About this file

This document is a Questions & Answers (Q&A) file for Solicitation No. NIST-RFQ-25-7301372 for Custom Mid-Infrared Lenses. The Q&A provides clarifying details about the procurement, including that this is a brand-new, one-time requirement for lenses to be used in near-infrared (NIR) and short-wave infrared (SWIR) thermography/visualizations of melting scenes. The document confirms the data/design is of U.S. origin, is not subject to ITAR or export control regulations, and will not be exported or used as high-power laser optics.

The Q&A addresses seven specific questions from potential vendors, covering contract newness, requirement frequency, export controls, data origin, laser system usage, and export intentions. The responses provide technical context about the lenses' intended use within a laser-based manufacturing system, specifically for the Production Systems Group at the National Institute of Standards and Technology (NIST) to support additive manufacturing research.

Questions & Answers Solicitation No. NIST-RFQ-25-7301372

Custom Mid-Infrared Lenses

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

This is a brand-new contract.

2. Is this a one-time requirement, or do you anticipate needing this again in the future?

Yes, this is a one-time requirement.

3. Is this a defense article subject to ITAR control? If yes, what is the applicable US Munitions Code?

No.

4. Is the data/design of U.S. origin (22 CFR Sect. 124.13)?

Yes.

5. Is this item regulated under Export Control by the EAR (e.g., dual-use products, aerospace & propulsion applications)? If yes, what is the ECCN (Export Control Classification Number)?

6. Will the part be used with a laser or within a laser system? If yes, is it an intracavity optic?

No. These lenses will be used for in-situ NIR and SWIR thermography/visualizations of the melting scenes. The lenses may be exposed to some scattered laser light in the laser-based manufacturing system, but the lenses themselves are not to be used as high-power laser optics.

7. Will this item be exported? If so, please specify the destination country.
