Questions & Answers for Solicitation: NIHOF2011332

1. B.5.1.9 Training Development and Tracking - Is it the government’s intention for the contractor to provide training services at any time or track FTE completion and reporting of an already developed training curriculum only?

ANSWER: Tracking only.

2. B.5.1.12 Dashboard Implementation and Upkeep - Does the government intend to provide the dashboard tool capability and technical (system) support / environment to publish to the www or should this be part of the offeror’s proposal response and pricing? If government furnished, what is the dashboard tool/environment intended to be provided? If not, what are the specific technical and functional requirements to fulfill this task?

ANSWER: The dashboard is currently a combination of Microsoft PowerPoint documents and SharePoint sites. Access will be provided to the contract awardee.

3. B.5.1.18 Standards Documents Identification and Development - will the contractor have access to and input from ORF subject matter experts to support the development of these standards?

ANSWER: Yes.

4. B.9.0 PLACE OF PERFORMANCE - of the PWS tasks/work outlined, which of these are anticipated to be performed at the contractor’s site and which are anticipated to be performed onsite at the NIH?

Answer: The specific places of performance will be at NIH and at the contractor’s site. The actual period of performance will be determined and negotiated depending on the specific task and requirements assigned.

Note: Change to Section E.2 to indicate an IDIQ contract with Firm Fixed-Price task orders placed against it.

5. B.13.0 EMERGENCY REQUIREMENTS - what is the nature of the emergencies that could be experienced in performance of this contract?

ANSWER: B.13.0 EMERGENCY REQUIREMENTS : This requirement is hereby deleted from the solicitation according to this amendment. No response is required.

6. B.14.0 TASK ORDER PROCEDURES - in response to this RFP, are offerors to provide pricing based on the Section B - Schedule of Pricing and assume that the hrs and labor categories listed in this section apply to the performance of B.5.0 General Requirements - B 5.1 Tasks? Section B.14.0 TO procedures reads as if this is additional work that could be requested in performance of this contract and may require additional labor categories and pricing? Can the government please explain the difference between Section B.5.1 Tasks and B.14.0 TO Procedures and which should be priced and anticipated in performance of this contract?

ANSWER: Hours provided in section B are for evaluation purposes only. An IDIQ contract will be awarded and actual tasks will be place against the IDIQ contract by generating Task Orders. NIH may not require all of the categories listed in Section B at the same time.

7. B.17.0 QUALIFICATION OF KEY PERSONNEL - Which labor categories are to be considered as Key Personnel for this contract? Additionally, what are the specific minimum qualification requirements as they relate to PWS tasks for each Key Personnel labor category?

Section B.16.4 will be revised to read, “The contractor shall provide and maintain in the spaces below, the names and phone numbers of their project manager and backup. The personnel return requests for contact made by telephone or e-mail within 4 working hours.”

ANSWER: Key Personnel are considered to be Key Personnel on this project.

8. B.17.0 QUALIFICATION OF KEY PERSONNEL - “the contractor is responsible for providing a Back-Up with equal or greater knowledge and experience in the field of door and dock leveler repair.” In what instance does the expertise and capability in door and dock leveler repair fall under the Section

ANSWER: This information is not in the revised solicitation. It was been deleted.

9. C.16.2.5 The Contractor shall submit a resume containing the experience and qualifications for the proposed Site Safety and Health Officer(s) as part of the Site Specific Accident Prevention Plan submittal.

The NIH Project Officer will review the resumes and a personal interview may be required. The NIH Project Officer may reject anyone he/she deems “Not Qualified”. Should offerors assume that this position(s) is additional to the labor categories and hrs as defined in Section B? If so, how many hrs per contract year should be assumed?

ANSWER: See Section C.12 and the answer to question 6.

10. C.19 ONSITE FIRST AID - what are the various sites that should be considered for this requirement or does this apply only to the Place of Performance as stipulated in the RFP?

ANSWER: Work sites are all places of performance.

11. What is the page limitation of offeror responses, per section per E.2 52.212-2 EVALUATION—

COMMERCIAL ITEMS.?

