull-outs.

MANAGEMENT SYSTEM DATA/RANKINGS:

Bureau of Safety, Bicycle & Pedestrian Programs (a.k.a. BSIP) - Pedestrian Safety Management System Rank is 80 within the top 100 PSMS Segment List. The safety score is 10 on a scale of 0 to 10.

Congestion Management System (CMS) - Route 10 is considered severely congested; Eisenhower Parkway is considered very congested while West Northfield Avenue is considered not congested.

Drainage Management Systems (DMS) - Ranked low in icing ranking.

Pavement - IRI rating eastbound is fair and westbound is poor.

Smart Growth Management System (SGMS) - Smart Growth Rank is 33 out of 100 and Socioeconomic Rank is 6 out of 100.

CONSTRUCTABILITY AND STAGING PLANS AND DETOUR PLANS:

Detouring Route 10 traffic is not feasible; standard lane closures will be utilized to facilitate construction.

ENVIRONMENTAL IMPACTS:

The project limits are within historic districts associated with PSE&G transmission corridors, which require coordination with SHPO and Section 106. Section 7 consultation will be required as the project area also contains regulated ecological resources and documented threatened and endangered (T&E) species. Although coordination and permitting will be required for regulated resources, the anticipated National Environmental Policy Act (NEPA) document classification is a Categorical Exclusion (CED).

DRAINAGE / HYDROLOGY & HYDRAULICS:

Full compliance will be required with the Stormwater Management Regulations as PPA exceeds ¼ acre of net new impervious area. Also, as there are no structures proposed in, or over, regulated streams, hydraulic analysis is not required.

CONTROLLING SUBSTANDARD DESIGN ELEMENTS AND REASONABLE ASSURANCE:

Design exception will be required as achieving full compliance would require substantial reconstruction and result in significant right of way, access, environmental, and operational impacts. Proposed operational and safety improvements

PM 1-Step Federal 1-2026 3 are expected to improve overall conditions, and maintaining the identified substandard elements is not anticipated to degrade roadway safety.

RIGHT OF WAY & ACCESS IMPACTS:

Partial right-of-way acquisitions and permanent & temporary easements from forty one properties will be required.

Modification and revocation for driveways in proximity to the signalized intersections only and waivers will be obtained for other driveways that do not meet the access code along the Route 10 corridor within project limits.

UTILITY IMPACTS:

Aerial and underground utilities will be impacted, and relocation will be required because of roadway realignment, sidewalk and signalized intersection improvements. Also, ADA improvements will impact Utility poles.

ITS FACILITIES:

There are no ITS facilities located within project limits.

PEDESTRIAN/ BICYCLE COMPATIBILITY:

The PPA includes a shared use path to provide a dedicated facility for pedestrians and bicyclists through the project area.

In addition, the main line will be widened in targeted sections west of Livingston Circle to provide a consistent 8-foot-wide shoulder. Pedestrian crossings will continue to be accommodated at the existing signalized intersections, and the existing median barrier should discourage pedestrian crossing outside of these controlled areas.

COMPLETE STREETS POLICY:

Complete Streets Policy will be implemented. Additional streetscape and beautification enhancements will be made, particularly within the Livingston Circle.

COMMUNITY OUTREACH:

During Concept Development Phase, two (2) Local Officials Briefing (LOB’s) and two (2) Public Information Center (PIC) were held. The Resolution of support was received from Livingston Township on February 9, 2026. After the 1st LOB, sidewalk was extended up to the Okner Parkway Intersection based on the additional request from the Township.

RISK REGISTER:

Risks that may delay the project or incur additional costs include cultural resources, utility relocations, construction staging traffic operations with no feasible detour, right of way partial fee takings and easements, access modification and revocations.
