AMENDMENT #2
NINDS 21-000562
The purpose of Amendment #2 is to provide address certain pertinent questions that were posed and provide clarifications that will be useful in preparing a proposal.
Q.1. We need clarification on the actual monthly estimated usages. It seems sporadic on this spreadsheet.
Average Monthly Usage:
N2 estimate is 18,293 CF per month
LOX estimate is 2,640 CF per month
CO2 annual estimate is 16,667 LB per month
Average Monthly Deliveries:
3 to 4 Nitrogen fills per month – deliveries could be 5
1 LOX per month
1 to 2 CO2 fills per month
Q.2. Also, I see the said spill pad for the CO2, can they clarify if the spill pad is in place for the LOX?
A.2. There is a spill pad in place for the LOX on the lower ground level separated from the other tanks by a wall.
Q.2. Any delivery restrictions?
A.2. Please see Purchase Description for delivery restrictions.
Q.3. Who is the current Contractor and Incumbent?
A.3. See Amendment 1.
Q.4. In Addition, I/We read your beta.SAM.gov posting and was somewhat intrigued and concerned with your claim that the “This ACQUISITION is RESTRICTED as a:
total small business set aside and a local set aside.
And
--The offeror must be located within 35 miles of Bethesda, MD.
Under what FAR “Authority” is this being “CODICIL” and “CORDIFY” as:
- a local set aside, And
The offeror must be located within 35 miles of Bethesda, MD.
A.4. It is important to note that this is not a local set aside. The 35 miles radius from the Place of Performance is needed to ensure timely delivery to fulfill emergency gas needs as they arise. Our Market Research demonstrates that there are two or more small businesses within a 35 mile radius capable of providing the requirements as delineated in the Purchase Description.
Q.5. WHO is funding this RFQ Contract requirement?
A.5. Federal Government
Q.6. What is the “must be located within 35 miles of Bethesda, MD specified in the RFQ as restricted Distance? the Product Source(s) Or the Contractor location.
A.6. The Prime contractor must have a facility that contains the volume of gases necessary to meet monthly delivery needs on site to facilitate the delivery of emergency gas needs. This facility must be located within 35 miles of Bethesda, MD.