Answer: 20 pages (total).

12. For costing purposes, what is the new period of performance? Section B.1.0 currently reads November 2010 – November 2011.

Answer: The period of performance for the base period shall be one (1) year commencing when signed by the Contracting Officer. This will be the effective date of the contract, however, each Task Order within the base period and any exercised option periods will establish a period of performance.

13. Given the inadvertent cancellation and loss of preparation time, i.e., resulting in many Offerors suspending teaming agreement or proposal preparation operations, can the proposal package due date be pushed to January 4, 2011 in order to allow us to re-group and finalize proposals?

Answer: The proposal due date is January 12, 2011 as a result of the amendment.

14. How will the requirements of the small business-restricted RPMO Quality Control RFP (Solicitation # NIHOF2011325) differ or overlap with the requirements of this RPMO Budget-Personnel Tracking contract? Many of the duties appear to be the same or only worded slightly different, including the places of performance.

ANSWER: Please respond to solicitations (individually).

15. Requirements for the RPMO Budget and Personnel Tracking contract will pertain to budget and personnel tracking. Requirements for the QC contract will pertain to quality control. The requirements are not the same and do not overlap. Both are NIH contracts so the places of performance will be similar.

ANSWER: Please respond to solicitations (individually).

16. Regarding B.5.1.3 Budget Planning:

For personnel requirements estimating, can you provide a milestone chart or internal deliverables timeline for the annual RPMO budget cycle?

ANSWER: No, this information is not available to the public.

17.Will the Contract input data directly into the NIH budget system?

ANSWER: No.

18.What security clearance level will this work require?

ANSWER: None.

Regarding B.5.1.4 Budget Control:

19.Can you provide a copy of the current RPMO PWS so that Offerors can assess the level of complexity of this task?

ANSWER: No; however, for estimating purposes, the RPMO PWS is approximately 350 pages long and includes hundreds of facilities-related requirements. It also includes several thousand pages of technical exhibits.

20.What is the turn-around time performance metric for these requests?

ANSWER: One working day.

Regarding B.5.1.5 Budget Tracking:

21.For personnel requirements estimating, can you provide a milestone chart or internal deliverables timeline for scheduled (non-Ad-Hoc) reports that will be due throughout the year? What types of reports are due when?

ANSWER: No. Deliverables are to be included in the IDIQ contract as per the solicitation. Individual Task orders will provide specific workload requirements.

22.Can you provide a one-page redacted sample of the key daily, monthly, and quarterly reports?

ANSWER: No.

Regarding B.5.1.6 Organizational Structure Tracking:

23.Acknowledging that new charts are due monthly, what has been the preparation workload for this task in the past, i.e., what is the average number of organizational changes that have occurred monthly over the past year?

ANSWER: Between 5 and 20 personnel changes per month.

24.Is there a particular software application mandated for this task?

ANSWER: Microsoft Visio.

25.Are the charts to be uploaded to the internet or intranet by the Contractor?

ANSWER: Not at this time, but this may be required in the future.

26.Can you provide a sample or provide a web link to a sample of the current product?

ANSWER: No.

27.Is there some type of report or analysis due in conjunction with the updated charts required monthly?

ANSWER: On an occasional basis, there will be a validation analysis to ensure that all positions are correctly captured.

Regarding B.5.1.7 Vacancy and Recruitment Support:

28.Acknowledging that new reports are due bi-weekly, what has been the preparation workload for this task in the past, i.e., what is the average number of vacancies open during each reporting period over the past year?

ANSWER: Vacancies have ranged between approximately 50 and 100 positions over the past year.

29.Can you be more specific about the contents of the bi-weekly status report and about the contents of the desired analysis and trending information?

ANSWER: Content includes documentation of recruiting efforts and timelines, position titles, grades, series, and organizational assignments, and current position status. Analysis may be required on patterns, trends, and interrelationships between any of these data elements. Trending information includes trends on overall vacancy fills, lengths of recruiting timelines, and other specific items of interest associated with the patterns, trends, and interrelationships of the data.

30.Can you be more specific about the contents of the recruiting packages that RPMO uses? What are the boundaries between the work of the Contractor and of HR?

