Question 1: Is there an incumbent? If so, what is the contract number, and value?
Response: These services were previously Contract: HHSN263201300002C. Total award (two year): $137,280. There is not a current contract
Question 2: What are the experience requirements? What GS-equivalent is the Gov't looking for? Can you elaborate on the difference between professional experience and past performance? We professional experience means have we done the work before and past performance is asking how well we've done it, but though we would confirm.
Response: The solicitation contains a description of the type of services to be performed and experience of personnel. A rough GS equivalent would be a GS-15. Professional experience is the work similar to what is sought in the solicitation that the offeror/individual has done. Past performance is how well the work was performed.
Question 3: How many FTEs and what kind of schedule is the Gov't expecting? The RFP states 360 hours over 6 months and each period thereafter, but the last two periods are 3 months each. Is the Gov't expecting 720 hours total? Also, it would be helpful to know whether the Gov't is looking for the hours to be spread-out over six months or full-time until expended.
Response: This requirement covers a 6-month base period plus three (3) 6-month option periods. Please note that the solicitation states 312 hours for the base period and each of the 3 six-month option periods. That equates to approximately .3 of a FTE. The work schedule is dependent upon assignments and deadlines and can range from a 10 to 40 hours in a given week. While it is hard to predict exactly how the hours will be used, the intent is that the hours would be spread out over the six month period.
Question 4: The estimated burden is only about 50 hours per month if you divide the total burden by 6 months. Would on site presence be required more than two weeks in any given month?
Response: While some of the work can be done off-site, there will be times when meeting with staff on-site will be required. Off-site work is dependent on the project.
Question 5: With such a low estimated burden, how many resume's would you want to see for key members of the team? For this project, I would intend to handle it myself thus am thinking that only my resume' and questionaire would be required.
Response: Resumes for all proposed staff should be submitted.
Question 6: With much of my most relevant experience in Research happening during my Federal Career which ended 7 years ago, would that still be counted, or would it be considered too dated?
Response: Past experience is for the last ten (10) years as state in the solicitation.
Question 7: Please advise if an incumbent is providing the services.
Response: See response to Question 1.
Question 8: If there is an incumbent please provide information such as contractor name, contract number, contract award amount, period of performance.
