Pavement Contract: Contractor Questions & Government Answers/Responses

Question 1: 11A & 11C – 1 ½ to 2” are already incorporated in the 1” to 3” surface, please clarify.

Answer: Both CLINs 11A and 11C are separate. As an example, CLIN 11C would be used for laying asphalt over a milled surface. Government Task Orders will describe the work requirement that would differentiate work to be performed, including a requirement for“bituminous course” or “asphalt overlay” as part of the work.

Question 2: For all asphalt items, is the liquid asphalt “completely” removed from the unit price or is it included with the stipulation of an “adjustment” paid under 17A & 17B?

Answer: The liquid asphalt price is completely removed from pricing. The pricing of liquid asphalt materials will be included in the proposals for individual Task Orders, and not in the response to this solicitation.

Question 3: 11F & 11G – typically milling is measured in square yards (as in the description) not in cubic yards. Please clarify.

Answer: The use of cubic yards in the CLIN pricing (Estimated Yearly Quantity and Unit of Work) was an error. The CLIN pricing should have been in square yards to reflect the amount of surface to be milled.

The correction has been applied to the CLINs in the Statement of Work within the solicitation.

Response: There is also a correction applied to the Statement of Work within the solicitation to increase the Estimated Yearly Quantity of work to Cold plane/mill asphalt (1/2” to 2” thick) more than 11 sq yd (for CLIN 11G, CLIN 21G, CLIN 31G, CLIN 31G, and CLIN 51G) to 500 square yards for each of the 1G CLINs for the respective five years of the contract.
