About this file
This is a Statement of Requirements for custom infrared lenses for the Fundamentals of Laser-Matter Interaction (FLaMI) testbed at the National Institute of Standards and Technology (NIST). The document requires a contractor to provide ten custom lenses (two each of five different lens types) with specific technical specifications, including dimensions, materials, and optical characteristics. The lenses are intended to upgrade the FLaMI system's imaging capabilities in near-infrared and short-wave infrared spectra for additive manufacturing research.
Key procurement details include a total small business set-aside competition, with quotations due by June 26, 2025, at 12:00 PM ET. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with delivery required within 10 weeks of order receipt. Contractors must submit two-volume responses: a technical response describing product specifications and a price quotation. The anticipated contract is a firm fixed-price purchase order, with 100% payment upon receipt and acceptance of the ordered products. Delivery is FOB Destination to NIST in Gaithersburg, MD, with a standard commercial item warranty.

STATEMENT OF REQUIREMENTS
Custom Infrared Lenses for the FLaMI Testbed
I. BACKGROUND INFORMATION
The Production Systems Group (PSG) at the National Institute of Standards and Technology (NIST) conducts research in metals-based additive manufacturing (AM) to develop and deploy advances in measurement science that will enable rapid design-to-product transformation. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related control and monitoring methods and tools for AM measurement science at NIST. A Fundamentals of Laser-Matter Interaction (FLaMI) testbed was developed for this purpose. The FLaMI system is a fully custom, open laser processing system to advance understanding of laser-matter interaction physics, monitoring, and metrology research.
II. PURPOSE
The purpose of this requirement is to upgrade the FLaMI system to work with high resolution, off-normal imaging optics in the near-infrared (NIR) and short-wave infrared (SWIR) spectra by acquiring custom MIR lenses. This upgrade will place our research at the cutting edge of AM technology, reflecting the latest trends in AM development and bolstering our competitiveness in the field.
III. SPECIFIC REQUIREMENTS
The contractor shall provide two of each of the following five custom lenses (for a total of ten custom lenses:
2 | P a g e
3 | P a g e
Warranty The contractor shall warrant the lenses in accordance with the contractor’s or original equipment manufacturer (OEM) standard commercial item warranty.
4 | P a g e
IV. DELIVERY REQUIREMENTS
Delivery shall be FOB Destination and shall occur no later than 10 weeks after contractor receipt of order.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
All items shall be delivered to the following address:
NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST)
BLDG 301 SHIPPING & RECEIVING
100 BUREAU DR
GAITHERSBURG, MD 20899
NIST is a controlled-access facility, therefore delivery personnel must be a U.S. citizen or a U.S.
permanent resident.
V. Inspection & Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, NIST will inspect the delivered products to ensure conformance with the specifications identified in this document.
The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance may reject the products due to defects and/or nonconformance.
The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the ordered products.
The place of acceptance shall be:
100 Bureau Drive Building 233 Gaithersburg, MD 20899
VI. PAYMENT SCHEDULE
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1.100% after receipt and acceptance of the ordered products.
2.The Government anticipates inspection will occur After the testing procedures set forth in this document have been complete and no later than 5 business days after receipt.