ANSWER: RPMO recruitment packages include OF-8, pre-recruitment worksheets, position descriptions, category rating documents, and similar items submitted to HR for their efforts in recruiting.

31.Can you be more specific about the contents of the typical actions needing to be address to complete RPMO recruitments? Are these specific actions to be performed by the Contractor or are the actions to be tracked by the Contractor to ensure that they are completed by Government personnel?

ANSWER: Recruitment actions will always be approved by a government person, but may be completed by the Contractor.

32.Regarding B.5.1.8 Contact Information Lists:

Is there a particular software application mandated for this task?

ANSWER: Currently Microsoft Excel.

33.Is it mandatory for all RPMO personnel to provide their contact information?

ANSWER: Yes.

34.Excluding vacancies, what percent of the on-board RPMO staff have submitted their contact data, i.e., how complete is the database at this point? Will the Contractor be responsible for contacting personnel who have not provided contact information in the past and for obtaining their compliance with the requirement to provide it?

ANSWER: Approximately 75% complete.

35.Is the Contractor to be proactive about testing or verifying personal email addresses on a scheduled or cyclical basis?

ANSWER: Not at this time.

36.Is there currently a seasonal reminder to update contact information?

ANSWER: Not at this time.

Regarding B.5.1.9 Training Development and Tracking:

37.Excluding vacancies, what percent of the on-board RPMO staff have submitted their training data, i.e., how complete is the training database at this point? Will the Contractor be responsible for contacting personnel who have not provided training information in the past and for obtaining their compliance with the requirement to provide it?

ANSWER: 100% complete. Yes.

38.Will the Contractor be provided with each RPMO employee’s Individual Development Plan (or its equivalent) that lays out the planned and completed training by year? Are “planned” training events entered into to each employee’s training tracking file record by the Contractor or only the events that the employee successfully?

ANSWER: Yes. The planned and completed events will be tracked.

39.Is it the employee’s responsibility to report completion of training to the Contractor for a database update, or will the Contractor receive or seek out the participation list of each training event held internally or approved by RPMO management for external attendance by its staff?

ANSWER: Both.

40.Can you estimate the number of employees for whom there are additional technical training requirements that must be tracked (i.e., courses beyond the five Federal and four RPMO mandated annual classes per employee)?

ANSWER: At least 75%.

41.Is there currently a seasonal reminder to update training information?

ANSWER: No. Reminders occur only when mandatory training requirements are due.

42.Regarding B.5.1.10 Metrics and Key Performance Indicator Development:

Over the past year, approximately how many research events (products?) has RPMO needed that would fall under this tasking?

ANSWER: RPMO generates new metrics at a rate of at least one per month.

43.For personnel background requirements estimating, can you estimate the research workload for this task by percentage across the stated areas of interest? See below:

ANSWER:

44.For personnel requirements estimating, approximately how many new performance metrics projects does RPMO implement per year?

45.For personnel background requirements estimating, can you estimate the performance metric implementation projects workload for this task by percentage across the stated areas of interest? See below:

46.In order to evaluate the complexity of this task, can you provide a sample of a typical performance metric report developed for a new performance metric requirement?

ANSWER: Metrics used are relatively standard facilities maintenance organization metrics. Please demonstrate your familiarity with commonly used metrics.

47.Will the Contractor be responsible for teaching the approved performance metric standard to the impacted RPMO staff or to just to the Supervisor(s)?

ANSWER: Depending on the specific metric, both may be required. Supervisory training will be more common.

48Will the Contractor be required to provide an implementation plan for the new performance metric (either with its report or after management approval)?

ANSWER: Yes.

49.Regarding B.5.1.11 Calculation and review of Performance Metrics:

For personnel requirements estimating, will the Contractor be provided performance metric data collected daily/weekly/monthly by the RPMO staff or will the Contractor be required to pull raw performance data from shop-floor and management IT systems, paper records, work control/project management worksheets, service order tickets, order-to-receipt supply documents, customer comment cards, customer emails, invoices, or other primary sources?

