Background:
The Rocky Mountain Laboratories (RML) has a HazMat team with two HazMat trucks for responding to emergencies. The trucks are needed for immediate response and have materials, supplies, and other equipment that are susceptible weather damage. In order to have the vehicle ready for immediate response and to protect the other equipment, they need to be housed indoors where temperatures are kept above freezing.
Scope of Work:
This project it to provide and erect a metal building (provide means provide and install).
It shall be designated as T-26.
Provide a 36’wide x 40’ long x 14’ high (wall) post frame, metal sided, storage building.
The building shall be designed by a licensed engineer and the drawings and stamped by a Professional Engineer licensed in the State of Montana. The proposed building details, including floorplans, elevations, basic structural details, and utility service routes shall be submitted with the cost proposal. Note any deviations within proposal. The contractor shall locate and protect existing utilities in the areas of excavation. These locating services are not free on the RML Campus.
After award, the Contractor shall prepare detailed drawings for Government review and acceptance prior to proceeding with the work. These shall include connection details and routes for utilities, building floor plans, elevations, details and product information as required. Allow 2 weeks for Government review and approval comments.
The sewer main in this area is shallow and the contractor shall uncover the main to determine elevation and verify that proposed locations of the bathroom etc. is suitable for gravity flow before other site work is started.
The building work shall include the following minimum standards:
1. 5-inch concrete floor with #4 rebar 24” OC each way. Concrete shall be minimum 3,000 psi design strength (at 28 days). Construction joints shall be straight and evenly spaced sawed joint with 8’ maximum spacing.
2. The floor shall be coated with an epoxy paint after curing. (Alternative)
3. Place a concrete apron across the entire 36’ width of the front (door end) of the building to the existing sidewalk on the east side of the building. This concrete shall be 5” thick with #4 rebar 24” OC each way. (Alternative)

The bollards are to be 3’-6” above grade with the concrete crowned at the top.
The bollards are to extend to a depths of 24” and set within a concrete base that is
18” in diameter and extend 3” below the bottom of the pipe. The concrete base shall extend above grade 2” and slope away from the pipe to prevent water ponding at the base of the pipe. Two (2) #4 rebar 14” long shall be places through the pipe at 90 degrees to each other 6” from the bottom of the pipe.
5. Place 6’x 6’ x 4” concrete stoop at each personnel door.
6. Provide two (2) 100 MBH input gas unit heaters mounted and horizontally vented in opposite corners at sufficient heights to avoid conflict with vehicles and thermostatically controlled from a centrally located programmable thermostat.
Acceptable manufacturers to include Modine Hot Dawg or equivalent.
7. Include 1” underground gas service with regulator and meter with polyethylene natural gas piping rated for 100 psi to Building 32 service tie-in. include Anode less riser, meter set, building regulator set for 7” water column. With code compliance trace wire and underground utility marker tape. Above grade gas piping shall be black steel schedule 40 gas piping. ASTM A106 compliant.
8. Provide electrical service consisting of a 100 amp 480 volt feeder from Switchboard WEMH1 in Building 27 to the new Building. This service shall be 3 phase 4 wire feeder plus ground. Utilize existing underground conduits from Building 27 to an existing manhole on the East side of Building 32. Provide a new buried 4” PVC schedule 40 conduit from the existing manhole to the building at a minimum of 36” bury.
9. The building electrical service shall consist of a 480 Volt 100A-3P NEMA 3R fused switch at the building feeding a new 30 KVA, drytype transformer located on the exterior of the building. Provide a 125 amp feeder from the transformer to an interior 225A 120/208 volt, 3 phase 4 wire branch 42 circuit panelboard.
Provide board with bolt on breakers, copper bussing, and hinged door construction. Panel shall be fully equipped with breakers, minimum size of 20A- 1Pole breakers and as required for lighting, general power, equipment power, and connections for Hazmat Truck. Provide TVSS for service a minimum rating of
80KA
10. Provide 9 receptacles, two on each wall, except 3 on the south wall – one on each side of the overhead doors and one in between them. The receptacle circuits shall be GFI protected.
11. Provide (2) 208 volt 30 amp receptacle for Hazmat trucks. Verify plug type and provide with breakaway capabilities.
12. Provide 12 strand 50 micron multi-mode fiber optic cable from Building 32 to new Building. Utilize existing ducts from Building 32 to signal manhole near proposed location. Extend 4” conduit from manhole to building. Terminate fibers at each end in patch panels using LC connectors. Provide minimum 4 ft square fire treated plywood for mounting equipment and provide steel shelf for owner provided network switch. Do not paint or cover the fire rating labels.
(Alternative)
13. Include internal LED lighting with an efficiency of not less than 100 lumens per watt, three way switched at each personnel door, with minimum 10 foot candles of illumination at floor level. Lighting power shall not exceed 0.6 watts per square foot.
14. Provide external building mounted LED lighting at personnel doors with motion sensors and provide a building mounted light high in the gable end to illuminate the concrete apron. Use fixtures the same or similar to building mounted LED lighting currently utilized at the site.
The building shall have the following minimum characteristics/requirements:
1. The building exterior shall be 29 gauge pre-painted metal siding and roof panels.
Color to match existing adjacent buildings. Usually designated as Colonial Brick Red with White trim and roofing.
