NIHSC Dry Ice Program (Crushed Pellets/Block Slabs) Technical Evaluation Criteria
GENERAL INFORMATION TO OFFERORS
Offerors are advised that award will be made to that offeror whose quote provides the combination of features that offers the best overall value to the Government. The evaluation of offerors quotes shall be based on the demonstrated capabilities of the prospective offerors quote in relation to the needs of the project as set forth in the statement of work. The merits of each proposal will be evaluated fully.
The major evaluation factors for this solicitation are technical, experience, technical approach, corporate and human resources and quality control. Technical factors are of paramount consideration in the award however cost/price is also important to the overall contract award decision. All technical evaluation factors other than cost or price, when combined, are significantly more important than cost or price. However, the Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior performance. The Government reserves the right to make award(s) to that offeror whose proposal provides the best overall value to the Government.
Each quote must document the feasibility of successful implementation of requirements of the statement of work. Offerors must submit information sufficient to evaluate their quote based on the detailed criteria below.
CRITERIA
The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes.
1. Technical Approach to Performance Requirements 40 Points Proposals will be evaluated based on the contractor’s demonstrated ability to deliver Dry Ice in the form of crushed pellets and block slabs matching those product specifications (i.e. 50lbs) stated in the SOW. The evaluation of this criterion will include the contractor’s ability to deliver product in the required (bulk) quantities and packaging on a daily, weekly, and/or as required basis.
2. Management Approach and Understanding of the Requirement 40 Points
This portion of the proposal will be rated according to how well the proposal demonstrates an understanding of the product and/or service (delivery) to be undertaken. The offeror’s approach to unique management issues posed by the contract will be evaluated; as will the effectiveness of the offeror’s use of staff and/or subcontractors, both in terms of cost and in terms of meeting unique technical needs and variable workload. That includes but is not limited to keeping up with Department of Transportation (DOT) and other federal regulations and/or guidelines for the handling and/or shipment of dry ice. The contractor’s ability and/or willingness to support emergency (unplanned) dry ice requirements will be evaluated, as will their explanation of how discrepancies will be resolved.
3. Organizational Experience and Key Personnel 20 Points
Proposals will be evaluated based on organizational capabilities and available resources (i.e. personnel and equipment) to produce and deliver boxes of dry ice in the required packaging, as outlined in the Statement of Work. Proposals must also demonstrate relevant experience in (contract) scopes equal or greater size complexity as the NIHSC Dry Ice Program. The contractor shall provide a list of at least three references, including contract, purchase order, task order, or other contract mechanism number.