ANSWER: Both.

50.If data collection is automated in some areas, what types of applications are used to collect performance data?

ANSWER: MS2000 in many areas, Sharepoint and Constructware in others. Also the NIH NBS system and various other systems such as TEAMM and Siemens BAS data systems.

51.Is the intent to collect and report performance metric data for work groups or for individual employees?

ANSWER: Generally for work groups.

52.Can you provide a list of typical analyses performed on current performance metrics?

ANSWER: Analysis may include analysis of number, type, trends over time, workload requirements, timeliness, accuracy, and relationship to other data elements.

53.Can you breakdown by frequency needed (daily, weekly, bi-weekly, monthly, etc.) the span of current performance metric results reports?

ANSWER: Metrics are currently daily, monthly, quarterly, and yearly.

54.Does the workload reflected in the answer to the question above also include the required data trending and presentations mentioned in section “B.5.1.14 Quality Assurance Surveillance Plans?”

ANSWER: No.

55.Can you estimate the performance metric reports workload for this task by percentage across the stated areas of interest? See below:

56.Regarding B.5.1.12 Dashboard Implementation and Upkeep:

57. What is the software application used for operation and maintenance of the RPMO

Dashboard?

58. Are there any plans to change the application underlying the Dashboard? If so, will the

Dashboard software re-write and subsequent re-launch be included in the scope of this contract?

59. For personnel background requirements estimating, what percent of this tasking is maintenance and changes to the Dashboard application itself, what percent is creating new webpages/webforms, and what percent is uploading new or updated data to standardized web- forms/formats/pages?

60. For personnel requirements estimating, what is the approximate average number of updates to be uploaded to the Web per week? Will the Contractor be given access to the system to be able to launch updates directly?

ANSWER: See response to question 2. In addition, ongoing continuous improvement is a key value of RPMO. The emphasis will be on data, with lesser emphasis on standardized web-forms and pages.

Updates occur daily.

Regarding B.5.1.13 RPMO Service Contracts Development:

61. Is there an consultant firm supporting this tasking?

62. Will the types and formats of the service contracts be similar to those being developed by the incumbent consultant?

ANSWER:

63. Can you estimate the service contract development workload for this task by percentage across the stated areas of interest? See below:

ANSWER: There is an incumbent. Yes.

Virtually all are maintenance service contracts.

Annual service contract preparation will be 5 to 10 contracts per year. There may be a decrease in workload in later option periods.

Regarding B.5.1.14 Quality Assurance Surveillance Plans:

66. Is there an incumbent consultant firm supporting this tasking?

ANSWER: Yes.

59.Will QASPs only be required in conjunction with new or refreshed service contracts being developed for award or will QASPs also be ordered for existing services contracts that have remaining option periods left on them?

ANSWER: Both may occur.

60.For personnel requirements estimating, what is the approximate average number of QASPs to be developed annually?

5 to 10 per year.

61.Will the Contractor be required to provide an implementation plan for the QASP once it is approved?

ANSWER: Yes.

62.Will the Contractor be responsible for teaching the approved QASP process to the RPMO Quality Assurance Evaluators assigned to monitor the service contract performance?

ANSWER: Yes.

63.Will the Contractor under this contract become the assigned RPMO QAEs (monitoring the other service contractors where no conflict of interest exists) under the requirements of “B.5.1.11 Calculation and review of Performance Metrics” above?

ANSWER: No.

64.Will the Contractor be responsible for briefing new service contractors about the QASP, and about the role of the service contractor and the role of the QAE?

ANSWER: Not anticipated at this time.

65.or personnel requirements estimating, what is the approximate average number of QASP-related data trending reports and presentations to be developed annually? Are these reports in addition to or included in the monthly or annual reporting workload for “B.5.1.11 Calculation and review of Performance Metrics” above?

ANSWER: These will be additions to the performance metrics. Reports will be monthly or quarterly depending on the requirements.

