About this file

This document provides details for a pre-solicitation notice and site visit for an animal social housing project. The National Institute of Mental Health and National Eye Institute seek proposals to renovate existing animal holding rooms to accommodate larger social groups of nonhuman primates and meet expanding research needs. The project includes designing, fabricating, shipping and installing five social housing habitats, one group testing module, and eight animal transfer doors. A pre-solicitation site visit will be held on May 22nd for a maximum of two representatives per vendor to view the proposed installation areas and examples of current caging. Questions must be submitted by May 20th. The resultant solicitation will be awarded in four milestones, with the first funding a prototype habitat and doors, followed by additional habitats and doors. While a group testing module is included, the agency reserves the right to remove it from the scope. Proposals are required to include designs only for the habitats and doors.

ADDITIONAL INFORMATION

ANIMAL SOCIAL HOUSING PROJECT

The solicitation timetable was established to meet the Government’s mission benchmark requirements for the entire project, of which caging procurement is one key component. However, to further facilitate vendor participation the Friday, May 22nd 10:00 AM question and answer (Q&A) session on the NIH Bethesda campus, vendors also can join the session virtually using the Zoom platform. Following a brief synopsis of the project, the Government will entertain questions. Following the Q&A period, those present on-site will be conducted on a short tour of both an approximate facsimile of a proposed installation room and the proposed installation site(s). In addition, examples of current facility caging, including water bottle holders, water bottles, and feed bins will be available for examination both before and after session.

Photography will not be permitted, and questions will not be answered during the walk-through. After the walk-through, a final Q&A session will be held to answer any remaining questions.

On-site attendance is limited to a maximum of two (2) representatives per vendor. Social distancing will be practiced during the session and personal protective equipment will be provided. The Government requests prior written notification of your intent to attend the virtual or on-site Q&A sessions, or both by COB Wednesday, May 20th. Please include the e-mail address of your representatives and what session they will be attending. Log-in information for the virtual session will be forward to interested vendors on Thursday, May 21st. Please forward your intent to join the sessions to: john.alozie@nih.gov

Note: The Government will try to ensure that the virtual session moves forward without difficulties, but the Government can not be accountable for technical problems which may be encountered by any of the involved parties. Therefore, on-site attendance is encouraged.
