FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION – SIMPLIFIED ACQUISITION (UNDER $150,000) Instructions to the requestor: Prepare this document and include it an attachment to the requisition. When received in OLAO, the contracting officer (CO) will review the data provided, and if it is concluded by the CO that the proposed sole source is justified they will proceed with the action.

REQ no. TO BE DETERMINED ONCE ENTERED INTO PRISM
Requestor DEBORAH MELLMAN
Office Code NINR/OD
Phone no. 301-402-7096

Introduction: Pursuant to Federal Acquisition Regulation 13.106-3(b)(3)(i), the following data is furnished to the Contracting Officer to support the requisitioning office’s request that the items/services identified on the above-mentioned Requisition be obtained using other than full and open competition. The requisitioning office understands that a contract may not be awarded on a sole source/brand name only basis unless the Contracting Officer approves Other than Full and Open Competition.

1. Identification of the Agency: HHS/NIH/NINR/OD

2. Nature and or/Description of Action Being Approved. Brand Name Only

3. Description of the supplies and services required to meet the Agency’s needs and the estimated value. NINR wishes to sponsor a conference that fully supports its mission: the Council for the Advancement of Nursing Science (CANS) annual conference. NINR will be sponsoring the electronic posters for a cost of $10,000.

NINR also requires A/V support services during its 30th Anniversary Closing Ceremony utilizing the same venue site as the CANS conference at a cost of $15,070.01.

4. Proposed Contractor’s unique qualifications.

The Council for the Advancement of Nursing Science (CANS) is the meeting to which NINR sends its entire senior staff and many of its Intramural and Extramural scientists. Because of our grant funding, many of the attendees are grant recipients – either directly or indirectly. For this reason, NINR has a large presence. To support this, NINR holds breakfast sessions on many different topics with its scientists acting as meeting facilitators, and NINR has an exhibit booth. To fully round out its presence and to showcase the link of the NINR mission to CANS, NINR plans to sponsor the electronic posters that are exhibited at the conference.

Currently the Washington Hilton, in Washington, DC has an exclusive contract with a vendor who provide audiovisual support. The impact of even considering another company to provide AV services for this event would greatly impact over 250 attendees. Added costs would be incurred and from a logistical standpoint the transition from the CANS conference to the 30th Anniversary Closing Ceremony would not be transparent. The attendees have a vested interest in promoting and improving the health of individuals, families, and communities in the United States and around the world.

5. Additional Supporting Facts.

There are no other conferences that so directly parallel the mission of NINR and whose attendees are so linked to the NINR.

I hereby certify that the supporting data above forms the basis for this justification, is complete and accurate to the best of my knowledge and belief.

Certification by Requirements\Technical Personnel:

I concur and approve this justification for other than full and open competition.