Regarding B.5.1.15 Independent Government Cost Estimates:

66.Is this tasking for the type of IGCE performed at the time an Acquisition Plan is being developed (i.e., a scoping estimate based on past costs and initial assumptions) or for a more detailed formal IGCE using market research to prepare explicit fully loaded cost estimates for each and every requirement of the PWS as well as all industry-applicable indirect charges and fees, or for both types of cost estimates?

ANSWER: Both.

17. Regarding B.5.1.16 Solicitation Development Support:

67.For personnel requirements estimating, what is the approximate average number of Solicitation Packages to be supported annually?

ANSWER: 5 to 10 per year.

68.Does this tasking include all of the following types of solicitations:

b. SSEB proposal tool/workbook development

c. SSEB training materials development

d. Technical, Management, and Cost Proposal responsiveness reviews

e. SSEB evaluation meeting facilitation and the recording of proposal Strengths/Weaknesses and Questions to Offerors

f. Assistance to SSEB in developing initial and final findings reports on initial and BAFO technical, management, and cost proposals and past performance?

ANSWER: Yes.

Regarding B.5.1.18 Standards Documents Identification and Development:

72. For personnel requirements estimating, what is the approximate average number of SOPs to be developed annually?

ANSWER: Highly variable, however at least 2 per month should be expected.

73. For personnel background requirements estimating, can you estimate the SOP development and related projects workload for this task by percentage across the stated areas of interest? See below:

74. Regarding B.5.1.19 Standards Document Management:

Is there a particular software application that is used by RPMO for this process?

ANSWER: No.

75. Regarding B.5.1.20 Post Competition Accountability Scope:

Is past experience specifically with developing NIH modifications to the RPMO PWS and developing deviations to the MEO structure and staffing going to be a key corporate qualification requirement for this task?

ANSWER: See Section E.2.

76.Is past experience specifically with the development of and/or usage of the NIH Policy and Procedure Guidebook on Competitive Sourcing going to be a key corporate qualification requirement for this task?

ANSWER: See Section E.2.

77. Given the described task requirements of the amended Section B.5,

a) do the Section C.7.1.2 requirement for a “safety and health program in accordance with OSHA Regulations and the US Army Corps of Engineers Manual 385-1-1 (EM 385-1-1) and the Section C.7.1.4 Site Specific Accident Prevention Plan still apply to the contract resulting from this RFP?

ANSWER: See Section C.15.

78. does the Section C.13.1 requirement for a “Collateral Duty Safety Officer” on each contractor shift still apply to the contract resulting from this RFP?

82. Is there a page limit for the technical proposal?

ANSWER: See question 11.

83. If there is a page limit:

Are Past Performance Sections and the three Reference Contact sections included in the page limit?

Is the corporate organization chart included in the page limit?

ANSWER: No, No, No.

84. Should the Offeror’s response to E.3 - 52.212-6 OFFEROR REPRESENTATIONS AND CERTIFICATIONS – COMMERCIAL ITEMS be included the Cost Proposal section?

ANSWER: Yes please provide your offeror Representations & Certifications.

85. If the Offeror's proposed subcontractor maintains a current ORCA record electronically, can it also complete paragraph b of the E.3 requirement and include a statement to that fact with the Prime’s REPRESENTATIONS AND CERTIFICATIONS submittal?

ANSWER: The prime is required to have a reps. and certs.

86. Please find below a couple of questions we have regarding the solicitation:

1. In the original solicitation, on page 64 in the Technical Approach, part (ii) Describe approach for performing inspections considered a major service indicator and productivity standards by room group categories as they relate to the NIH 3 x 5 Matrix Performance Levels in Section B.2.3 Requirements. Can you please explain elaborate of this information, as it is not cited in Section B.2.3. nor is it addressed in the Grammatical Corrections Only Revised Statement of Work?

2. Aside from the information listed in the Evaluation Criteria, is there any specific information for

Proposal Requirements or Instructions to Offerors, as there are no specifications listed elsewhere within the solicitation?

ANSWER: to 1. The original solicitation was canceled in its entirely. Therefore all information in the revised solicitation will be address, information in the original solicitation has been canceled.

