About this file
This is a Statement of Work for procuring an FTIR (Fourier Transform Infrared Spectroscopy) Integrating Sphere and components system for the Fire Research Division at the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland.
The primary requirement is Line Item 0001, a complete FTIR system with an integrating sphere, light source, and detector for reflectivity and transmission measurements. The gold-plated integrating sphere must operate in the range of 400-14,000 cm⁻¹ and be purgeable with controlled gas atmosphere. The mercury cadmium telluride (MCT) detector must cover 600-10,000 cm⁻¹, while the FTIR source requires a minimum range of 350-8,000 cm⁻¹, with a Near IR source extension reaching 500-15,000 cm⁻¹. The sample holder must accommodate specimens up to 40mm by 40mm and >7mm thickness for transmittance measurements, with capability to support downward-configuration testing for charring/brittle samples. The system must include computer software with automated atmospheric correction, normalization and baseline correction functions, and Python script interface capability for programmatic data analysis. All equipment must be new, with 120 VAC power compatibility, and shipped in original manufacturer packaging with complete documentation. Optional Line Items 0002-0004 provide up to three additional one-year periods of extended service and support, including US-based technician availability, telephone support within two business days, and annual preventative maintenance visits. Delivery via FOB Destination must occur within three months of award, followed by installation within five business days and training for up to five NIST personnel within three months. The contractor provides one-year standard commercial warranty for general equipment and five-year warranty for the Mid IR detector and interferometer, covering parts (excluding consumables), labor, and travel. Site access requires advance notification and security clearance; trucks must enter through a dedicated gate with restricted hours of 6:00 AM to 4:30 PM daily.

Statement of Work FTIR (Fourier Transform Infrared Spectroscopy) Integrating Sphere and components system
1. BACKGROUND
The Fire Research Division (FRD) in the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) provides measurement data and material property information generated in fire and thermal analysis experiments to enhance the standards and practice of the U.S. fire science, fire protection engineering, and life safety communities. The Flammability Reduction Group uses a suite of thermal and analytical tools to measure how materials and products interact with thermal radiation from fires and fire-like environments. The data from these tools is essential for fire modeling and understanding material and product flammability behavior.
This data is used for many research projects within NIST that are focused on reducing the fire hazard of building contents and constructions materials in the Fire Risk Reduction in Buildings and Communities program.
A critical instrument in this suite of tools is an FTIR (Fourier Transform Infrared Spectroscopy) Integrating Sphere. This instrument consists of an infrared radiation (IR) source and detector compatible with an Integrating Sphere. Such an apparatus is used to measure the total and wavelength-dependent transmittance and reflectance of individual materials and components.
These properties directly control the heating of a material when exposed to infrared radiation produced in a fire environment (e.g., from nearby flames or the hot smoke/gases that accumulate in a compartment fire).
2. PURPOSE
The purpose of this requirement is to obtain a FTIR [Fourier Transform Infrared spectroscopy], including an integrating sphere, external detector, related sample and sphere mounting accessories. In addition, reference materials are required to obtain wavelength-dependent reflection and transmission measurements of diffuse solids, films, and powders.