Answer: to 2. The Contractor is required to complete Section B, Schedule of Commercial Prices, Section B.16.3, Contractor Representative, Section B.16.4 Key Personnel, Section E.3, Offeror

Representations and Certifications and return along with SF-1449 with an original signature to the above letterhead address.

87.If a sub-contractor is being used, can their past performance be used in place of the prime contractor’s past performance?

ANSWER: The prime contractors past performance will be evaluated.

88. Does the past performance have to be directly related to construction management?

ANSWER: This information is not in the revised solicitation. See page 64.

89.2 52.2122 (1) Technical Approach xiii - Is this Post Competition Accountability Costing and the NIH-

MEO - Watch System a custom developed solution or is this part of a Commercial Available Software

Product?

ANSWER: Post-Competition Accountability Costing is a requirement of the OMB Circular A-76 program.

MEO Watch is NIH’s implementation of this requirement. It is not commercially available.

90.Is this the system that the contractor will be developing the dashboards off of B.5.1.12 - Dashboard implementation and upkeep

ANSWER: No.

91. The solicitation was released on Standard Form 1449, with an original due date of 12/23/2010.

Will an SF30 or equivalent Standard Form be provided for Amendments 1-5? If not, how shall amendments be acknowledged in the proposal?

ANSWER: An amendment will follow with a new due date of January 10,2011.

92.The revised Statement of Work and Evaluation Criteria documents released in Amendment 3 do not represent one-for-one page replacements for the solicitation. Does the Government intend to release a complete revised RFP?

ANSWER: Yes, this will be posted at a new date.

93. The cover letter contains contradictory delivery requirements. Shall the proposal submission be made via electronic delivery (email) only, or are an original and three hard copies also required? If hard copies are required, please verify the delivery address and any specific instructions?

ANSWER: Please submit an original and three copies of your technical proposal and your price proposal. The technical proposal and the price proposal shall be submitted together, but as separate documents for the “Best Value” evaluation.

ANSWER: This is at the discretion of the contractor.

96.With regard to the Price proposal, Section B.14.4 states that NIH will issue a firm fixed-price task order in response to the contractor’s proposed unit prices for the base contract year and each separate option year. Please verify that other than the hourly rates provided in B1.1 and associated tables, that no additional pricing information is required by the vendor in response to this RFP?

ANSWER: Please provide your cost proposal for the Base year & options in section B.

RPMO Budget and Personnel Tracking information present an organizational conflict of interest for these two organizations?

ANSWER: This RPF is a separate and has nothing to do with other services from ORF & ORS.

98.Does the Government anticipate a single Fixed Price Task Order award, or is this an ID/IQ contract under which multiple Fixed Price Task Orders will be issued?

ANSWER: Each task order will be a single Firm Fixed Price award.

99. Section B – Schedule of Pricing requests pricing across six labor categories and associated ODCs.

There are two questions related to this Schedule:

100.Section B.14 outlines the Task Order Procedures for soliciting tasks under this contract. Does the Government plan to issue a contract based on Schedule B, or will they solicit work based on individual Task Orders?

ANSWER: Once the Contract is awarded base on scheduled B, a proposal must be submitted by the contactor for each Task Orders.

101.The Statement of Work lists 21 tasks that need to be performed. However, the level of effort specified in Schedule B translates to only 2 FTEs with additional support across 1 FTE per year. Will only these 3 FTE be required per year to accomplish the work across all 21 tasks?

Answer: Depending on the task order requirement, this may vary from 1 to 3 FTE.

102 The revised Evaluation Criteria omitted the Key Personnel resumes as an evaluated item, although section B.7 still requires resumes. Will resumes of Key Personnel be considered during the evaluation of proposals?

Answer: Yes.

103.Section E.2(3) states that evaluations will be based upon information provided via past performance questionnaires. Please clarify the following:

Where can the questionnaire forms be obtained?

How many client responses are required per contract reference?

To whom should the questionnaires be returned?

Via what method should the questionnaire responses be delivered (fax, email, mail, etc.)?

What date and time are the questionnaire responses due?

Answer: Past performance evaluations will be based upon information provided by the offeror and information provided via past performance questionnaires, as well as additional reference checks performed by the Government.
